Minutes 09-24-02MINUTES OF THE CEMETERY BOARD MEETING HELD IN CONFERENCE ROOM C, WEST WING, CITY HALL, BOYNTON BEACH, FLORIDA ON TUESDAY, SEPTEMBER 24, 2002 AT 7:00 P.M. Present David Nyquist, Chairman Teresa Frazier Tereesa Padgett Janet Prainito, Secretary John Tineri, Vice Chair Oris Walker Christine Roberts, Assistant Public Works Director John Wildner, Parks Director Glenda Hall, Parks Manager Absent John Blanchette, Alternate I. CALL TO ORDER Chairman Nyquist called the meeting to order at 7:06 p.m. I1. ATTENDANCE Secretary Prainito called the roll and declared a quorum was present. Staff members were introduced. III. AGENDA APPROVAL Motion Mr. Walker moved to approve the agenda, as presented. Motion seconded by Vice Chair Tineri and unanimously carried. IV. APPROVAL OF MINUTES - August 27, 2002 For clarification purposes, Ms. Padgett noted that on Page 2 of the minutes it stated that "she also remarked about a pile of dirt and asked what was going to be done about it." Ms. Padgett pointed out that she was not concerned about what would be done about the dirt, but wanted the dirt hidden from view. She thought that some type of shield could be put up to hide the dirt. Motion Vice Chair Tineri moved to approve the minutes, as amended. Motion seconded by Mr. Walker and unanimously carried. Meeting Minutes Cemetery Board Boynton Beach, FL September 24, 2002 V. RECEIPT OF REVENUE/EXPENSE SHEETS - August 2002 Chairman Nyquist requested that this item be tabled. He did not receive his agenda packet until today and has not had an opportunity to review the information. Other members also reported that they have not had an opportunity to review them. Motion Ms. Padgett moved to table Item V. Motion seconded Vice Chair Tineri and unanimously carried. VI. RECEIPT OF SALES REPORTS - August 2002 Chairman Nyquist inquired if the costs of the openings and closings were sufficient to cover the costs of regular hours and overtime for the crew. Chairman Nyquist requested that an updated report be provided. Ms. Roberts will follow through on this. Ms. Padgett inquired if the funds for the use of equipment go into the General Fund. Ms. Roberts will check with the Finance Department to determine this. Motion Ms. Padgett moved to place the Sales Report on file. Motion seconded by Mr. Walker and unanimously carried. VII. UNFINISHED BUSINESS Chairman Nyquist requested that Item B. be addressed first. B. Reports on Cemetery Areas Assigned to Members 1. Blocks W & Y on the South Side - Oris Walker Mr. Walker noted that the fence has been repaired. He had nothing further to report. 2. Blocks N & O, the area to the west, Old Section to the flagpole - David Nyquist Chairman Nyquist stated that his section look all right. 3. Seacrest Boulevard to Building on the South Side -Tereesa Padgett Ms. Padgett stated that her section looked all right. 2 Meeting Minutes Cemetery Board Boynton Beach, FL September 24, 2002 4. Mausoleum and Sara Sims - John Tineri Vice Chair Tineri reported that his section looked good. Mausoleum has been repaired. The leak in the 5. Blocks R & S - Teresa Frazier Ms. Frazier reported that her area looked good. A. Parks Department Report Ms. Hall reported that the August burial report and Cemetery crew report were attached to the monthly report. The wood fence has been painted and the gates are in and painted. Also included in the Repot was a list of city-owned vacant properties that have 10 or more acres. Ms. Hall noted that this list is in addition to the previous list that had been provided. That list included property greater than five acres, but did not include properties outside City limits. Tonight's report contains Nickels Boulevard, which is outside City limits. Ms. Hall referred to the drawings attached to the report, which indicated where the properties were located. Ms. Padgett inquired if the plans originally proposed for the Tennis Center area were still in place. Mr. Wildner said the plans are still in place, but there has been some opposition from the neighboring community. Mr. Walker inquired where Nickels Boulevard was located. Ms. Hall stated that it was west of the Boynton Beach Mall. Mr. Wildner noted that this land contains approximately 16 acres beginning at the Baptist Church on the corner to the C-16 Canal. Ms. Roberts