Minutes 07-25-02 MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, JULY 25,2002 AT 7:00 P.M. Present Mary Morera, Vice Chair Hattie Miller Joyce O'Hara Lori Wilkinson Welton Sanders Sherri Claude, Board Liaison Absent Steve Waldman, Chairman Shanna St. John Phyllis Stern, Alternate Willie Pead Wilson, Alternate Luis Dones, Student Carlos Luis Masso, Student I. Call to Order Vice Chair Morera called the meeting to order at 7:10 p.m. II. Moment of Silent Prayer/Pledge of Allegiance The Pledge of Allegiance to the Flag was recited, followed by a moment of silent prayer. II1. Approval of Minutes of June 27, 2002 Ms. Claude pointed out that on Page 3, Item B, Dana Greenberg was the recipient of a savings bond for having the most hours for the Youth Volunteer Bank. Motion Ms. O'Hara moved to approve the minutes, as amended. Motion seconded by Mr. Sanders and unanimously carried. IV. Approval of Agenda Meeting Minutes Advisory Board on Children and Youth Boynton Beach, FL July 25, 2002 Motion Ms. O'Hara moved to approve the agenda. Motion seconded by Ms. Wilkinson and unanimously carried. V. Announcements/Presentations/Correspondence Vice Chair Morera announced that Straight Shooter (country band) would be performing at Oceanfront Park on August 16th from 6:00 p.m. to 9:00 p.m. Vice Chair Morera received e-mail from Board Member Phyllis Stern that she is trying to arrange a children's tennis clinic. Ms. Stern has been in contact with the Pro at the Tennis Center and Vice Chair Morera will follow through on this. VI. Public Audience - N/A VII. Old Business A. Youth Volunteer Bank - Workshop scheduled for July 27th at 9:00 a.m., Library Vice Chair Morera announced that there is a Workshop scheduled for Saturday, July 27th in the Library at 9:00 a.m. She thought that the main purpose of the Workshop was to discuss EXPO and a portion of the Workshop would be devoted to the Youth Volunteer Bank. Ms. Wilkinson inquired why there was a need to hold a Workshop and requested that the issues be discussed tonight. Mr. Sanders thought that the purpose of the Workshop was to come up with a theme for the EXPO. Ms. Claude agreed that there would be no need to hold a Workshop on the EXPO since staff is more involved with the EXPO this year. After discussion, Vice Chair Morera recalled that the Workshop was scheduled at the request of Shanna St. John to discuss the Youth Volunteer Bank. She felt if there were items that needed to be discussed, it could be done tonight. Ms. Claude said that she, along with another staff member, is working to set up some bi-monthly volunteer activities. She reported that the youth who have not been active received a letter inquiring if they wished to remain with the program. The response was very poor. Other volunteers received a letter with a tracking form for their hours and reminding them to turn in their hours. Ms. Claude plans to send out reminders throughout the year. Ms. O'Hara thought that Ms. St. John wanted to find alternative volunteer activities for the youth and to get the hours up. 2 Meeting Minutes Advisory Board on Children and Youth Boynton Beach, FL July 25, 2002 After discussion, it was determined to cancel the Workshop scheduled for Saturday, July 27th. Motion Ms. Wilkinson moved to cancel the Workshop scheduled for Saturday, July 27th. Motion seconded by Mr. Sanders and unanimously carried. Vice Chair Morera will contact the members who are not present tonight to inform them that the workshop has been cancelled. B. Bob Borovy Award - No report C. Youth Expo - October 26 and 27, 2002 - Theme to be Chosen Vice Chair Morera inquired if any member had an idea for the theme of the Expo. At the last meeting, it was discussed that the Expo would have a youth-oriented patriotic theme. Ms. Wilkinson suggested "Youth United" or "United Youth." All contest entries must be related to patriotism in some manner. Motion Ms. Wilkinson moved that the theme for the Youth Expo be "Youth United." Motion seconded by Ms. O'Hara and unanimously carried. D, Guest Speakers For the August meeting, Mr. Garfield Hamilton from the Watershed Project is scheduled to speak. E. Youth Council Ms. Claude stated that this item should have been tabled until the Youth Expo takes place, and she will take it off the agenda. Ms. O'Hara noted that at the last meeting Chairman Waldman mentioned how successful the Delray Beach Youth Council was. She suggested inviting representatives from their Youth Council to speak at a Board meeting. Mr. Sanders said it had been suggested that members of this Board attend a meeting of Delray Beach's Youth Council. Ms. O'Hara would like to invite a representative from Delray Beach to speak at the November meeting and she would like the Board to focus on the Youth Council. Members discussed various reasons why they thought the prior Youth Council was not successful. Ms. Wilkinson had concerns that this might be too big a project for the Board to undertake. 