Minutes 11-25-02 CONTRACTUAL NEGOTIATION MEETING BETWEEN IAFF LOCAL 1891 AND THE CITY OF BOYNTON BEACH, HELD ON MONDAY, NOVEMBER 25, 2002 AT 11:30 A.M. Article 12 - Group Insurance Mr. Hawkins suggested a change in the sentence structure of the second complete sentence in Section B on Page 17. Mr. Hawkins suggested changing the "period "and the end of the sentence to a "comma" so that the sentence would read: "The City agrees to re-open this section for negotiations at the discretion of the Union during the term of this contract, if the Union determines that it can provide more economical coverage..." Meeting Minutes IAFF Local 1891 Contract Negotiations Boynton Beach, FL November 25, 2002 Mr. Fitzpatrick suggested changing the period to a "semi-colon", rather than a "comma." Mr. Garnsey inquired how the remainder of the paragraph would read, and Mr. Hawkins stated it could read: "...if the Union determines that it can provide more economical coverage than the City's principal medical insurance, it may bargain for a dollar amount per bargaining unit member." Mr. Fitzpatrick suggested changing the wording of the sentence to put the second phrase first followed by a "comma." It was therefore agreed that the language in Article 12, Section 1 .B would read as follows: "If the Union determines that it can provide more economical coverage than the City's principal medical insurance, the Union may bargain for a dollar amount per bargaining unit member to be applied to insurance secured through the Union. The City agrees to reopen this section for negotiation at the discretion of the Union during the term of this contract. The Union will provide a minimum of thirty (30) days notice or less." Chief Ness left the meeting to have the language change made to the Agreement and will bring it back to the table to be initialed with the remainder of the Agreement. Mr. Garnsey said there was a question regarding the life insurance language contained in Article 12, Page 17, Section 2 and asked for clarification between the words "group life" and "term life." Ms. Cheek pointed out that "group life" was not the correct term and it should be "term life," which is the type of insurance that the City provides, as opposed to "whole life." The word "term" was added for clarification purposes and does not affect the coverage. Letter of Understandin_~ Mr. Hawkins inquired about the status of the Letter of Understanding regarding Chris Wandell and Geoff Simpson. Mr. Jute said that this has not yet been signed. Chief Ness obtained copies to be attached to the Agreement. Mr. Jute stated that Messrs. Wandell and Simpson were agreeable to the terms. Mr. Jute signed the Letter of Understanding and Chief Ness will have it signed by Chief Bingham as well. 2 Meeting Minutes IAFF Local 1891 Contract Negotiations Boynton Beach, FL November 25, 2002 Initialinq of the A~reement Mr. Jute, on behalf of the Union, and Mr. Hawkins, on behalf of the City, each initialed an entire Agreement, so that there would be an original copy for each party. Chief Ness substituted the new Page 17, which was also initialed by each party. City Commission Ratification Mr. Hawkins indicated that ratification of the Contract by the City Commission should appear on the Consent Agenda for the second meeting in December.
