Minutes 03-30-95 NINUTES OF THE SPECIAL CITY COI4NISSION NEETING HELD IN CONNISSION CHANBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, IdlARCH 30, 1995, AT 5:00 PRESENT Edward Harmening, Mayor Lynne Matson, Vice Mayor Matthew Bradley, Mayor Pro Tem Shirley Jaskiewicz, Commissioner Sidney Rosen, Commissioner Carrie Parker, City Manager James Cherof, City Attorney Sue Kruse, City Clerk I, OPENINGS A, Call to Order Mayor Harmening called the meeting to order at 5:01 p.m. B, Pledge of Allegiance to the Flag The Pledge of Allegiance to the Flag was led by Vice Mayor Matson. II, ELECTION ISSUES A, Canvassing and declaration of certified electlon returns from Runoff Electlon held on Hatch 28, 1995 City Clerk Sue Kruse advised that the Supervisor of Elections certified the results of the runoff election. Gerald "Jerry" Tayor received 2,566 votes, and James Narnke received 2,430 votes. III. PUBLIC AUDIENCE No one in the audience wished to speak. IV. PRESENTATION/ACKNONLEDGENENT AND APPRECIATION OF SERVICE TO NAYOR EDWARD F, HARNENING City Manager Parker presented MayorHarmening with a framed proclamation, proclaiming the City park located on the southeast corner of Seacrest Boulevard and Woolbright Road as Edward F. Harmening Arbor Park. She also presented him with a plaque in appreciation for many hours of dedicated service to the City of Boynton Beach as Mayor, 1994/1995. A, Remarks by Na~or Hamenlng Mayor Harmening stated that it has been a pleasure serving the City the last four years. B, Remarks by Vice 14aNorMatson Vice Mayor Matson stated that she has enjoyed getting to know Mayor Harmening and his family the last four years. She said she is going to miss him very much, and wished him good luck and Godspeed. C. Remarks by IMyor Pro Ten) Bradlay Mayor Pro Tem Bradley stated that there isn't anyone he has met during the last year who knows as much about as many wide and far-reaching subjects as Mayor Harmening. He has learned a tremendous amount by sharing the dais with Mayor Harmening. He has enjoyed the social time he has had with Mayor Harmening and his wife, Donna. He stated that Mayor Harmening will be missed, and that he has definitely left his mark on Boynton Beach. O. Remarks by C~lsstoner Jaskte~tcz Commissioner Jaskiewicz stated that it is always joyful when you have a friend elected. However, it is also sad when you see another friend leaving office. She stated that she has lot of faith inMayor Harmening and will be calling on him often for advice. She wished him and his wifemany happy years of retire- ment. E, Renmrks by Co~rmtssloner Rosen Commissioner Rosen stated that he will always treasure the time spent with Mayor Harmening. He admired him and wished him the best. V. ADMINISTRATION OF OATHS OF OFFICE A. 14ayor Gerald ",lerry' Taylor City Clerk Kruse administered the Oath of Office and Oath of Loyalty to Gerald "Jerry" Taylor. Mayor Taylor signed the Oaths. Mayor Harmening wished all a good year and the very best. He received a standing ovation as he relinquished in place at the dais to Mayor Taylor- REMARKS BY KAYOR TAYLOR Mayor Taylor wished Mr. Harmening the very best. He was impressed with his knowledge. He stated that Mr. Harmening has given so many years of service to this community and will only be a telephone call away. Mayor Taylor stated that there is a lot of talent in this community, and nobody has to try to do anything on their own. He stated that we have a library of wisdom and experience in this community and he intends to use it, especially Mr. Hannening's knowledge. He thanked Mr. Harmening for his commitment to the community. Mayor Taylor introduced his family. He thanked his friends for attending this evening. He expressed his thanks to everyone who worked and committed them- selves to his campaign. He stated that the challenges that face us are large and imposing. However, working together we can transform vision to reality. His vision, which many share, is a community living together with mutual respect and equal opportunity to excel. He has a vision of safe streets and neighborhoods Where personal safety for children and adults is a routine of daily life. The vision for down- town Boynton Beach has already begun to be brought to focus with the recently- conducted charette. The town square will provide a communJty gathering place and anchor the approach to a quaint village area of mixed use shops, restaurants and living quarters, Hayor Taylor stated that it can be done and it will have his full support. He stated that our vision must expand to include the revital- ization of neighborhoods to enchance property values and provide all residents with a positive attitude about where they live, Bringing all this to reality will require