THURSDAY, JULY 7, 1988 AT 8:30 P. M.

Acting Mayor Hester called the meeting to order at 8:30 P. M.
AGENDA
City Manager Cheney requested that he be allowed to add a
couple of items at the end of the agenda. The agenda was
accepted with the additions.
ACCEPT MAYOR'S RESIGNATION
Commissioner Mann moved to accept the resignation of Mayor
Cassandra. Motion was seconded by Commissioner Marchese and
carried 4-0.
DECLARE MAYOR'S OFFICE VACANT
Acting Mayor Hester read the following Public Notice:
"The City of Boynton Beach will hold a special election on
Tuesday, September 6, 1988 to elect a MAYOR AT LARGE to
complete the unexpired term through March 30, 1989. If no
candidate receives a majority vote in this election, the
runoff election will be held on Tuesday, September 20, 1988
limited to the two candidates receiving respectively the
highest and the next highest votes in the first election.
Qualifying dates for candidates are 12:00 O'Clock Noon on
July 18, 1988 through 12:00 O'Clock Noon July 25, 1988."
COMMENTS BY CITY M3%NAGER CHENEY
Election
City Manager Cheney explained that the length of the
qualifying period was due to the fact that the information
must be in to the Supervisor of Elections by the end of July.
The dates had to back up from that time and allow time for
advertising prior to the filing date.

Community Development Funds
City Manager Cheney stated that the Mayor and Commissioners
had received a letter regarding CD funding for the coming
year. Seven projects were proposed and approval has been
received for two projects and part of a third one, subject
to approval of the County Commission. It was recommended
that the City receive $100,000 for additional work at Sara
Simms Park. The last piece of the capital improvements in
the Cherry Hills' project was submitted at an estimated
$105,000 for final clean-up/fix-up type projects and that is
recommended for approval. $350,000 of funds for housing
(land acquisition, etc.) was requested and it is recommended
that $150,000 of that amount be approved. These three pro-
jects will go to the County Commission for final approval.
City Manager Cheney stated that the city would be looking at
the amount recommended for Boynton Beach as compared to the
other cities to see if Boynton was fairly treated in the
award of these funds.
Congress Avenue Recreation Area
City Manager Cheney noted that this project has been
designed by Wallace, Roberts and Todd. He recommended that
the Commission consider asking the Parks and Recreation
Board to take an initial look at the issue regarding tennis
courts and the types to be built. There is a concern
regarding the number of hard-true courts which are hard and
expensive to maintain as compared to hard courts which are
cheaper and easier to maintain. He explained that tennis
professionals prefer the hard-true courts and he wondered if
the professionals were willing to pay for the maintenance of
these hard-true courts. He felt the Parks and Recreation
Board should pose the question to the professionals and pre-
sent their recommendation to the Commission. The hard-true
courts cost approximately three times more to maintain.
Lee Wische, member of the Parks and Recreation Board, stated
that he had approached the professionals and they told him
they would be willing to maintain the hard-true courts.
city Manager Cheney felt that the group who came to the
meeting were professionals and not ordinary citizens. He
was concerned that the City be concerned about all the citi-
zens of the City.

There being no further business to come before the City
Commission, the meeting properly adjourned at 8:42 P. M.
