ON WEDNESDAY, SEPTEMBER 11, 2002 AT 7:00 P.M.

I. Pledge of Allegiance
Chairman Washam called the meeting to order at 7:05 p.m. Mr. Mitchell led the members in the
Pledge of Allegiance to the Flag.
II. Roll Call - Regular Members and Alternates
The Recording Secretary called the roll and declared that a quorum was present.
III. Recognition of Visitors
Chair Washam recognized two visitors: Dr. Debbie Birnbaum, who was visiting the Board
meeting as a requirement of the Leadership program, and Thelma Lyons, Dan DeCarlo's new
Administrative Assistant. He welcomed them to the Board and gave a little history about the
organization.
Ms. Lyons stated that she had lived in Boynton Beach for 40 years. She had worked for
Motorola for the previous 18 years and was the daughter of Reverend Lyons at the Church on
Martin Luther King Boulevard. She looked forward to working with the Board and with Mr.
DeCarlo. Mr. DeCarlo stated that he was happy to find someone of Ms. Lyons skills and talents
and that he was sure that she would provide able representation as liaison on the occasions
when he could not be present.
Chair Washam stated that the meeting would be quite brief so that the members could attend a
September 11 remembrance ceremony at the Boynton Beach High School.

IV. Minutes Approval August 14, 2002
Motion
Ms. Girtman moved to approve the August 14, 2002 minutes as written. Vice Chair Noe
seconded the motion that carried unanimously.
V. Agenda Approval
Motion
Vice Chair Noe moved to accept the agenda as written. Ms. Girtman seconded the motion that
carried unanimously.
VI. Correspondence and Announcements
Chair Washam had attended the September 11 ceremonies arranged by Ms. Lena Rahming
and assisted by Ms. Currier at the HeadStart center and he was very moved and impressed.
Chief Gage spoke and Assistant City Manager Wilfred Hawkins was the keynote speaker. He
thanked the HeadStart organization for allowing the Community Relations Board and everyone
else to be a part of it.
Mr. DeCarlo stated that they had scheduled Mr. Chris DeLiso and Mr. Scott Blasie to come to
the meeting tonight but since it was going to be so short, they asked them to come to their
October meeting instead. They will speak to the Board about the Code Compliance Division and
answer any questions the Board might have about the code enforcement and lien processes.
VII. Old Business
Ms. Girtman asked for the date and time of the Heart of Boynton meeting. Mr. DeCarlo
indicated that most of the activities were at St. Paul's AME Church. On the next night,
September 12, there would be a meeting there at 7:00 p.m. for the Martin Luther King Jr.

Neighborhood, which is the area north of 8 Street and east of Seacrest to the C-16 Canal and
the railroad tracks. This will be their second meeting and they will probably elect officers for their
association. On Saturday, September 14, there will be another Leadership training session at
St. Paul's for all of the neighborhoods in the Heart of Boynton. The meeting will begin at 9:30
and will include lunch, concluding at 2:00 p.m. The intention of the whole process was to
develop leadership in the Heart of Boynton area and he thought it had gotten off to a great start.
A) PATCH Activities Update
Mr. DeCarlo said that there had been a great article in the newspaper about Sr. Lorraine Ryan
and her community activities during the summer. There will be a program Saturday, September
14 at the Hester Center from 2:30 p.m. to 5:00 p.m. Vice Chair Noe added that it would be like
a youth fair for children age 13 and up. They plan to have an AIDS van there and
representatives of various organizations like Anger Management and Healthy Mothers/Healthy
Babies, disseminating information to the attendees. A contemporary Christian music group, the
Angels III, will have a program starting at 2:30 p.m.

Resignation of Joy Currier
Ms. Currier stated that this was her last night with the Community Relations Board. She had
been there for a lot of years and had a lot of good times and some bad ones. Overall, she said
the good times outweighed the bad and that everyone was great. She thanked them for all the
enlightenment she had received from them and said they should go and do great things.
Chair Washam stated that Ms. Currier had always served the community from her heart and
soul. The kind of commitment that she had demonstrated over the years to Boynton Beach, and
specifically to the youth of Boynton Beach, was rare and much appreciated. He believed that
she was a model for leadership and community service. She was the one who served the food,
brought the clothes, and did a hundred different things to help. He asked that everyone give
Ms. Currier a big round of applause in appreciation. He wanted to show this regard in a more
tangible way and would plan something for the near future to honor her.
Ms. Currier stated that she had been a volunteer for over fifty years and it was time to turn it
over to someone else. She planned to sit in her new rocker in her new house and watch the
world go by. Everyone laughed and said that would last about one week!
Chair Washam stated that everyone would miss her, that they loved her, and that if she ever
needed anything to let them know.
Ms. Girtman stated that she did not know what she was going to do without Ms. Currier. She
said Ms. Currier had been a driving force with the children and could not be replaced. She had
been very active in HeadStart and in the Treasure Chest Daycare Center and would be missed.
She offered her heartfelt thanks to Ms. Currier for all of the things she had done to help the
children and the community over the years.
VIII. Adjournment
Since there was no further business before the meeting, the meeting was duly adjourned at 7:20
p.m.
