ITEMS FOR DISCUSSION A.. ~olnt DIscussion with County Co~ml$$1oner Mary McCarty Re: county Assistance on Projects Commissioner McCarty thanked the Mayor and City Commission for the opportunity to Participate in this meeting. She advised it was the first time she has done thi~ with any of her twelve cities and Boynton Beach was the first to respond to her offer to meet with her. She plans to talk about the issues important to Boynton Beach and continue such meetings at least once a year. She is even favorable to combining it into a town hall meeting in the future. Mayor Taylor expressed appreciation for her coming and was glad to hear that we were the first on her agenda. He looks forward to this continuing and hopes we will not be at a disadvantage as far as dollars coming in with being the first. i Asslstanc~ with Medlan Beautification City Manager Parker referred to the attached list being a wish list showing estimated costs for which the City is seeking the County's assistance. She poihted out how it was broken down under the current grant program. She reviewed the list covering medians and added that none of these are in the pro- posed budget currently under consideration. Comnissioner McCarty explained that Beautiful Palm Beaches is the agency which the County contracts with and in that budget, there is $400,000 to be allocated countywide. She explained how the requests would be prioritized. June 30th is the grant application deadline. The County Commission also approved a mechanism whereby additional beautification could be done throughout the County. She explained how a special taxing district could be formed by district She ref,~rred to Commissioner Aaronson showing interest in this for his ~istrict and 'exp ained how it was a mechanism for the unincorporated areas which do not have the money. DepUty County Engineer Jack referred to Boynton Beach getting a grant of $16,000 formbeautification last year and told about working with Kevin Hallahan. He expected a request to continue this program on North Congress Avenue, but added that it does depend on a 50% match. Many of these requests will depend on how much Boynton Beach puts in and June 30 is the closing date. City Manager Parker resOonded that we did put in for two medians for the upcoming grant on North Congress Avenue, but the listing covers other areas. City Manager Parker asked if there was any other way besides Beautiful Palm BeaChes to secure funds and Deputy County Engineer Jack replied that the grant waSIapproved for Woolbright Road from I-§5 to Congress Avenue and they have agreed that Beautiful Palm Beaches would be the program. He added that unless the~e is some special request for funding, there is no other funding. May. Depl )r Taylor questioned how Beautiful Palm Beaches makes their decisions and lty County Engineer Jack explained how they reviewed all the applications and -2- HINUTES - CITY COHHISSION WORKSHOP HEETING BOYNTOH BEACH, FLORIDA JUNE 13, 1995 considered quantity of grants, areas to be improved, ability of agency to main- tain, etc. Commissioner McCarty added that there is more money than last year. City Manager Parker advised that the third item on the list did get approved this week and the Department of Transportation will assist with a public hearing being held on June 20. City Manager Parker told about meeting with the Chamber of Commerce last night and discussing Boynton Beach Boulevard and how the medians would require some closures. She told about residences and businesses being affected, but stated that D.O.T. will fund 1D0% of the cost from 1-95 to U. S. 1. Development of Quantum Park Site City Manager Parker referred to this being the second item on the list sub- mitted by Mr. Charles Frederick and advised that this has been discussed with Mr. Eschleman. There'are also some smaller dollars for discretionary money for the downtown school. Intracoastal Park and Boat Ramps Assistance with Funding of Downtown Civic Center Cit~ Manager Parker referred to submitting a request to the County at a develop- mens cost of $2,000,000 including two boat ramps and parking and in response, Mr. Eschleman told about recently completing an extensive survey of the entire County and how the results showed a tremendous shortage of athletic facilities with a tremendous youth growth in addition to needing special facilities and bo~ ~ ramps which are expensive and their present funding sources cannot handle. He )lans to propose a number of projects to the County Commission on June 27 and al } address their role as far as community parks. He told about the Int~acoastal property being an excellent site with tremendous potential to add~ess boating needs. He is hopeful a bond issue will address these needs as wel as assist cities in athletic field construction. Commissioner McCarty added that these projects will be discussed on June 27 and gen.