reported that the cost to paint the fence at Sara Sims Cemetery was $270 and the cost of the gate was $220, for a total of $490. The original quote was $520 to paint the fence, but staff did not charge the labor costs to the Cemetery Fund. Ms. Hall noted that the Sara Sims Cemetery fence is progressing. Bulldog Fence is in the process of making the fence sections and is currently waiting for parts. C. Staff Report on Cemetery Options (Tabled) Ms. Padgett inquired if this was an updated report, and Ms. Roberts said that this was the same report that members previously received. Secretary Prainito pointed out that members would continue to receive this report while it remains on the table. 3 Meeting Minutes Cemetery Board Boynton Beach, FL September 24, 2002 Ms. Padgett noted that the report has many errors and needed to be corrected. She had previously called staff's attention to the errors, but they are still in the report. Ms. Roberts will review and correct the report. A new date will be placed on the report. Ms. Padgett felt it should be the City's responsibility to decide if the City wants to remain in the cemetery business. Ms. Roberts pointed out that once this Board makes a decision, it would be referred to the Commission for a final decision. Ms. Padgett would like the members to view the sites that have been furnished to the Board. She was of the opinion that the City did not have intentions of continuing in the cemetery business. Ms. Roberts felt that the Cemetery Board has been directed to discuss the options and to come up with a recommendation that would go to the Commission for final determination. Chairman Nyquist passed the gavel to Vice Chair Tineri. Motion Chairman Nyquist moved that the City Commission give direction to the Board as to whether or not they intend to continue in the cemetery business or not, with a yes or no answer. Chairman Nyquist withdrew the motion so that he could have an opportunity to further study the report. Secretary Prainito pointed out that the City Commission refers issues to the City Boards for discussion. The Boards study the issues and then present their findings with a recommendation to the Commission. Ms. Roberts will have the corrections to the report made as soon as possible and will have the reports hand delivered to the members. VIII. NEW BUSINESS Approve the request for Transfer of Ownership of Lots 176 A & B, Block "W" to Robert S. & Eileen J. Hubers of 226 South Seacrest Circle, Delray Beach, FL 33444 submitted by Kevin P. Hubers. (Robert S. & Eileen J. Hubers will pay the $25 transfer fee.) Approve the request by Dorothy (Ray) Cox for disentombment of cremains of John Cox (husband) from Boynton Beach Mausoleum, Sunset Building, Section F., Niche L-I Chairman Nyquist stated that both items would be approved by one motion. 4 Meeting Minutes Cemetery Board Boynton Beach, FL September 24, 2002 Motion Vice Chair Tineri moved to approve the transfer of ownership of the Hubers' lot and the removal of the cremains of Mr. Cox. Motion seconded by Mr. Walker and unanimously carried. IX. OTHER Chairman Nyquist asked if the Board was ever furnished the audit report that was requested previously. Ms. Roberts said she was not familiar with an audit report request. Chairman Nyquist requested that an audit report for the Cemetery be furnished at next month's meeting. Ms. Roberts said that she would check with Ms. Reese if one were available. Ms. Padgett pointed out that an audit report is done every year and the Board was not furnished last year's report. Ms. Roberts will obtain the most recent audit report. Vice Chair Tineri noted that there had been previous discussion about using a section at the northwest section of the Cemetery for infant burials. Chairman Nyquist pointed out that there are 100 lots available at the Sara Sims Cemetery for infant burials. Vice Chair Tineri stated that there are families that are buried in Boynton Beach Memorial Park that would like to have all the family members buried in the same cemetery. Ms. Padgett suggested that a family could purchase a lot in the cremains section that could accommodate infants. Mr. Tineri pointed out that the cremains were infant cremains. Ms. Hall said that this section could be used for either infant or adult cremains. IX.
