Assistant City Manager Hawkins began the agenda review at 4:00 p.m. Tt was noted that the
National Customer Service Week proclamation was an internal proclamation.
VZZ. B.6. Acceot the proposal from Partner Plus, Znc. for the Three-Year Lease
for Concession Operations at Boynton Beach Municipal Beach, Oceanfront Park~ RFP
#077-2710-02/KR AND neootiate the terms of a lease agreement. Annual lease
payments will be made to the City of Boynton Beach
Assistant City Manager Hawkins said that this was to allow the City to move forward with
negotiations and then a final contract will be presented to the Commission.

Approving the establishment of a CRA
Quintus Greene, Director of Development, explained that when the CRA set up their initial
account, the City held back approximately a quarter of a million dollars for their operating
expenses. Now that the CRA is freestanding, they are requesting the balance of the money.
V/I.D.2. Quantum Park and Village Lot 89B (SBMP 02-003), North of Gateway
Boulevard, East of High Ridge Road - Request for Master Site Plan Approval with
waivers for 39 fee-simple townhouse units on 3.99 acres in the (~uantum Park DR/
l~t was noted that this item would be removed from the Commission agenda and would not
appear on the final agenda for October 1st. :It will be placed on the next agenda. Mike Rumpf,
Planning & Zoning Director, explained that this was being done so that this project coincides
with the NOPC application.
VTZ. D.3. New Alliance Haitian Church (NWSP 0~.-008), Hoadley Road (east side,
south end) - Request for site plan approval for a one-story (240 seat) church on a

Item D.3 will be pulled for discussion. Mr. Rumpf explained that if it is not pulled, th~ City
would be responsible for road improvements that otherwise could be a condition of approval.
VIII.A. Review performance of Smith, Ballard & Logan, P.A. as City legislative
consultant and either authorize renewal of agreement or authorize staff to accept
proposals for similar services
At the Commission's request, the City will notify Smith, Ballard & Logan and request that a
representative be present at the Commission meeting.
XI:I:.B.2. Proposed Ordinance Re: Rezoning a 1.43-acre parcel from R-l-
AA (Single Family Residential) to PU (Public Usage) (Bethesda Memorial Hospital
Physician Parking)
City Attorney Cherof explained that the conditions that were discussed at the Commission
meeting are contained in this rezoning ordinance. He has received comments from the hospital
and from staff for some revision to the language and he distributed a handout summarizing the
requests. He stated that the ordinance had been sent to the neighborhood representatives;
however, the City has not heard from them. Before the Commission meeting, City Attorney
Cherof will prepare a chart to show what the incoming comments are.
Mr. Greene reported that staff is particularly concerned regarding Section 2, item c in the
ordinance regarding SW 4t~ Street being used with the approval of the Building Division. It puts
the department in a "no-win" situation.
City Attorney Cherof advised that on that particular clause, it would be best to just say that SW
4th Street is off-limits.
X:II.D.1. Approve the release of the $18,250, plus applicable interest, to
Boynton :Industrial Park Associates as per agreement reached at the 3une 4, 2002
City Commission meeting
It was confirmed that Scott Blasie, Code Compliance Administrator, would be present at the
Commission meeting to report on whether the entire site was now cleaned up.
XIII.A. Review of Comprehensive Plan Amendment - DCA No. 02-1 - 32.2 Acre
Parcel on South Congress Avenue. Discussion by City Commission requested.
A summary from the Planning & Zoning Division was distributed regarding the above item.
