RECOMMENDATION: Approve Commissioner McCray's request to allocate $800 and Commissioner Fisher's request to
allocate $200 from their discretionary funds to Shawanna Foster to help fund her trip to Washington, D.C.
EXPLANATION: Because of Shawanna's outstanding academic achievements, she has been nominated to represent the
State of Florida as a National Scholar at the National Young Leaders Conference in Washington, D.C. The cost of the trip is
$1,145, which does not include her airfare or other incidentals. Her father, a Utilities employee, requested that the City assist
in sponsoring a portion of her trip.
PROGRAM IMPACT:
FISCAL IMPACT: Funds are available in the 2001-2002 Budget.
ALTERNATIVES: Not approve allocation of funds.

Discretionary Funds
Stanley Foster, a Utilities employee inquired if the City could help to sponsor his
daughter Shawanna Foster for a trip to Washington.
Shawanna is 16 years old, a Senior at South Tech majoring in graphic design.
Because of her outstanding academic achievements, she has been nominated to
represent the State of Florida as a National Scholar at the National Young Leaders
Conference - to be held this fall in Washington D.C. (Information about the
Conference is attached).
The cost of the trip is $1,145, which does not include her airfare. She needs to have
her application and funding in place by August 9th the latest. Since Shawanna
resides in your district, would you consider allocating a portion of the funding for her
trip from your discretionary funds? To date you have expended $9,000. If so, we
could add this to the Commission agenda Monday afternoon at the pre agenda
meeting.

nominatio~ to be a Scholar at the National Young Leaders
Conference.
Founded in 1985, and with over 400 members of Congress on
our ~onorary Congrossional Board of Advisors, thc National
Young Leaders Conference is the premier leadership program in
the country designed for the nation's best and brightest high
~chool studen%s.
For six days, Shawanna will have the opportunity to
witness our nation's democracy in action and to interact with
many of today's leaders ~rom Congress, the executive branch,
the national news media and the diplomatic corps. Together
with other young leaders from all across the country, Shawanna
will go behind-the-scenes and receive an insider's view of
Washington and the public policy process.
Shawanna will have the opportunity to strengthen her
leadership abilities, her creativity, and come to better
understand the rights and responsibilities of all A~ericans.
During the Conference, a special college admissions
seminar will allow Shawanna'to meet and speak with a c~llege
admissions counselor. Topics for discussion include: choosing
the right college, :he college application, declaring a major,
the all-important college essay, letters of recommendation and
financial aid. As your family is contemplating college and
university .choices, this seminar alone w/il be extremely
beneficial to Shawanna as she begins this process.

The comprehensive ~uition for the Nation~l Young Leaders Conference is
~1,145, which includes all housing, breakfasts, dinners, program materials
and charter bus ~ransportation within Washington, D.C. T=&nsportation to and
from washington is not included. Students will need money for lunches,
souvenirs and other incidentals (phone calls, snacks, etc.).
In the event that there is no space available when your application is
received, you will be placed on a wait list. If you are not enrolled off of
the walt List, all money received with your application will be returned.
FINANCIAL ASSISTANCE
If yOU require financial assistance, the Council has prepared a special
booklet to help you raise the necessary funds within your community. In
addition, the office of Admissions is available to guide you in your
fundraising efforts.
In order to ensure the diversity of the Conference, the Council has
established a scholarship fund to assist financially and traditionally
disadvantaged youth who wish %0 participate in the National Young Leaders
Conference. The Council awards a limited number of competitive scholarships
based on financiaI need, scholastic merit, leadership achievements and other
factors. The schola~ship application deadline is July :2, 2002.

Council at (202) 777-4179 if you would like the materials delivered by U.S.
mail. Both fundraising and the scholarship process will be time consuming,
so please begin as soon as possible.
Many members of Congress give their time and energy to support the National
Young Leaders Conference. Congressional offices, however, do not have funds
to provide financial assistance to individual participants. Please do not
solicit tuition support from your U.S. Representative and/or Senators.
SUPERViSiON AI4D ACCOMMODATIONS
All participants are supervised closely twenty-four hours a day from the
moment they arrive. The Council maintains a staff-to-student ratio of
approximately one to 17. All transportation between housing facilities and
Conference activities is provided by private motor coach. Scholars do not use
public %=anmportation. Students must stay with the Conference at all times
unless written permission is given by a student's parent or guardian prior to
participation.
Scholars stay at the beautiful campus of The National 4-H Center, located
20 minutes from the U.S. capitol. Students are housed 3-4 to a room. All
students have their own bed. Please be aware that roommate requests are
not accepted.
