A. Information Items by members of the City Commission.
City Commissioners to disclose any informational items to the public.
Commissioner Kelley invited the Fire Chief to explain the department's recent ISO rating
achievement.
Fire Chief Bruder provided a detailed update on Boynton Beach Fire Rescue's recent ISO
(Insurance Services Office) evaluation. The Chief announced that the department achieved an
elite ISO rating, placing Boynton Beach among the top-performing fire agencies nationwide.
Only approximately 400 fire departments in the country have earned this level of distinction.
The Chief explained that the ISO rating evaluates three major components:
• Fire Operations: Includes apparatus, staffing, equipment, training, and live-fire training
capabilities.
• Water Supply Infrastructure: Reviews hydrants, flow testing, system reliability, and
coordination with utilities.
• Emergency Communications: Boynton Beach's communications center scored 9.5 out of
10, reflecting exceptional dispatch performance and system reliability. The department
previously held a Class 2/2A rating. After years of preparation, refinement of operations, and
meeting stringent national benchmarks, the department achieved a near- perfect statistical
score of 97%, resulting in a final classification of ISO Class 1 .

City Commission Meeting
Boynton Beach, FL August 25, 2026
Susan Oyer expressed ongoing concern about a missing $100,000 public art piece known as
the "Bloomer Tree." She stated that she would continue raising the issue until a status update
is provided and the artwork is restored. She also noted that palm trees had been planted in an
area previously established as a native tree forest near the Fire Station, questioning whether
they were planted by City personnel. She also commented that two kinetic art pieces that are
not functioning properly ae still under warranty.
Susan Geary questioned why the City no longer appeared to be referencing the 2022 Reimagine
Recreation 10-year Parks and Recreation Master Plan. She emphasized that the plan focused
on protecting green space and involved extensive community input.
Pete Fitzpatrick, a longtime resident of Golfview Harbor, encouraged Commissioners to visit the
parcel of land proposed for discussion at the upcoming meeting. He highlighted the wildlife
present and asked that the area be preserved as passive park space to protect neighborhood
quality of life.
David Cooper, retired Palm Beach County Fire Rescue, stated that he was concerned with
locating a police and fire training facility adjacent to residential neighborhoods. He noted that
training frequently occurs at night and that firearms training, particularly involving rifles, can
produce significant noise. He asked the City to reconsider the location and place training
facilities in commercial areas where noise would be less disruptive.
Zaria, spoke about a dangerous left-turning condition on South Seacrest near the Rainbow
Store, noting a blind spot that makes it difficult to see oncoming traffic. The speaker requested
installation of a traffic signal to improve safety for the community.
Krista Alley, representative of the Florida Badges Soccer Academy, a youth program operating
in Boynton Beach since 2018. The academy provides structured athletic programs for children
and young adults and has expanded to compete internationally and in national tournaments.
The speaker emphasized the academy's mission to keep youth engaged and off the streets and
expressed appreciation for the City's support.
David Katz requested that the City review and potentially revise its election sign ordinance,
noting an influx of campaign signs. He commented that the August 11 Commission meeting was
"dog and pony show," commented that certain discussions were orchestrated and that the District I
Commissioner had arranged for participation by Golfview Harbor residents despite previously voting in
support of the police training facility location. He asserted that some comments made during the
meeting were inaccurate and unfairly directed toward City staff and the City Manager. He stated
that these remarks were uncalled-for and that such criticism of staff should not be encouraged.
He opined that the District 1 Commissioner owed a public apology based on the events
surrounding the meeting and the handling of the topic.
Harry Woodworth discussed the ongoing development of the City's short-term rental noise
ordinance. He stated that he reviewed required licensing elements for vacation rentals and

explained discrepancies found among state, county, and platform databases. He recommended
that the City establish a unified internal database to track and verify licensed rentals and
suggested additional research into Florida statutes that may assist enforcement.
Gabriel, Mangonia Construction Group, identified as a contractor involved in Pioneer Canal Park

significant expenditures to the public.
Mr. Lawson reported that the City's purchase of two new fire trucks, totaling approximately $9
million, would be financed through a tax-exempt municipal lease rather than a full upfront cash
payment. He stated that this approach reduces the immediate expenditure to roughly $2 million,
preserves cash reserves, eliminates sales tax on the lease, and allows the City to reinvest
retained funds in a manner that offsets interest costs. He emphasized that the strategy improves
financial predictability and supports long-term budget stability, particularly in advance of
