Minutes 07-15-02MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, JULY 15, 2002 AT 10:00 A.M. Call to Order Chairperson Weise called the meeting to order at 10:05 a.m. II. Roll Call The Recording Secretary called the roll and declared that a quorum was present. Chairperson Weise reported that representatives of Development and the Library are excused due to lack of staff in their respective Departments. Chairperson Weise welcomed new representatives, Brenda LaVant of Communications and Tim Valentine from Fire Rescue. II1. Acceptance of Minutes of June 10, 2002 Regular Meeting Meeting Minutes Safety Committee Meeting Boynton Beach, FL July 15, 2002 Motion Ms. Mack moved to approve the minutes. Motion seconded by Mr. Ezell and unanimously carried. IV. Safety Committee Education and Training Program Speaker Bruce Gaum, Territory Manager for Grainger Industrial Supply Discussing Safety Video Library Mr. Bruce Gaum, Territory Manager for Grainger Industrial Supply, was present to discuss the availability of safety videos and safety products. Mr. Gaum gave an overview of safety products in their safety catalog, which are available through the City's Warehouse. Grainger also sponsors Safety Fairs and one was held at Boynton Beach two years ago. Safety Fairs are a mechanism to keep people informed of the newest safety products that are available. Mr. Gaum noted that they have a brochure listing their safety videos that are available to any City on loan without any cost. Mr. Gaum distributed the brochures and said that he often follows up a video showing by visiting the site. He also noted that they have many videos for Fire- Rescue training. Mr. Gaum left the Fire-Rescue training video with Captain Valentine for viewing. Chairperson Weise thanked Mr. Gaum for his informative presentation. V. Old Business A. Fire Drills Captain Valentine will speak with Chief Gale and will provide a report at the next meeting. B. "Proud to be a Safe Worker" Awards Chairperson Weise announced that Safe Worker Awards were presented to two employees of the Library, Dotti Jones and Kristy Mauro, as a result of their quick action in administering the Heimlich maneuver to the Library Director, who was choking on a doctor-recommended calcium supplement. Through their quick action, Ms. Farace's life was saved. Chairperson Weise urged members to sign up for first aid and CPR courses that are offered by the Fire Department. C. Departmental Inspections & Safety Meetings (Magazine) Tabled until the next meeting. 2 Meeting Minutes SafetY Committee Meeting BOynton Beach, FL July 15, 2002 D. Defensive Driver Course Mr. Magazine rePorted that classes are filling up quickly and anyone that wants to take the course must sign up through Risk Management. Departmental Safety Standard OPerational Procedures (Weise) ITS will be submitting their Departmental Safety Procedures at the next meeting. Chairperson Weise asked if there were any other departments that could have their departmental procedures ready for the next meeting? If no departments volunteer, Chairperson Weise will assign dates for departments to have their procedures prepared and presented. Chairperson Weise reported that there is a template available for the Departmental Procedures at the following site: Shrdata/templates/RiskManaqement/DepartmentSafetyManual.dot Chairperson Weise explained how to complete the form. Chairperson Wiese pointed out that there has been a rise in carpal tunnel worker's comp claims. As a result, she and Mr. Magazine will be going to various dePartments to present Risk Management's Ergonomics Program. H. City Hall Evacuation Notification System (Weise) Chairperson Weise announced that she has received the evacuation procedures for all City facilities. She thanked Mr. Bebensee for his efforts in turning in 13 evacuation plans for the Recreation Department. Mr. Magazine will be forming a committee to develop a standard procedure for all City facilities, which will utilize the internal ring-down system as the notification method. Dispatch will be able to isolate utilizing the ring-down system to evacuate a particular building. Chairperson Weise reported that there has been a problem printing the Safety Manual on the share drive, which ITS is addressing. ITS will be putting the Safety Manual into the LaserFiche system to make it available to all Departments. It is anticipated that this process will be completed prior to the next Safety Committee meeting. Chairperson Weise will follow through with ITS on this. 3 Meeting Minutes Safety Committee Meeting Boynton Beach, FL July 15, 2002 VI. New Business Mr. Magazine announced that the Utilities Department is advertising for the Environmental/CoordinatodSafety Officer position. The Safety Officer position for Risk Management has been eliminated. Mr. Magazine has been provided the funds to secure a consultant who will come on board as of October 1st. Mr. Rick Infante, the former Safety Manager for Motorola, has been hired as the consultant. Mr. Infante will be attending the Safety Committee meetings and will be working with individual departments, as well. Chairperson Weise pointed out that the new Utilities Safety Officer will be attending the Safety Meetings also. Captain Valentine stated that he has been having a problem getting the Legal Department to agree to allow the Fire Department to train at a building located at 2240 West Woolbright Road. The owner of that building has given permission for the Fire Department to train in the building, but requested a letter of liability in the event an incident occurred dudng the training. Captain Valentine pointed out that this is necessary training and if the training does not proceed, the safety of the citizens and the City would be compromised in the event of a high-rise fire. Captain Valentine stated that the training is scheduled for six nights from 6:00 p.m. to 10:00 p.m. Mr. Magazine noted that the owner of the buildinq wanted to be named as an additional insured on the City's insurance policy, ~hich cannot be done legally. The City cannot transfer its sovereign immunity for liability purposes to a private entity. Captain Valentine pointed out that the Lake Worth Fire Department conducted this training on private property recently. Mr. Magazine said he would speak with the City Attorney on this issue. Captain Valentine noted that time is of the essence since he needs to meet the agenda deadline of Wednesday, July 17th to get it on the August 6th Commission ~genda. Captain Valentine pointed out that this training is an OSHA requirement Announcements Chairperson Weise noted that there are new enclosures that have been added as an additional safety feature at the Customer Service area in the front lobby of City Hall.
