1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
2 BOYNTON BEACH, FLORIDA, AUTHORIZING THE CITY TO
3 APPLY FOR THE DEPARTMENT OF HOMELAND SECURITY'S
4 FISCAL YEAR 2025 PRESIDENTIAL RESIDENCE PROTECTION
5 ASSISTANCE GRANT PROGRAM, AND IF AWARDED,
6 AUTHORIZES THE CITY TO ACCEPT THE GRANT, AND
7 AUTHORIZES THE MAYOR TO SIGN ALL DOCUMENTS
8 ASSOCIATED WITH THE GRANT, SUBJECT TO REVIEW BY THE
9 CITY ATTORNEY'S OFFICE; AND FOR ALL OTHER PURPOSES.

11 WHEREAS, the Presidential Residence Protection Assistance (PRPA) Grant Program is a
12 federally funded initiative designed to reimburse state and local law enforcement agencies (LEAs)
13 for extraordinary personnel costs incurred while protecting any non-governmental residence of
14 the President that is designated to be secured by the United States Secret Service (USSS). This
15 program recognizes the importance of LEAs as critical partners in the provision of specialized
16 security measures at private presidential residences and ensures that those LEAs are not financially
17 burdened by their involvement; and
18 WHEREAS, the Police Department is seeking reimbursement for overtime expenses
19 incurred from July 1, 2024, through September 30, 2025, under the Fiscal Year 2025 Presidential
20 Residence Protection Assistance Grant Program, administered by the U.S. Department of
21 Homeland Security, Federal Emergency Management Agency (FEMA). If awarded, the grant will
22 reimburse eligible law enforcement operational overtime costs associated with United States
23 Secret Service—directed protection activities for designated non-governmental residences of the
24 President; and
25 WHEREAS, the Grant Program is specifically intended to reimburse state and local law
26 enforcement agencies for overtime expenses related to presidential residence security operations.
27 Eligible activities include, but are not limited to, perimeter security, traffic control, motorcade
28 support, roadway closures, and other mission-specific duties as directed by the U.S. Secret Service.
29 Funding under this program is strictly limited to reimbursement of approved personnel overtime
30 costs and does not include equipment, capital expenditures, or other non-personnel costs; and
31 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
32 best interests of the City's citizens and residents to authorize the City to apply for the Department

33 of Homeland Security's Fiscal Year 2025 Presidential Residence Protection Assistance Grant
34 Program, and if awarded, authorizes the City to accept the grant, and authorizes the Mayor to
35 sign all documents associated with the grant, subject to review by the City Attorney's Office.

37 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
38 BEACH, FLORIDA, THAT:
39 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
40 being true and correct and are hereby made a specific part of this Resolution upon adoption.
41 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
42 authorize the City to apply for the Department of Homeland Security's Fiscal Year 2025
43 Presidential Residence Protection Assistance Grant Program, and if awarded, authorizes the City
44 to accept the grant.
45 SECTION 3. The City Commission of the City of Boynton Beach, Florida, does hereby
46 authorize the Mayor to execute the Grant application, Grant Agreement, and any other documents
47 associated with applying for and accepting the Grant that do not otherwise increase the financial
48 obligations of the City, subject to the review of the City Attorney's Office.
49 SECTION 4. This Resolution shall take effect in accordance with the law.
