I. CALL TO ORDER
Hilary Zalman, Code Enforcement Special Magistrate, called the Hearings to order at
9:05 a.m., and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

Magistrate Zalman inquired about status for permits or demolition.
Mr. Charlestin stated that as of May 23, 2026, his general contractor submitted a permit.
He said that he would like to request a 90-day extension to handle drafting plans and
paperwork with the permitting company.
Magistrate Zalman questioned the work being done on the property.
Mr. Charlestin said that he was going to extend the property but is now looking to carry
out a demolition.
Magistrate Zalman inquired if the property had tenants.
Mr. Charlestin stated that he does have tenants on the property, but that demolition would
not affect their portion of the home.
Magistrate Zalman asked Officer Chevalier-Bien Aime about the extension.
Officer Chevalier-Bien Aime stated that per the Building Department, the would not like
to grant an extension.
Magistrate Zalman pointed out that the respondent is now in the process of getting the
permit.

Officer Chevalier-Bien Aime stated that when he spoke to the Building Department on
Monday, May 18, 2026, the permit was not in the system. He said that the addition has
already been completed and points out that the initial notice was issued on March 12,
2026. He states that during that time the owner did not apply for the permits even after
multiple conversations with himself and Building Department officials. He said the City is
not sure if the addition was structured sound or built properly so they do not feel okay with
granting a 90-day extension.
Mr. Charlestin commented on conversation he has had with Officer Chevalier-Bien Aime
and other City officials and reiterates his need for an extension.
Magistrate Zalman tabled this case until Officer Chevalier-Bien Aime could get a Building
official to testify.

Michael Baluyot, Deputy Building Director, was present.
Magistrate Zalman inquired about the Building Department's position on granting an
extension.
Mr. Baluyot stated that the application was received in office, but it has not been
processed, and no reviews have been done. he commented that the department does not
have much knowledge about the property.
Magistrate Zalman questioned if Mr. Baluyot had a say regarding the tenants and
demolition.
Mr. Baluyot commented that he believes more than demolition is being done on the
property.
Mr. Charlestin states that all work that was being done on the property has seized.
Magistrate Zalman agreed to the respondents request for extension.

Ms. Reddick stated that she pressured cleaned the driveway a day before the hearing
and that she had put down seed and mulch but that it did not take because of the drought.

Magistrate Zalman questioned if Ms. Reddick was renting the property.
Ms. Reddick stated that she is the granddaughter of Ms. Henline and that she does not
rent the property. She mentioned that when the code officer visited the property her uncle
informed him that he was renter so that he did not have to deal with the City.
Officer Guillaume stated that when he performed the inspection there were two gentlemen
present that stated that they were renters.
Magistrate Zalman questioned if Officer Guillaume wanted to remove that portion of the
violation.
Officer Guillaume stated that the respondents would have to file for a rental exemption
form.
Magistrate Zalman informed the respondents to visit the Building Department for more
information and to contact the code officer when she takes care of the sod.

Magistrate Zalman asked how much the 1st occurrence was and if a case had already
been opened for that violation.
Officer Lawson stated the 1st occurrence is $100 and case was opened.
Magistrate Zalman reviewed the violation and occurrence fee with the respondents.
Ms. Diego questioned why the truck had to be removed.
Magistrate Zalman informed the respondents that an oversized truck is not allowed within
a residential area.
Ms. Diego inquired if they could park the truck in the backyard.
Officer Lawson stated that the truck cannot be parked in the backyard.
