Minutes 08-19-02MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, AUGUST 19, 2002 AT '10:00 A.M. Call to Order Chairperson Weise called the meeting to order at 10:05 a.m. II. Roll Call The Recording Secretary called the roll and declared that a quorum was present. III. Acceptance of Minutes of July 15, 2002 Regular Meeting Motion Bill Coup moved to approve the minutes. and unanimously carried. Motion seconded by Mr. Magazine Meeting Minutes Safety Committee Meeting Boynton Beach, FL August 19, 2002 IV. None V. Safety Committee Education and Training Program Old Business A. Fire Drills There was no representative present from the Fire Department to give a report. B. "Proud to be a Safe Worker" Awards None C. Departmental Inspections & Safety Meetings (Magazine) Chairman Magazine will e-mail the reports to members. D. Defensive Driver CoUrse (Magazine) The course continues to be offered and anyone wanting to take the course should register with Risk Management. Mr. Magazine reported that next week the results of the motor vehicle record checkS will be distribUted through each DePartment's supervisor. He will have a report for the next meeting. E. Incident RevieW Board Referrals (Magazine) None F. Wellness Program (Magazine) No report. G. Departmental Safety Standard Operational Procedures (Weise) Chairperson Weise reported that to date she has only received Departmental Safety Standard Operational Procedures from the City Clerk's Department, ITS and the Parks Department. Chairperson Weise stated that she was disappointed in the lack of participation of the safety committee members. She pointed out that all departmental procedures are due by the end of this month. Ms. Dorothy Mack from Human Resources turned in her departmental procedures and Mr. Falstad said that the Golf DePartment's procedures are almost ready. 2 Meeting Minutes Safety Committee Meeting Boynton Beach, FL August 19, 2002 Mr. Magazine pointed out that a safety consultant would be coming on board beginning October 1st on a part-time basis. One of his responsibilities will be to look at the claims generated by every department and to review their various safety documents. Therefore, it is imperative that all departments have their own safety procedures prepared by October 1st. Chairperson Weise commended Sharon Tierney in preparing ITS' safety procedures manual. Ms. Tierney exhibited a great deal of creativity and utilized many tools to prepare her department's safety manual in order to make her department a safer place for her co-workers. H. City Hall Evacuation Notification System (Weise) Chairperson Weise explained that the City Hall Evacuation Notification System is the City's reverse 911 system. The system allows dispatch to make one call to notify the entire City Hall by phone through the main answering points in the event it is necessary to evacuate. She reported that Mr. Bressner also wanted all other City facilities to have evacuation procedures. She pointed out that John Bebensee and his staff have already prepared evacuation procedures for all of the Recreation facilities. Once all the evacuation procedures were in place for the other City facilities, the procedures would be reviewed by the Security Committee to determine if one master plan could be created. However, this is still under consideration and will be re-addressed. It is possible that there will be one notification system for City Hall and each facility would have their own system. A final update will be provided at next month's meeting. Mr. Magazine reported that at the last meeting Captain Valentine brought up the issue of having difficulty in obtaining permission to conduct training in a building on Woolbright Road. Mr. Magazine said that the matter was resolved through the Legal Department. VI. New Business A. Departmental Safety Issues Mr. Coup reported that there was a problem at the Library regarding one of the trees dropping berries that created a dangerous situation. He notified Tom Balfe of the Parks Department whose crew took care of the situation and they did a wonderful job in rectifying a hazardous situation. Mr. Alfaro reported that there have been complaints about vehicles being broken into in the parking lot. These incidents have been reported to the Police Department and the City Manager's Office is aware of this as well. Chairperson Weise will provide an update at the next meeting. Lt. Danysh reported that there has been an increase in patrols as a result of the break ins. 3 Meeting Minutes Safety Committee Meeting Boynton Beach, FL August 19, 2002 Mr. AIfaro noted that there is a shortage of parking for employees around City Hall. Chairperson Weise reminded members that parking in the City Hall parking lot is prohibited. Employees can park in the garage, the police parking lot, and the lot next to the Code Compliance building on Seacrest, as well the Civic Center. Ms. Zabik reported that there is a problem with exiting the Civic Center on Ocean Avenue due to the cars parked along the street, which cuts down on visibility when trying to exit. The situation also poses a danger for persons trying to cross the street. Lt. Danysh suggested that a request be made to the Police Department to conduct a traffic study to determine if no parking signs are needed. Chairperson Weise announced that Mr. Magazine has a 15-minute ergonomics program that is available to all departments and it would be advantageous to be presented during departmental staff meetings. Please contact Chairperson Weise or Mr. Magazine to make the necessary arrangements. Chairperson Weise pointed out that there has been a dramatic increase in carpal tunnel injuries among the work force. Announcements Chairperson Weise announced that the schools have reopened and everyone should be cognizant of the school buses and the children crossing the streets. Ms. Zabik announced that Public Affairs is organizing a tribute on September 11th to be held at Veteran's Park between 8:30 a.m. to 9:30 p.m. VII.