professionally-oriented city employees who are dedicated to pro- viding the one product the city provides its residents, i.e, service. To attract and retain that caliber employee, the city must provide equitable salaries and good working environments. The revenues required to turn our visions into reality can be obtained by a proactive stance toward attracting clean industry to Boynton Beach. These are a few of Mayor Taylor's thoughts on our visions for the future. He stated that we need the entire leadership of Boynton Beach {civic, business, homeowner presidents and individual residents) to particiapte in this visioning process and plan action steps to make it succeed. With the help of the other commissioners and the city manager, he intends to initiate this process in the weeks ahead. Mayor Taylor told of his hero. His hero was a man among men, and taught him to see people from the inside, not the outside. His hero told him if someone doesn't like you or treat you as you expect, do not get upset. Instead, look first at yourself and see if there is some fault you are displaying. His hero taught him to respect the man who sweeps the floors to earn an honest living. His hero instructed him to hold the elderly in high esteem for their wisdom and experience. His hero showed him the value of hard work, the'necessity for courage, a concern for those in need, faith in God, and stressed the importance of family. His hero was 87 years old when he died, and he had only a sixth grade formal education. His hero, who was the most intelligent man concerning human nature he has ever known, is his father. In the two years ahead, Mayor Taylor promised to adhere to his counsel and advice as he serves the family known as the residents of Boynton Beach. He thanked everyone for this opportunity. A. Remarks by Vice 14ayor Lynne 14arson Vice Mayor Matson was excited about her last year in office. She believed that the people in the City have put forth the message that they were tired of people who wanted to manipulate what was going on in the City. She thinks they sent a clear voice that they wanted clean campaigns and people without hidden agendas -3- #INUTES - SPECIAL CITY COffilS$ION NEETING BOYNTON BEACH, FLORIDA MARCH 30, 1995 of their own or anybody else's. She looked forward to spending her last year with this new Commission. She looked forward to a year of vision. She believed this is the dawning of a new day for the City of Boynton Beach. She was very proud to be part of the government of the City of Boynton Beach. She wished Mayor Taylor and Commissioners Jaskiewicz and Rosen good luck. She felt they will do a wonderful job for the City. B. Remrks by #~yor Pro TI Br&dley Mayor Pro Tem Bradley stated that Mayor Taylor is a man of vision and leadership. He felt encouraged and' privileged to be a friend of Mayor Taylor's because Mayor Taylor is a man of integrity. He looked forward to a great year and years to come. Remarks b~C~Ilssloner J&sktewlcz Commissioner Jaskiewicz offered Mayor Taylor her best wishes for the coming two years. She stated that her idea and ideals for this City are-similar to Mayor Taylor's. She said she has much vision for the City and knows that with this Commisison and with the help of all the citizens, a lot of action will be taken. She looked forward to the citizens' support and two great years. She said she has high objectives for the City. O. Reirks by C~Ilssloner Rosen Commissioner Rosen hopes this election sends a message that personal attacks are not the key to success. He stated that evidently, the majority of the people in Boynton Beach feel the same way. He hopes those who were on the other side will now join us in a positive effort for Boynton Beach. He wished Mayor Taylor good luck. Mayor Taylor stated that he was very honored to sit among the other com- missioners. VII. SELECTION OF VICE NAYOR AND MAYOR PRO TEH Mayor Taylor opened the floor for nominations for the position of Vice Mayor. Vice Mayor Matson moved to nominate Mayor Pro Tem Bradley for the position of Vice Mayor. Commissioner Jaskiewicz seconded the motion. Vice Mayor Matson moved to close the nominations. Commissioner Jaskiewicz seconded the motion. The motion to appoint Mayor Pro Tem Bradley as Vice Mayor carried unanimously. The floor was opened for nominations for the position of Mayor Pro Tem. Commissioner Jaskiewicz nominated Lynne Matson as Mayor Pro Tem. Lynne Matson was unanimously appointed as Mayor Pro Tem. Mayor Taylor congratulated Vice Mayor Bradley and Mayor Pro Tem Matson. IX. AOJOURN#ENT There being no further business to come before the Commission, Vice Mayor Bradley moved to adjourn the meeting at 5:30 p.m. Mayor Pro Tem Matson seconded the motion which carried 5-0.
