A Regular Meeting of the Board of 0ommissioners of the
Town o~ Boynton, Florida, was held at the Town Hall of the
Town of Boynton, Florida, on Tuesday evening, July 20th, 1926,

Mr. A. A. Atwater and Mr. Harold Isbell, representing
the Boynt on Chamber of Commerce, ~reeented a tentative tree
planting program which was endorsed by the Boynton 0hamber
of Commerce. Mr. Isbell stated that it is the desire of the
Boynton Ohamber of Commerce to have Cocoanut Palm Tre~s
plented on the various streets in the Town of Boynton. He
suggested that in as much as Green Street would probably
be the street over which traffic would be detoured while
the Dixie Highway is being repaved,' that it would be a
good plan to plant cocoanut plam trees'on Green Street
Lake Avenue to Woolbright Road and on Ocean Avenue from
Green Street west to the Section Line. He further stated
that the Cocoamut PalmS~should'be planted about fi£ty (50')
feet apart with a Hibiscus plant between each Cocoanut Palm
Tree.
The estimated cost of the Cocoanut Palm Trees sufficient
for planting on Green Street, would be in the neighborhood of
$?50.00. For the planting of the trees and the necessary
Hibiscus~plants, cost would be around $525.00.
No action was taken by the Town Commission at this meet~
reference to the. 2res Planting Program,' but was laid over
an .investigation by the Town Commission of the cost
the trees, the planting and~the care in maintaining of
the tree.

BE IT FURTPJ/R RESOLVED that the following shall state
in a general way what is to be done, the limits within which
sai~ work sha!l be done, materials to be used, the grade to
be established and the fills to be made. The grades shall
be as shown on the plans, specifications and profiles on file
in the office of the Town Clerk of the Town of Boynton,

be allowed. The pipe shall be socket pipe, with true
circular sockets concentric with the bore of t, he pipe. All
pipe shall have corrugated ends and sockets. "Y" branches for
6" connections sha~l be furnished for house connections. There
shall be furnished a cast iron cover for each manhole, flush-
tank and lamphole, fo!lbwing closely the form and dimensions
shown on the drawings and m~st meet the ~approval of the Eng-
ineer before placing the same. Th~re sha~l be furnished a~to-
matic flushtanks of a mare satisfactory to the Engineer. Ail
work during its progress and upon its completion shall con-
form truly to the lines and grades given by the Engineer.
Ail pipes and specials shall be laid to the lines and grades
given by the Engineer and in such manner as he may direct
with Joints close and even, butting all ar'0und, special care
being taken that there is no saggins of the at, igor and in
the hub, and that a ~ surface is given to the invert~
through the entire length of the sewer. There shall be
built at the places ~ on the plans, or as otherwise
directed by the Engineer, manhole s of the form and d.i-
mensions shown on the detailed drawings, built of brick
masonry. There shall be constructed at such points as may
beddirected by the Engineer, flushtanks of the form and
dimensions required for the particular kind of tan]; used.
Portland Cement ~ be used for the bottom and surround-
lng the casting and each siphsn shall be Carefully and
accurately set, truly.pluhb, so that the plans O'f the top
of the siphon is level. The chamber and walls shall be
of brick masonry an/~ the walls shall be plastered on the
outside and inside to.a height of, six inches above the water
line within the chamber with a coating of neat Portland
Cement mortar. The inad~ shall also be washed with a coatin/
of neat Portland Cement grout after the plastering has be-
come hard. Each flushtank shall be provided with the necessar
stop cocks of bronze or some other non-corrosive metal to
provide for both rapid and slow filling so that it may be ad-
Justed to fill the chamber at a desired rate, ~nd there shall
be furnished and. slid with each tank a sufficient amount of
three-quarter inch galvanized water pipe to extend through the
wall ready to connect with a p~pe leading to the water main.
There shall be furnished and erected at such places as the
Engineer may direct a lamphole of the form and dimensions
shown on the drawings. A pump house shall be built of 2 x
frame as shown on the plans and =overed on the outside by
of gunite placed on wire mesh or as shown on the plans. The
septic tanks shall be constructed as shown on the plans and
specifications. The frame work sha~l be built of steel of the
'sizes and w&Aghts shown on the plans and shall be riveted
together with air hammers. Manholes sha~l be provided in
top of septic tank and receiving, tank as shown, those to have
tight °overs with gaskets to prevent the admission of odors.
Pumping units are to be installed in the manner and
in the places as designated in the plans and specifications.
Ail work is to be done and completed in strict accordance
with the plans and specifications and profiles on file in the
office,.of tho Town Clerk of the Town of Boynton. Florida
as aforesaid.
AND BE IT FURTHE~R RE~O]~VED, that' said work shall be done
by contract and the Town 'Commission of the Town of Boynton,
Florida is h'reby directed and ordered to enter into con-
tracts for and onhalf of the Town for installation, con,
str,~ction and completion of said sanitary and storm sewer
system, as provided for in this resoiution. ~

