WHEREAS, pursuant to the charter of the CITY OF BOYNTON
BEACH, FLORIDA, the City Council of said municipality has heretofore, by
resolution, adopted certain Civil Service Rules and Regulations governing
the merit system of said municipality, effective July l6, 1962, as heretofore
amende d; and
WHEREAS, pursuant to the procedure set forth in said charter,
the Personnel Officer of said City has heretofore prepared a certain pro-
posed amendment to said Rules and Regulations pertaining to police
promotions, which proposed amendment has been approved by the City
Manager and submitted to the City Council for their consideration; and
WHEREAS, the City Council has examined said proposed amend-
ment, and after due consideration deems the enactment of said amendment
to the best interest of the City and essential for the effective operation of
the municipal merit system;
NOW, THEREFORE, be it resolved by the City Council of the
CITY OF BOYNTON BEACH, FLORIDA:
1. That the amendment to the existing City of Boynton Beach
Civil Service Rules and Regulations, adopted July 16, 1962, as amended,
heretofore proposed and submitted by the Personnel Officer and approved
by the City Manager, and more particularly set forth hereinafter is hereby
adopted, ratified and approved, subject amendment being as follows:
Paragraph 4, Section 4, Article IV, of the existing Civil Service
Rules and Regulations of the City of Boynton Beach, Florida, as amended,
pertaining to police promotions is hereby amended to read:
(a) No person except a Detective, Motorcyle Officer or Patrolma~
shall be eligible to take the examination for Detective Sergeant and even
these candidates will not be declared eligible until they have served at least
one (1) year as Detective, Motorcycle Officeror Patrolman and can present
proof that they have completed specialized course work in investigative
te c hnique s.
(b) No person except a Detective Serge, ant, Uniformed Sergeant or
Desk Lieutenant shall be eligible to take the examination for Uniformed
Lieutenant or Detective Lieutenant and even these candidates will not be
declared eligible until they have served at least one (1) year as Sergeant.
Candidates to enter examination for Detective Lieutenant must
also present proof of specialized knowledge gained through satisfactory
completion of college-level or specialized courses in modern investigative
technique s and methods; thorough knowledge of fingerprinting and fingerprint
classifcation; and considerable knowledge of photography gairL~d !hrough course
work or practical experience.
(c) No person below the rank of UnifOrmed or Detective Lieutenant
shall be eligible to take the examination for Assistant Chief and eve~these
candidates will not be declared eligible until they have served at least one (1)
year asUniformed Lieutenant, Detective Lieutenant or in a higher classification
(d) No person below the rank of Uniformed or Detective Lieutenant
shall be eligible to take the examination for Police Chief and even these
candidates will not be declared eligible until they have served at least one (1)
year as Uniformed Lieutenant, Detective Lieutenant or any higher classificatio
and can present proof of specialized training in police adminislration gained
through completion of college-level courses and practical experience in this
field.
2. In all other respects subject Rules and Regulations, as amended,
are hereby ralified and confirmed.
3. This Resolution shall take effect immediately upon passage.
