Minutes 03-03-03 t4ZNUTES OF THE SENIOR ADVISORY BOARD t4EETING HELD AT THE SENIOR CENTER~ 1021 SOUTH FEDERAL HIGHWAY~ BOYNTON BEACH~ FLORIDA~ ON t4ONDAY~ f4ARCH 3~ 2003 AT 3:00 P.t4. Pledqe of Alleqian¢- Chairperson Hasty called the meeting to order at 3:00 p.m. and led the members in the Pledge of Allegiance to the Flag. 2. Roll Call The Recording Secretary called the roll and declared that a quorum was present. 3. Approval of Aqenda Hotion Ms. Chamberlain moved to approve the agenda as presented. Vice Chair Field seconded the motion that was carried unanimously. 4. ApProval of 14inutes - .lanuarY 6, 2003 I~lotion Ms. Chamberlain moved to approve the minutes. Vice Chair Field seconded the motion that unanimously carried. Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 3, 2003 5. Chairman's Remark~ Chair Hasty reported that she had visited St. John's Missionary Baptist Church with Brenda Burbank, a representative of the Area Agency on Aging. The Senior Center delegation only spoke briefly as time ran out, and were invited to return on Saturday, March 8, when they will speak about the bus service, the Shopper Hopper service, the lunch program, and the trips. Chair Hasty hoped that these educational sessions out in the community would improve ridership on the Senior Center buses. Another person spoke about the foster grandparenting program in the schools. Chair Hasty will accompany Ms. 3oan White to an informational meeting at the YMCA. She will then accompany Ms. Denise Chamberlain to another information meeting at High Point. These meetings are opportunities for the Senior Advisory Board to make seniors more aware of the Senior Center and its programs. 6. Old Business Mr. Lulkin stated that there was a fashion show on February 14 at the Senior Center and there were over 150 people in attendance. There was a harmonica special on the previous Friday that was also well attended. There will be a Health Fair on Wednesday, March 5, at the Center between 9:00 a.m. and 2:00 p.m. with 47 vendors. A 25-inch color television will be given away to a senior. There will be a St. Patrick's Day show on March :[3 with an ]~rish tenor, Eddie O'Michaels. The tickets for the St. Patrick's Day show are $3.00. Chair Hasty inquired about the status of the sprinkler system project. Mr. Lulkin responded that the City was going out to bid for the sprinkler system and that it would probably be two months before the work could begin. 7. .New Business 1) Steve Lulkin Comments Mr. Lulkin announced that the Mae Volen Center was committed to opening another food site, possibly at the Wilson Center. Mr. Lulkin also noted that he has spoken with Mr. Ellington at St. John's Missionary Baptist Church about offering various programs and shows at the Church. Mr. Ellington will be bringing this before the Church board for consideration. The seniors went on a trip to St. Augustine and 3acksonville and it went very well. A trip was set up for New Orleans but was cancelled due to the short period of time in which a deposit was required. This will be rescheduled for September. 2 Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 3, 2003 Home Companion Services of New York and Florida telephoned Mr. Lulkin with a request that he participate in their radio talk show on senior issues on Station 740 AM. He spoke about the Senior Center and answered questions from the show hosts. At the end of this meeting, Mr. Lulkin played a cassette tape of the phone interview for the Board. The local telephone number for Home Companion Services of New York and Florida is 561-735-3500 or 1-800-473-4427. They were still feeding up to 150 people a day at the Senior Center. Surveys were sent out about the lunch program at the Wilson Center. They sent 200 surveys out and got 6 back. Ms. Kimberly Burke is in charge of the food program at Mae Volen and plans to visit some churches in Boynton Beach to help advertise the food lunch program at the Wilson Center. They plan to start it in March regardless of the initial attendance or lack thereof. Camp Wrinkle Ranch is coming back this summer. Ms. Chamberlain noted that it would only be two weeks this year instead of three. They will have three sessions instead of two and four and a half hours instead of five. They were also starting earlier; from 9:30 a.m. to 2:00 p.m., to avoid the heat as much as possible. The charge will still be $30.00. Ms. Chamberlain and Ms. Maaske had already set up yoga, a field trip, and two pool parties for water aerobics. Ms. Chamberlain is seeking another camp counselor for a two-week session in August. They have dropped the participation from 18 people to 16 due to the size of the buses. They were also looking for some 7th to 10th grade students to assist in carrying things. Mr. Lulkin just completed a 40-hour First Responder class where he was certified in the Automatic External Defibrillator. He hoped that other staff members would receive the training as well. 2) Sharon Golden Comments In response to a question, Ms. Golden explained that there would not be a GALA this year and that the Special Events team was looking at different areas of the City in which to showcase different events rather than having just one event downtown. Ms. White asked whether the Board wanted her to apply for another term on the Board and everyone encouraged her to do so. 911 Telephones and Vial of Life Program Ms. White