WHE]EA$, Central Boulevard, a street in the Town
of Boynton extending East and West across the Railroad
of the Florida East Coast Railwy. is a pmblic street,
such street
extending from Enuth' Street to Dixie Highway, and,
WHEREAS, the said street has been dedicated to the
use of the public and has been graded and rocked by and under
the authority of the town commissioners of the Town of Boyn-
ton, on each side of the said railroad and up to the said
railroad on each' side thereof, and there has been no suit-
able or ~satisfaCtory crossing p!caed, made or constructed
so that the public in general can tra*el along on the said
street, over and across the. said railroad and the said Florida
East Coast Railway Compay's right-of-way where the same
intersects said street, and;
WHEREAS, Park Avenue, a~::street in the,Town of Boynton
extending East and West across the Railroad of the Florida
East Ooast Railway Company, is a ~l~blic street, such street
extending from Knuth Street to Dixie Highway, and;
WHEi~AS. the said street has been d~dieated to the use
of the public and has been graded and rocked by and under
the authority of the Town Commissioners of the Town of
Boynton, on each side of the said railroad and up to the
said railroad on each side thereof, and there has been no
suitable or satisfactory crossing placed, made or constructed
so that the public in general can travel along the said street,
ever and across the Said railroad and the said Florida East
Coast Railway Company's right-of-way where the same inter~
sects said street, and;
WHEREAS, it is deemed advisabl~, and to the best interests
of the Town of Boynton and, to the inhabitants thereof, that a
be ~raete~ where both
of the said Streets intersect the said railroad and the said~
right-of-way, so that the public in general can cross over
the said railroad and the said right-of-way while traveling.along
each and both. of the said streets. '
~W THEitEFORE SE IT RESOLVED, by the Town Commissioners
of the ~2own of Boynton, Palm Bosch 0ountu, Florida, as follows:
1. That the said streets, namely, Central Boulevard and
Park Avenue, be and they hereby are. declared to he public
thoroughfares :and streets in the Town of Boynton. such streets
extending from Dixie Highway on the east to Enuth Street on the
west over and, across the railroad and the right-of-way thereof
o£ the Florida East 0cast Railway Company, where such Streets
intersect such right-of-way and railroad, and that the width
of such streets be, and the same hereby is thirty (30') feet,
from the north bowfldary thereof to the south boundary thereof.
2. That said Central Boulevard and Park Avenue be, and
they hereby are, dedicated to the perpetual use of the public
throughout the entire length of each of the said streets, as
is specified above, the width of Central Boulevard being sixty
{60') feet andthe width of Park Street being thrity (30') feet.
J. That the Florida East Coast Railway company be, and
it hereby is, commanded, directed and requested to place,
construct and build, miantan and keeps, in good condition, a
crossing over and across its right-of-way and railroad where
e~';oh and both of the Said streets, namely, Central Boulevard
and Park Avenue, intersect the right-of-way of the Said rai:
road company, such crossing to be suitable for the ~se of
public in crossing over the right-of-way and railroad track of
said co~pamy in passing along each and both of the said streets.
each crossing to extend from the nort~ boundary to the south
boundary, of each of the said streets; and that, in the event
said Florida East Coast Railway Company does not place, build,
construct and complete such crossings so t'hat the same w~ll be
suitable for the use of the public ingeneral in crossing its
said right-of-way and railroad where the said streets inter-
sect the. same, within thirty (30) days from the date s~id com-
pany is notified in writing to build and constr~ct the said
crossings, the proper officials, agents or employees of the
Town of Boynton S~all build, construct and maintain such
crossings and charge the expense thereof to the said Florida
East Coast Railway Company. as is provided by law.
A. That R. O, Myers. Mayor of the ?own of BoYnton, be,
and he hereby is. authorized, empowered and directed to re-
quest the said Florida East Coast~Railway Oompany to build,
comstru~t~.afld maintain the said crossings and to notify the
said company that ~nless such crossings are completed ina
satisfactory manner within thirty (30) days from the receipt
of s~ch notice from the said R. O. Myers' the ~own Commission
will pro~eed to b~ild, 'construct and to maintain such cross-
ings and charge the expense thereof to the said railway
company.
Upon motion made by Oommissioner Benson, seconded by
Oommissioner Winchester~ and duly carried, the fo~l~i~g~Re-
solution was adopte~:
WHEREAS, authority is. granted by the Charter of
Town instead of depositing said certificates of indebtedness
retain such certificates under the provisions of Chapter 1907
of the ~eneral Statutes of Florida and deposit the same with
the .Treasurer of said Town in a special and a~parate fund to
be known as the "Improvement Fund," and to issue and sell bo~
to be designated as Improvement Bonds, with interest coupons
attached, to an amount not inexcess of the aggregate amount
of said certificates of indebtedness.
NOW THEREFORE BE IT RESOLVED BY THE TOWN COMMISSI(
OF THE TOWN OF BOYNTOIt, FLORIDA:
Section 1. That bonds of the Town of Boynton, Florida.'
be issued in the aggregate s~m of Eight-five Thousand Dollars
($85,000.00), to be known as "Improvement Bonds of the Town c
Boynton, Florida, Issue of June 1, 1926", said bonds to be
denominations of One Thousand Dollars ($1,000.00); said bonds
shall be numbered from 1 to 85 both inclusive, dated June 1,
1~26, and shall mature in numerical order as follows:
17 bonds aggregating $17,000.00 maturing on
December 1st of each of the years 1926 to
1930 both inclusive
Said bonds shall bear interest at the rate of six per oel
· .nm. per annum, payable semi-annually on December 1st and Jun
1st of each year. both principal and interest being payable
in gold coin of the United States of Amerloa:;of the present
standard weight and fineness at the National ~ark Ban~ of
New York City, N, Y. Said bonds shall be signed by the
Mayer of said Tew~.?~d attested by tko Town Clerk and skull
have affixed thereto the.corporate seal of said Town, and
eahll have attached interest coupons to evidence the sever~
payments of interest, whichsaid coupons shall be signed by
the fac simile signature of the Mayor of said Town. Said
bonds shall bear a certificate duly signed by the Treasure2
of said Town certifying that certificates of indebtedness
equal in amount to the face value of the bonds being issued
have been deposited by the Town with said Town Treasurer.

