Exhibit A: Statement of Work
1.0 Introduction
The City of Boynton Beach is committed to protecting and enhancing the natural resources that
define the region, within those is one of the region's most valuable natural resources, the Lake Worth
Lagoon. The Lagoon is a waterway of many faces: it borders the upscale waterfront estates and
resorts of Palm Beach, draws anglers, divers, and visitors from around the globe, serves as a busy
corridor for boat traffic along the Intracoastal Waterway, and supports the Port of Palm Beach, one
of the state's busiest container ports and a major driver of the regional economy. Boynton Beach, as a
coastal municipality within this watershed, recognizes that the health of its aging water and sewer
infrastructure has a direct impact on the health of the Lagoon itself, and by extension, on the
economic and ecological vitality that the estuary provides to the entire region.
The City based on this commitment is pursuing the Sea Meadow South Project, a critical water and
wastewater infrastructure rehabilitation initiative serving the Sea Meadow residential community,
located at 4290 Royal Manor Boulevard, Boynton Beach, FL 33436, within the Lake Worth Lagoon
watershed. The community has approximately 240 homes, each served by one potable water
connection and one sewer connection. The existing systems were originally built with non-standard
back-lot service connections and a mix of vitrified clay pipe and PVC pipelines that have outlived
their useful life, requiring frequent emergency repairs due to leaks, inflow and infiltration, and pipe
failures. These chronic failures have caused sanitary sewer overflows, residential sewer backups,
water main breaks, reduced water pressure, and public health concerns tied to potential
contamination and service disruption, with untreated wastewater ultimately draining toward the
Lagoon.
2.0 Objective
Upon completion, the project will:
• Provide safe, reliable water and sewer service to 240 households.
• Reduce sanitary sewer overflows and groundwater infiltration.
• Reduce nutrients and pollutant loading to the Lake Worth Lagoon, protecting water quality and
habitat health for the broader watershed.
• Improve fire safety and public health standards.
• Extend the service life of municipal utilities by 50+ years.
• Support infrastructure equity and environmental resilience in a legacy residential community.
3.0 Scope of Work
The Sea Meadow South Project consists of water and wastewater infrastructure rehabilitation and
replacement within the Sea Meadow residential community, located at 4290 Royal Manor
Boulevard, Boynton Beach, FL 33436. The project will include sanitary/sewer improvements with
the construction will and rehabilitation of approximately 6,500 linear feet of existing sanitary sewer
main through Cured-in-Place Pipe (CIPP) lining, along with replacement of select sewer main
segments where necessary, installation of new cleanouts, reconnection of existing service laterals to
new service laterals, sanitary sewer manhole lining, and post-construction inspection of rehabilitated
gravity sewer mains, manholes, and laterals. The project also focus son wastewater improvements
with the installation of approximately 9,500 linear feet of new water main to replace the existing
system, most of which consists of aged 4-inch pipe, along with 27 new fire hydrants for improved
fire protection, two new tie-in points to the proposed water main along Gateway Boulevard and
Lawrence Road, new water service connections, and related ancillary components. Design is
complete, with an estimated construction cost of$7,000,000.
4.0 Work Breakdown Structure
The project has 3 main components:
• Water main and water services installation
• Sewer main lining, new sewer pipe and sewer laterals.
• Site restoration.

Exhibit"C": Project Selection Criteria
The Sea Meadow South Project delivers tangible and measurable water quality benefits to the Lake Worth
Lagoon and its watershed by directly targeting aging, failing sanitary sewer infrastructure that has caused
chronic sanitary sewer overflows, sewer backups, and inflow and infiltration (I&I). Rehabilitating
approximately 6,500 linear feet of sanitary sewer main through Cured-in-Place Pipe (CIPP) lining, along
with manhole lining, will eliminate infiltration pathways that currently allow untreated wastewater and
excess groundwater into the collection system, reducing nutrient and pathogen loading that can ultimately
reach the Lagoon.
Measurable outcomes include the linear footage of sewer main and manholes rehabilitated, elimination of
documented overflow events, and reduced I&I volume, all trackable post-construction. Replacing
approximately 9,500 linear feet of aging water main further reduces the risk of main breaks and service
disruptions, supporting reliable potable water delivery in this watershed. The City of Boynton Beach is
requesting $749,000 in grant funding toward the Sea Meadow South Project, related to the sewer part of this
project. As a City priority, the project was formally included in its Utilities Capital Improvement Plan. The
City is funding $6,251,000 of the $7,000,000 total project cost through its own funds. This represents a local
cost share of nearly 90%, exceeding the required 50/50 threshold, and reflects the City's strong financial
commitment to the project.