3 Meeting Minutes Advisory Board on Children and Youth Boynton Beach, FL July 25, 2002 F. Other Ms. O'Hara inquired about the status of the Bowling Tournament that had been scheduled at the last meeting. Chairman Waldman had agreed to make the necessary arrangements. Two alternative dates were selected. The first date was Sunday, August 25th and the alternative date was Sunday, August 18th. Vice Chair Morera will telephone Chairman Waldman to determine the status of the Bowling Tournament. Vice Chair Morera asked Ms. Claude if she had anything further she would like to add regarding the Youth Expo. Ms. Claude reported that various tasks have been assigned to staff members and letters have been sent out to past participants. As soon as school opens, they will all be contacted. Press releases and advertising will be done to promote the event. Ms. Wilkinson asked what the role of the Board would be. Ms. Claude said that after the letters go out, Board members could do follow-up phone calls to the schools to check on the status of their participation. The schools could be assigned to members at the August meeting. Ms. Claude did not think there was a need to do additional fundraising since there is $4,761 in the fund from last year. She thought that the last Youth Expo only cost approximately $2,000. Hunters Run and the Palm Beach Post would be sponsoring the event again this year. Mr. Sanders inquired if Washington Mutual would also be sponsoring the event. Ms. Claude sent them a letter, but has not received any response. Ms. Wilkinson will follow through with the Bank. VIII. New Business A. Rolling Green Project Dedication Vice Chair Morera reported that the beautification project at Rolling Green School was completed in April. It was determined to wait two months until the plants had an opportunity to grow before holding the dedication ceremony. City Officials and members of the Boy Scouts are invited and the event is open to the public. Ms. Wilkinson suggested that staff at the Rolling Green School should also be invited. Members discussed available dates and felt that August was filled up. Ms. Claude pointed out that when inviting City Officials, it is preferable to give them at least four weeks notice. 4 Meeting Minutes Advisory Board on Children and Youth Boynton Beach, FL July 25, 2002 Motion Ms. O'Hara moved that the dedication at the Rolling Green School be held on Saturday, September 7, 2002 at 10:00 a.m. Motion seconded by Mr. Sanders. It was pointed out that Saturday, September 7th is Rosh Hashanah. Members decided to change the date. Motion Ms. Wilkinson moved that the dedication at the Rolling Green School be held on Saturday, September 14, 2002 at 10:00 a.m. Motion seconded by Ms. O'Hara and unanimously carried. City Officials that attended the dedication would be requested to give a brief speech. The press is invited and there is an official ribbon cutting ceremony with the Boy Scouts. Vice Chair Morera requested that chairs be set up. Ms. Claude said she would arrange for 30 chairs. Ms. Miller suggested that some kind of cold drink be offered. Ms. O'Hara suggested that this could be discussed further at the August meeting. Ms. Claude said she would send the invitations out prior to the next meeting so that the plans could be finalized at the August meeting. With regard to the Bowling Tournament, Ms. Claude noted that she had sent out postcards to the youth volunteers for the previous tournament, and if the Board wanted to do any kind of advertising, it needed to be done immediately. Ms. Miller inquired about the cost of the tournament. The cost has always been $20 for a team of one adult and one child. If a person comes alone, there is usually a child that they could team up with. Cake and punch are served. Vice Chair Morera pointed out that it would also be necessary to have trophies made. She will contact Chairman Waldman to determine the status of the tournament and find out if he has ordered the trophies. Ms. Claude said she would try to get something into the papers on Monday. IX.
