Robert Mealey, the respondent, was present. Magistrate Zalman reviewed the violations and mentioned that she did not see a truck in the photos provided. Ms. Vasquez showed Ms. Zalman and Mr. Mealey photos of the truck being parked at the property. She stated that the truck was in violation on June 15, 2026, Feb 6, 2026, March 10, 2026, April 13, 2026, and May 13, 2026. Ms. Zalman inquired if Mr. Mealey had another location to park the vehicle. Mr. Mealey said that he does not have another location to park, and he mentioned that the City does not own the roads or the sidewalks, so he does not understand how he is in violation. Pat Hart, Code Enforcement Supervisor, said that he met with Mr. Mealey at his property, and he informed him that there was a federal law which mentions he cannot block the sidewalk. Ms. Zalman recommended that Mr. Mealey research ordinance 14-3 for truck parking. Mr. Mealey said that that ordinance does not apply to his vehicle because it is not over 16,000 pounds. Candice Redondo, Code Enforcement Director, mentioned that there are multiple subsections under the chapter that he should review because it pertains to more than just the weight of the vehicle. Ms. Zalman stated that the City has an ordinance that does not allow for the vehicle to be parked within a residential area. Magistrate Zalman inquired if the violations were a health issue. Mr. Rivera stated that it was. Magistrate Zalman stated that an extension is not usually granted when there are health and safety concerns. She questioned if the City had an objection. Mr. Rivera stated that he had no objection because the owner has been communication and the problems are being worked on. Magistrate Zalman asked about the health and safety component on the violation. 13 Candice Redondo, Code Enforcement Director, stated that the violation could be health and safety but said that the Building Department usually is the one to make that determination. Magistrate Zalman questioned if the Building Department had reviewed the file. Mr. Rivera said that the Building Department is requesting recertification but that they have not objected to the extension. He said that he would have to check with Building to see if they are aware of the extension request. Mr. Russell stated that they are waiting for a 3rd bid and that on July 6, 2026, the Board is going to elect a company to help correct the violations. Magistrate Zalman tabled this case to speak with the Building Department. This case was recalled at 10:06 A.M. Svon Remy, Development Analyst, was present. Magistrate Zalman inquired if the Building Department had an objection to the extension. Mr. Remy said that based on the report received, the Building is not deemed a health and safety concern at the moment and that they are okay with the extension. Mr. Remy inquired if they could get a 3-month extension. Mr. Remy stated that the recertification was to be done in 2024. He said that he would like to see the violation cleared as soon as possible. He said that after 2 months, a discussion can be held to determine if more time is needed. Decision Magistrate Zalman agreed to the owner's request for an extension.
