Minutes 11-18-02MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, NOVEMBER 18, 2002 AT 10:00 A.M. Roll Call The Secretary called the roll and declared that a quorum was present. II1. Acceptance of Minutes October 14, 2002 Regular Meeting Mr. Falstad questioned if the words "minimum paragraph on page 4 should be "maximum weight." it should be "maximum" and not "minimum." weight" in the second full Chairman Balfe agreed that Meeting Minutes Safety Committee Meeting Boynton Beach, FL November 18, 2002 Motion Mr. Magazine moved to accept the minutes, as amended. Motion seconded by Mr. Falstad and unanimously carried. IV. Safety Committee Education and Training Program Members viewed a "Safety Short" entitled "Dress Safe." V. Old Business A. Fire Drills No report. Mr. Magazine announced that an outside safety consultant, who is a former risk manager and does a great deal of safety programs for other municipalities in South Florida, should begin work in the City by December. B. "Proud to be a Safe Worker" Awards Mr. Bobich stated that Safe Worker Awards were presented to Diane Neisolowski and Chris Olson of the Utilities Department for their assistance in aiding an elderly, disoriented gentleman who was stumbling on the sidewalk that happened to be in front of his house in Leisureville. His wife heard a commotion and came out of the house to inform them that it was her husband. They assisted getting him into the house and made sure that he was safe before they left. A letter of appreciation thanking them for their assistance was sent to the City Manager. Chairman Balfe reported that Pam Webb of the Risk Management Department received a Safe Worker Award for her astute observance of a defective rear tire on Carisse Weise's vehicle and notified Ms. Weise. If Ms. Webb had not seen the defective tire, Ms. Weise's tire in all probably would have blown out and that could have resulted in Mr. Weise being injured. Copies of the Awards with attachments were presented to the Secretary to place in the record. C. Departmental Inspections & Safety Meetings (Magazine) Mr. Magazine will email them. D. Defensive Driver Course (Magazine) Mr. Magazine announced that there were no classes scheduled through the end of the year. New classes will begin after the first of the year. 2 Meeting Minutes Safety Committee Meeting Boynton Beach, FL November 18, 2002 B. Incident Review Board Referrals (Magazine) Chairman Balfe stated that there was a referral dealing with eye wear protection. An employee at the Utilities/Wastewater Plant was in the process of repairing a broken air relief valve when water splashed up and hit her in the face. Although she was wearing safety glasses, the employee still encountered problems. The question is to determine whether employees should be required to wear splash resistant goggles, as opposed to safety eyewear. Mr. DeMaruo stated that Risk Management approved certain eyewear for the Warehouse to stock, but departments have gotten away from using the approved eyewear and ordering their own. The safety glasses are described in the PPE, which are safety glasses with side shields. Mr. Magazine said that the issue is not the wearing of the safety glasses; it is whether employees should be required to wear goggles if they are working in a wet environment. This would apply to certain work areas in Unities where safety glasses should be upgraded to goggles. Mr. Magazine noted that the Warehouse has goggles for use. Mr. Magazine suggested that the Utilities staff go through the PPE Guidelines and identify the job titles that should wear goggles instead of safety glasses and bring their recommendations to the next meeting. The Committee could then vote on changing the requirement for employees with those titles to require that they wear splash-resistant goggles instead of safety glasses with eye shields. C. Wellness Program (Magazine) Mr. Magazine announced that the DOT random drug testing for CDL drivers will be starting up again. VI. New Business A. Departmental Safety Issues New 2003 Monthly Planners were distributed. Mr. Magazine noted that there were many safety tips in the Planner that could be discussed at safety meetings, as well as information on first aid, emergency care guide for adults, preventing repetitive motion injuries, ergonomic strategies, and exercises. B. Other: Vice Chair Bebensee noted that many departments are not conducting their safety meetings and inspections. Mr. Magazine stated that once the new Safety 3 Meeting Minutes Safety Committee Meeting Boynton Beach, FL November 18, 2002 Consultant begins, he will be conducting safety meetings and inspections in each department that will be coordinated with the Safety Coordinator. Mr. Magazine announced that Paul Viollis will be conducting a class for supervisors on Tuesday, December 10th in the Commission Chambers. There will be a morning and afternoon session. This will be a mandatory annual training. It is anticipated that classes will be offered for general employees in January. VII. Announcements Mr. Bobich announced that the Ladder Safety training video is available for viewing, together with the corresponding handbook. Because the video is 45 minutes long, it is too long for showing at a Safety Committee Meeting, but would be appropriate for departmental viewing. VII.
