Minutes 06-10-02MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, JUNE 10, 2002 AT 10:00 A.M. Call to Order Chairperson Weise called the meeting to order at 10:05 a.m. II. Roll Call The Recording Secretary called the roll and declared that a quorum was present. Chairperson Weise requested that the Recording Secretary e-mail to her the names of the persons who were absent at today's meeting. III. Acceptance of Minutes of May 13, 2002 Regular Meeting Mr. Bebensee requested that on Page 3, Item G, the word "Recreation" should be changed to "Parks" in the first sentence. Vice Chair Balfe requested that on Page 4 under New Business, in the last sentence of the first full paragraph, the phrase "It is the responsibility of the Meeting Minutes Safety Committee Meeting June 10, 2002 Boynton Beach, FL Supervisors to make sure that their employees are getting enough fluids" be deleted and changed to state "that fluids are available." Mr Magazine said that he did state that "it is the responsibility of the Supervisors ..... ds" to make sure that their employees are getting enough T~Ul . If this is a problem, it should be addressed to Mr. Magazine directly. Vice Chair Balfe said that not everyone agrees with this wording, and Mr. Magazine acknowledged that this has been a problem over the past few years. He reiterated that it is the Supervisors' responsibility to monitor their employees to make sure that they do have sufficient fluids. It is not acceptable to merely state, "fluids are available." Supervisors must =be aware of what is going on with their employees. If a Supervisor cannot be at every job site, the responsibility should be delegated accordingly. Motion Mr. Magazine moved to approve the minutes, as amended. Mr. Bebensee and unanimously carried. Motion seconded by IV. Safety Committee Education and Training Program Members viewed a training video entitled "Hearing Protection." The video is available to any department for viewing. V. Old Business A. Fire Drills No report B. "Proud to be a Safe Worker" Awards Vice Chair Balfe had two awards. A Safe Worker Award was presented to Bob Lee, Fleet Administrator, for his quick action when an employee fell off a stepladder. Mr. Lee immediately ordered new stepladders and held a training session for his staff on how to safely use a stepladder. A second award was presented to John Patterson of Public Works, who noticed, when leaving the shop that a bus was rolling forward without an operator. He instantly got onto the bus, stepped on the brakes and prevented the bus from hitting any other vehicles. 2 Meeting Minutes Safety Committee Meeting Boynton Beach, FL June 10,2002 C. Departmental Inspections & Safety Meetings (Magazine) Mr. Magazine distributed updated reports. The purpose of these reports is to track attendance of individual departmental inspections and meetings. Chairperson Weise explained that the information discussed at thiS meeting is to be brought back to the individual departments to be discussed at their own safety meetings. The template for departmental inspections is located on the "S" drive. D. Defensive Driver Course Mr. Magazine reported that the classes are filled through August. Dates for the next classes will be published. He reminded members that employees who drive City vehicles will be having their motor vehicle licenses and driving records checked in the near future. E. Incident Review Board Referrals (Magazine) None F. Wellness Program (Magazine) No report G. Departmental Safety Standard Operational Procedures (Weise) Chairperson Weise said that the system for preparing and presenting the individual departmental procedures would now be done by assignment. Ms. Madden presented the City Clerk's Departmental Procedures to the members for review. Chairperson Weise requested that ITS bring in their Procedures for the next meeting. Chairperson Weise requested that the Clerk's Procedures be filed with the City's Safety Manual. Ms. Tierney noted that the ITS Department staff works after hours and questioned if the Police Department needed to be notified when they were on the premises. Also, some of these employees have requested escorts to their vehicles. She will follow through to determine if this should be included in their departmental safety procedures. Chairperson Weise noted that Communications has also brought up the issue of being escorted to their vehicles after normal work hours. Mr. Rumpf stated that several years ago departments were asked to come up with Standard Operating Procedures with an emphasis on storm preparation. Mr. Magazine said that was a separate issue and it pertained to the Emergency Response Plan. The Safety Manual will be available on the "S" drive and the City's website shortly. The purpose of individual departmental safety procedures 3 Meeting Minutes Safety Committee Meeting June 10, 2002 Boynton Beach, FL is to cover areas specific to a department that are not covered in the City's Safety Manual. Mr. Rumpf inquired if there was a guideline to prepare an Emergency Response Plan. Mr. Magazine answered that the Fire Department is in charge of this Plan and it is also on the "S" drive, if any department wished to update their Emergency Response Plan, they should update their old Plan. If anyone needs assistance, Mr. Magazine suggested contacting Chief Ness. H. City Hall Evacuation Notification System (Weise) Chairperson Weise announced that the Police and Fire Departments have reviewed the Policy and it has been determined that the system should be utilized throughout all the City facilities. Those facilities would include, but not be limited to, the Library, the Golf Course, all the recreation centers, and the water treatment plants. Those facilities are being asked to determine if they have evacuation procedures already in place. Once this information is known, a committee will be formed to review those evacuation plans and incorporate them into the non-fire and emergency evacuation policy and procedure. Mr. Magazine will chair the committee. Departments that do not have an evacuation procedure will work with Mr. Magazine to develop one for their facility. VI. New Business Chairperson Weise distributed information from the Florida League of Cities, Inc. that contained safety tips that might be of assistance to various departments. Members were requested to pass the information on to their employees. VII. Announcements Chairperson Weise announced that a general meeting has been scheduled for Friday, June 21 st in City Hall Chambers to discuss hurricane preparedness to be attended by the Department Managers. All Managers have been requested to bring essential personnel with them. Chairman Magazine noted that the Boynton Beach High School has been designated an evacuation center in the event of an emergency. Chairperson Weise also announced that the City now has its own radio station located at 1670 on the AM dial. Currently the station will be offering the NOAA (.weather) report. The call letters are WPTK. One of the purposes of the station is to keep citizens apprised in the event of an emergency. Once the City goes into a hurricane warning situation, the Fire Department would take over running the City. Chief Ness is in charge of all emergency hurricane procedures. 4 Meeting Minutes Safety Committee Meeting June 10, 2002 Boynton Beach, FL The station will also be used for public service announcements, City events and happenings. Wayne Segal, the City's Director of Public Affairs, is in charge of posting announcements and anyone desiring to put information on the radio, should contact him. In the event of an emergency, NOAA would automatically kick into the station. Mr. Magazine pointed out that the Safety Officer position was eliminated from next year's budget. Discussions are taking place about bringing in an outside contractor to perform the duties of a Safety Officer who would work with the individual departments. VIII. Next Meeting Date: Monday, July 15, 2002 at 10:00 a.m. Because several members indicated that they could not make the July 8th meeting, it was decided to change the meeting date to July 15, 2002 at 10:00 a.m. Chairperson Weise will notify members of the change.