mentioned that cell phones were available at the new Sheriff's Office at Military Trail and Old Boynton Road and something called The Vial of Life. 3 Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 3, 2003 The cell phones are for the purpose of dialing 911 only. The Vial of Life is a tube that is filled with a list of medications, doctor's phone number(s), and persons to contact in the event of an emergency. It is attached to the refrigerator with a magnet and Emergency personnel are trained to know where to find it so they can access the information quickly when it is needed. Ms. Chamberlain felt that the Senior Advisory Board should search for a project to do or a need that it could fill. Chair Hasty thought that the speaking engagements were very important and did fill a need for people to know what was available for them through the Senior Center. Transportation for Seniors to Doctor and Dentist Appointments Ms. Chamberlain mentioned the need of seniors for transportation to doctor's appointments, for example. Chair Hasty mentioned that Leisureville has had such a program called We Care for at least 30 years. Residents volunteer to drive people to and from doctor and dental appointments and are reimbursed for their mileage at 50 cents per mile. Voluntary donations pay for the program. A log is kept of volunteer hours. They also had wheelchairs and walkers that had been donated and were lent out to those who needed them. She spoke of visiting developments and trying to get other We Care organizations established. Ms. Chamberlain wanted to get a list of all the developments in Boynton Beach so that they could be contacted to find out which ones did and did not have We Care organizations. Then the Board could make a project of getting to the developments that did not have it, asking developments that did have it to present it to the ones that did not. Chair Hasty stated that she had gone to Palm ]~sles at their request, to speak about starting the program and two different people came up to her and said that they took care of their own and they did not need help. Chair Hasty stated that if Ms. Chamberlain mentioned We Care in her presentation to High Point and people expressed interest, she would see that they received information about how to set up a We Care for their area. Ms. Chamberlain asked Ms. Golden about the City participating in this program. Ms. Golden stated that the City did not have the manpower or vehicles to handle such a program. Ms. Chamberlain asked Ms. Golden if the City would consider budgeting for the program. Ms. Golden did not think that this was a likely prospect. Ms. White asked about what would happen if an accident occurred while driving someone to a doctor or dentist appointment. Chair Hasty responded that volunteers had to be registered with the Palm Beach County R.S.V.P. program, who provide free insurance for their volunteers during their times of service. 4 Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 3, 2002 Fund Raising for Sr. Center Expansion Mr. Lulkin stated that when the Senior Advisory Board was started, one of their big mandates was to raise funds and that was still true today. He suggested fund raising as an issue to which the Board could apply its talents and ideas. Chair Hasty will do another Variety Show in the future. She wanted to charge for line dancing because everyone else in Palm Beach County did so. She asked Mr. Lulkin if there were a reason why this could not be done. Mr. Lulkin stated that the proceeds of that would go into a revenue account and would not come back to the Center 100%. On the other hand, donations go into the donation account and those funds are available. A food tasting was suggested and people liked the idea. Mr. Lulkin suggested a bake-off or a dessert tasting or a wine tasting with hors d'ouvres. Ms. Chamberlain thought that if some of the local establishments were asked to do so, they would send food for a food tasting free of charge. She thought that since most food things were free at the Center, any food tasting should be held elsewhere, such as the Woman's Club. The stated purpose of fund raising for the Senior Center expansion would also have to be declared. Chair Hasty stated that even though the Board did not meet every month, she hoped that people would telephone her with their ideas and comments. Chair Hasty stated that people on the lunch bus complained because they were not asked to pay a dollar for the bus the way they used to do and like the people do on the grocery shopping bus. Mr. Lulkin stated that the lunch program was a Senior Center program and as such, was offered to the members of the Center at no cost. Chair Hasty asked Mr. Lulkin and Ms. Golden about the possibility of getting business cards with the City logo so that they would have more authority when they were making presentations in the community. Mr. Lulkin advised that the cost of business cards had gotten to the point that the City was no longer issuing them across the board. Everyone agreed that except for the City logo, cards could be made on a computer using something like a Microsoft Publishing type of software. Attendance A discussion was held about attendance and there was some feeling that when people are appointed to a Board, they should make every effort to attend the meetings, especially when they were only meeting every other month.