Acts of the LegiSlature of 1923, and is issued pursuant t
the proceedings of the Commission of said Town duly had
in all respects authorizing the same, and pursuant to a
solution duly adopted by the '~'own Commission of said Town
the 20th day of July, A.D. 1926.
It is hereby certified, recited and declared that al~
acts, conditions and things required to exist, to happen
to be performed precedent to and in the issuance of this
exist, have happened and have been performed in d~e tim~
and manner as required by ]~aw, that this bond and the iss~
which it forms a part, together with ali other lndebtednes
of said Toys, does not exceed any debt or other limit pre-
scribed by the Constitution and Laws of said State. The
faith, credit and resources of said Town sro hereby irrevo
cably pledged to the punctual payment of the principal and
interest of this bond accordinE to its terms.

The undersigned Town Treasurer of the Town of Boynton,
Florida, does hereby certify that Certificates of Indebtedness
equal in amount to the face value of the issue of bomds of which
and that the proceeds ar/sing from the collection of said Cer-
tificates of Indebtedness be applied eXClusively to the pay-
ment of the principal and interest of said bonds.
Sec. 3. That for the payment of the principal of and
interest on the bonds herein authorized, ther~ be levied in
each 'year while any~of said bands shall be outstanding, a
tax on all taxable property in said town sufficient to pay
the principal of and interest on said bonds at their sev-
~ oral .dates Of,maturity, provided however, that the amount
of such annua1 levy may be reduced by the amount of any
collections on the Oerttflcates of Indebtedness mentioned
in Paragraph 2 of this Resolution, actually collected and
remaining in said Improvement ~und of said Town.
Sec. 4. ~hat A~eSsrs' Yeomans & Brown of West Palm '
Beach, ~'lorida, be, and they are hereby constituted and
appointed Special Attorneys for said Town for the pur-
pose of drawing any papers necessary for the issuance of
said bonds and for filing e~it in the Circuit Court of~
~alm Beach ~aa~ty, Florida, to test the validity of said
bonds and all proceedings in6ident thereto.
Sec. 5. ~hat all acts and proceedings heretofore
taken by the o.fficials of said Town in the prosecution of
the work of said improvements, the making of the assessments
and the issuing of the Oertificates of Indebtedness herein_
re mentioned, be, and the Same are hereby approved,
