Minutes 10-24-02MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, OCTOBER 24, 2002 AT 7:00 P.M. Call to Order Chairman Waldman called the meeting to order at 7:00 p.m. TT. Pledge of Allegiance/Moment of Silent Reflection Ms. Julie Claude led the Board in the Pledge of Allegiance to the Flag, followed by a moment of Silent Reflection. III. Approval of Minutes of September 26, 2002 Motion Ms. Stern moved to approve the minutes, seconded by Ms. O'Hara, and carried unanimously. ~[V. Approval of Agenda Under Agenda ]:tem V., Announcements/Presentations/Correspondence, Chair Waldman added (B) Congressional Award Scholarships and Ms. St. John added (C) a March of Dimes announcement. Vice Chair Morera seconded V. Announcements/Presentations/Correspondence Am Oceanfront Concert: November :L5, The Solo System (Variety), from 6-9 p.m. B. Congressional Awards, Chair Stephen Waldman Chair Waldman discussed an article he had discovered in the Palm Beach Post on October 18, 2002 where 75 Palm Beach County students had been given Congressional Awards. The Bronze Medal requires 1) 100 hours of community service, 2) 50 hours of personal development, 3) 50 hours of physical fitness, 4) I overnight exploration or expedition, and the hours must be distributed over seven months. Chair Waldman distributed the article to the Board members. He suggested that the applications for this prestigious award could be sent to the high school students in the Youth Volunteer Bank. Ms. St..lohn believed that it should be sent to all the students who already had over 100 hours of community service. The Board concurred that Ms. Sherri Claude would send an application to the high school students in the Youth Volunteer Bank. C. March of Dimes, Shanna St. 3ohn Ms. St..lohn announced that there would be a Grand Opening Cocktail Reception to benefit the March of Dimes at Creations in Delray Beach from 6:00 p.m. - 9:00 p.m. on Friday, October 25. She offered to waive the $15.00 reservation fee for anyone wishing to attend. The theme was "A Tribute to Houdini." Ten percent of all purchases at this function will go to the March of Dimes. V]. Public Audience Ms. Kathy Bogad, English teacher at the Boynton Beach High School and adviser to the school newspaper, introduced herself. Ms. ~lessica Cohen, a student at Boynton Beach High School who works on the newspaper, also introduced herself. Ms. Bogad explained that they had experienced a lot of setbacks in trying to get the newspaper published and were now combining ]:ssue I and ]:ssue 2 into one big edition, to be published soon. They really appreciated the ads that the Board had committed to place with them and stated that they planned to issue six newspapers this year and could fulfill the Board's advertising requests. They were sorry that they were not able to publish the ad for the Youth Expo but they had advertised it on campus with fliers given to them by the Board and ones that they had created on computers. 2 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida October 24, 2002 fliers all around the campus about the event, using the fliers they were given and some that the students created on the computer. Chair Waldman stated that they also wanted to put an advertisement in the newspaper about the Advisory Board on Children & Youth and its activities, asking for people to sign up for the Youth Volunteer Bank and/or join the Board. He asked Ms. Bogad about the deadline so that they could get something in the next issue. Chair Waldman stated that the Board had agreed to put in three advertisements and Ms. Bogad indicated that they would meet that goal. They planned to publish six newspapers this year. Ms. Bogad indicated that the Boynton Beach High School has an organization for students that do volunteer work. She offered to find out more about it and create a bridge between the organization and the Board's Youth Volunteer Bank. VII. Old Business A. Youth Volunteer Bank Ms. Sherri Claude advised that the youth had completed the invasive plant removal project at the beach. There were seven youth from the Volunteer Bank and two parents who participated, along with the Parks Director and Vicki Rogerson. Ms. Claude publicly thanked Vicki Rogerson who coordinated the details of this project including working with staff to set it up. Ms. Claude mentioned that they had issued press release and that she would bring some photographs to the next meeting. The youth had a good time and the lifeguards remarked on the fine job they had done. Ms. Claude also thanked Board member Phyllis Stern for coming out to support the project. They plan to do something in December when the weather is cooler and Ms. Claude will send out a November-December calendar with the details. Chair Waldman noted that the Board should start thinking about the location of its next beautification project. B. Youth Expo Ms. Sherri Claude reported that they had received a total of $3900 from the sponsors. Based on the expenses that are projected, Ms. Claude estimated that about $2,900 would be spent on this project including the awards. Ms. Claude suggested having an Honorable Mention category because not each grade group has entries from each contest. She read the categories and number of entrants from each. Ms. Stern mentioned that Mr. Rosenstock was ill and she believed that the Board should send him a card. The Board concurred. Ms. Stern will purchase the card, sign it from the Advisory Board on Children & Youth, and deliver it to Mr. Rosenstock. Ms. Stern will telephone the Board of Directors and invite them to attend the event in Mr. Rosenstock's place. Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida October 24, 2002 l~lotion Ms. St. John moved that the prizes for the different categories would be a $200 savings bond for first place, a $:[00 savings bond for second place, and a $50 savings bond for third place. Honorable Mention will be $10 gilt certificates to the Mall. A discussion ensued about how to group the various entries, whether by age, grade, or some other criteria. ]:n the art category for example, there were 150 pieces, with 147 of them coming from the elementary schools and 3 from the high schools. Ms. St. John thought it would be hard to determine this until all the pieces were displayed. Chair Waldman stated that they had to be flexible enough to work with it. Ms. Stern thought that if the elementary students were given accolades and appreciation, they would become the middle school entrants next year. The Board thought that they would have from l0 to 20 Honorable Mention Certificates. Vice Chair Morera seconded the motion. The consensus seemed to be that the distribution of prizes would have to be somewhat flexible and at least somewhat up to the determination of the judges. The Board decided to limit the amount of money spent for prizes in total. Ms. St. John amended her motion to add this statement. No more than $2,000 will be spent on the prizes. Vice Chair Morera agreed to the amendment. The vote was unanimous. Ms. Miller asked about the schools that did not participate. She stated that at Poinciana, she had given the fliers to the secretary in the past. This year, she gave them to the Principal. Chair Waldman stated that he had given them to principals in the past also. Ms. Sherri Claude stated that at least twenty schools received a letter about this event recently, followed up by two faxes. The Board members distributed fliers to the schools also. Poinciana Elementary called the City and asked for 700 copies, which the City made and delivered to them. Ms. Miller stated that she had taken fliers to Galaxy Elementary and she was surprised that they did not participate. Chair Waldman stated that he had taken fliers to Krista MacAuliffe and was on their SAC Committee but they did not participate either. Ms. Claude thought it was important to get the information to the schools at the right time, which would be a few weeks into the school year, not at the beginning when things were generally chaotic. Chair Waldman suggested a plaque for the School with Highest Participation and the Board agreed, but not this year since they had not given prior notice. Ms. St. John thought that the teachers should be contacted at the end of the school year about this. The Board also has to pick a theme for the next one - in two years' time. Tell the teachers the theme and when it would be held so they could begin incorporating it into their planning for the following year. 4 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida October 24, 2002 Chair Waldman asked the teacher from the Boynton Beach High School, Ns. Bogad, what she thought would be the best was to handle the contact with the schools. Ns. Bogad suggested that it should be done at a meeting at the school, called by an administrator, because the teachers get in-service points if they attend meetings like this. Ms. Wilkinson thought it would be difficult to get an over-worked administrator to call a workshop just for this topic and that it would probably have to be combined with other topics at a meeting. Chair Waldman mentioned his involvement with the contests for HeritageFest. Last year, the Area Superintendent from the School Board, Ms. Elizabeth Decker, pushed the contests at a meeting with the principals and this resulted in outstanding participation. Ms. O'Hara suggested having this event at a different time in the year. Although it was discussed briefly, Chair Waldman stated that this would be covered in depth at another meeting. Ns. St..lohn thought that the Nail could also help the Board select the best time for this event. Ms. Sherri Claude stated that of the 150 letters that went out to the Youth Volunteer Bank, only one or two entries came from that group. The Board confirmed their attendance at the various time slots for this event. Sherri Claude stated that she would have a collage of photographs at the event with advertisements for the Youth Volunteer Bank and the Bob Borovy Award, including applications for each of them. She also stated that there would be 27 tables. Press releases have gone out and the Boynton Times will probably cover the event. A digital camera will be available and Wayne Segal will be asked to take pictures. The awards for the contests will be given at the Board's December meeting. C. Bob Borovy Award No change. D. Guest Speakers Chair Waldman stated that the schedule was too full right now to have a guest speaker and that he would pursue this after the first of the year. E. Youth Members Chair Waldman mentioned that the Board was very pleased to have Ns..lulie Claude as a new youth member and welcomed her again to the Board. 5 Meeting Minutes Advisory Board on Children 8, Youth Boynton Beach, Florida October 24, 2002 Ms. Bogad stated that Ms. 3ess/ca Cohen had sent in an application to serve on the Board and the Board was very pleased to hear this also. They expressed a real need to hear the voices of the community's youth. VIII. New Business A. Awards Meeting/Workshop The Board decided that a workshop would have to be held to work on the awards before their presentation. The Workshop was set for November 16, 2002 at 9:00 a.m. at the Library. It was later decided to call this a Spec/al Pleeting, in case anyone w/shed to make a motion. The Board decided to cancel November's regular meeting and have an Awards Ceremony at their December meeting on December 12, 2002. Motion Ms. O'Hara moved that the Board cancel the regular November meeting and move their December meeting to December 12, 2002 to avoid a conflict with the Christmas Holiday. The December 12, 2002 meeting will feature the Awards Ceremony. Ms. Stern seconded the motion that carried unanimously. B. Tennis Project Ms. Stern stated that Hunter's Run would like to offer a Day of Tennis for the youth of Boynton Beach. Vice Chair Morera stated that it was her understanding that the Pro at Hunter's Run would like to have this in the spring of 2003. Vice Chair Morera will contact him and express the Board's interest in having the program and get more details. Ms. St. 3ohn asked for and received clarification that the Board's role in this would be to help bring the children to it and advertise it. She thought that the Recreation Department would be the logical group to work with it. Vice Chair Morera will be the liaison between the Board and Hunter's Run and will bring more information, such as tentative dates, to the Board at another meeting. Chair Waldman stated that the Recreation Department would be included at the appropriate time. IX.