The project has completed the design phase and is moving into construction. Several permits will be required
to advance the work. The City of Boynton Beach will obtain a Palm Beach County Health Department Water
and Sewer permit, with applications already prepared and typical approval taking 30 days or less, as well as a
Palm Beach County Right-of-Way/Utility permit, which generally takes between two and three months to
process. Once a contractor is procured and awarded, the contractor will be responsible for obtaining the
remaining permits, including a City of Boynton Beach right-of-way permit, a dewatering permit, and an
NPDES permit.
The City maintains a clean record in related grant infrastructure projects, with a portfolio of 48 grants. One
example of a timely project completion is a project with the Florida Inland Navigation District, an
infrastructure project with a 50%cost share, which was completed three months ahead of schedule. Another
recent example is the closeout of a grant with the Florida Department of Environmental Protection related to
the Boynton Beach oceanfront project, which closed six months ahead of schedule due to the City's hard
work and its commitment to delivering high-quality work while following all guidelines set by the grantor.
The project aligns directly with the goals and priorities of the Lake Worth Lagoon Initiative under the Water
and Sediment Quality category, supporting water quality, implement best management practices for
drainage canals, reducing bacterial contamination, reduce sewer overflows by rehabilitating approximately
6,500 linear feet of failing sanitary sewer main and lining sanitary sewer manholes to eliminate chronic
inflow and infiltration and the sanitary sewer overflows it currently causes. The project also advances the
plan's broader goal to reduce nutrient loadings from land-based sources to meet water quality targets. These
improvements make measurable progress toward the plan's priorities for wastewater-related pollution
reduction and overall water quality protection in the Lagoon watershed.
The project also satisfies the eligibility and evaluation criteria of Section 403.885, Florida Statutes(Water
Projects Grant Program), as the City is an eligible municipal recipient and the project protects public health
and the environment while implementing an adopted water restoration and quality improvement plan.

Re: Letter of Support Lake Worth Lagoon Initiative—City of Boynton Beach Sea Meadow South
Project
Dear Members of the Review committee,
On behalf of the City of Boynton Beach,we are pleased to write in strong support of the application for
the Sea Meadow Project and respectfully request your consideration of our funding request in the amount
of$749,000. The project consists of upgrades to the water and sewer utilities serving the Sea Meadow
South community, comprised of approximately 240 mobile homes, each equipped with one potable water
source and one sewer connection. This community regularly experiences residential sewer backups and
has experienced water main breaks.
The project will rehabilitate approximately 6,500 linear feet of existing sanitary sewer main through
Cured-in-Place Pipelining(CIPP) and replace approximately 9,500 linear feet of aging water main with
27 new fire hydrants installed for fire protection. Design is 100%complete, and total construction cost is
$7,000,000.
The City serves 112,000 utility customers, making it essential to maintain reliable infrastructure that
delivers clean drinking water, especially during emergencies. This project will eliminate recurring sewer
backups and significantly reduce inflow/infiltration into the City's wastewater system and, ultimately, into
the Lake Worth Lagoon via the Boynton Canal. Reducing pollutant and nutrient loading, protecting water
quality and habitat, and improving resiliency against storm events in support of the 2021 Lake Worth
Lagoon Management Plan Update(LWLMP).
Lake Worth Lagoon restoration efforts have been underway since 1998, when the State of Florida
designated the Lagoon as a priority water body under Section 373.453, Florida Statutes. Established in
2008, LWLI provides interagency coordination and funding support for projects that protect and restore
the watershed's natural resources. The City of Boynton Beach is proud to support the 2021 LWLMP and
its goals of advancing priority restoration projects, increasing stakeholder participation, and improving
data collection to guide future management decisions.
The Commission supports this important project and kindly encourages you to approve the funding
request.
Thank you for your consideration of this important initiative. Please do not hesitate to contact me if you
require any further information or assistance.
Sincerely,
AMERICA'S GATEWAY TO THE GULFSTREAM