~rally each Commissioner will be allotted $3,000,000 to $4,000,000 and totals abo:~t $25,000,000 of projects. The two projects she would be associated with in her district would be the Intracoastal Park site and the property across from Atl;~ntic High School for a youth community center with limited meeting facili- tie:;. She referred to the Atlantic High School area site being available for eve~'yone in the area and the County would give about 1.9 million dollars and the Ci~' of Delray Beach has agreed to acquire the land. They are going forward wi i this depending on the School Board being a partner. They are anxious to haw an opinion on Boynton Beach's involvement in this project. Comn~issioner McCarty referred to a $25,000,000 to $30,000,000 bond issue and stated that as it stands now, there is $1,400,000 or $200,000 per district. However, the bond issue would cost about $3,000,000 per year. Issues would have to~e prioritized. City Manager Parker referred to focusing on the three major -3- HINUTE$ - CITY COHHISSION WORKSHOP HEETIHG BOYNTOH BEACH, FLORIDA ~UNE 13, 1995 items of Intracoastal Park, Optimist Park and the Downtown Civic Center. Mayor Pro Tem Matson stated that the City does have three County Commissioners and possibly the wealth could be shared. Commissioner McCarty clarified that the #1 priority is the Boat Ramp Park and City Manager Parker agreed and added that #2 had not been decided and told about discussions for the civic center and whether to restore the high school into a civic center and construct a new civic center at a cost of about $4,000,000. Commissioner McCarty advised that if the restoration of the school is followed through, there are a lot of state historic grants available. Commissioner McCarty referred to waiting on the civic center and Vice Mayor Bradley told about the current uses of the civic center on Ocean Avenue. Funding of Posslble Purchase of Shooter's Property Mayor Taylor stated that he walked Intracoastal Park and also thought about Bass Proland Quantum Park and having a four lane boulevard run into the park. He looked at Shooter's and his thought was if we owned that property and that became a civic center, it would be tremendous and put the north end of the city on the map. He discussed this with the City Manager, but it is just in the thinking stage. Mr. Eschleman added that it is preferable to locate a civic center where there are no public buildings and Commissioner Jaskiewicz pointed outlthis location would meet that criteria. Commissioner McCarty referred to funds being available for coastal beach areas and discussion followed about whether this could be included in that or a determination made to cross-over some other monies. Usage of School Facilities Vice Mayor Bradley questioned sharing the use of school facilities by using their fields, basketball courts, etc., and Mr. Eschleman told about this being pursued and Commissioner McCarty added that agreements have been signed. Mr. Eschleman added that they are trying to get use of the actual school plants that are currently fenced and are supporting legislation to reduce liability exposure for the schools. The County is hopeful of opening up the school faclltiies at nights for the kids. Commissioner Jaskiewicz told about the phys- ical plant at Congress Middle School being horrendous and how the graduation ceremony was held under very undesirable conditions. She thought the auditorium at Atlantic High School should be made available. County Taking Over Ownership of Gateway Boulevard from U, S, 1 West Currently Part of the Road is City, Part is County Mr. iEdwin Jack told about the City taking over this road and it not being devel- oped to.County standards and agreed that the County could take it over, but it would have to be assessed to make sure it meets their standards. City Manager Parker asked if it was not up to County standards, would the City have to bring it'Up prior to the County taking it over? She added that it was a County road priOr to 1987 and the City has just maintained it. S. 1, but Village RQyale objected and the City took it over. Vice Mayor Bradley added that now there is the need for the widening since the opening on the interchange. Mr. Jack stated that it needs to be on the thoroughfare plan, but the City should bring it up to standards. City Manager Parker replied that the County planned to do it originally and the proj- ect was just delayed. After discussion, Mr. Jack agreed that it could be sub- mitted for the Board's approval in concept. Mayor Pro Tem Matson referred to citizen input being requested on this and City Manager Parker replied that she needed direction from the Commission, but we should proceed with the County taking over the road and maintaining it. Mayor PrO Tem Matson stated if it was going to be four laned, the citizens must be notified and Commissioner McCarty advised this is not in her district and it would have to be coordinated with Commissioner Lee. Commissioner Jaskiewicz added that the citizens in that area have had a change of heart with it being dangerous to walk along Gateway Boulevard. It was agreed to move this forward with public input. Lawrence Road Widening, Miner Road Extension, S, W, 23rd Avenue Improvement, and Woolbrlght Road Widening Mayor Taylor announced that Lawrence Road has been moved up on the five year proigram, but questioned what has been happening with Miner Road. Mr. Jack informed him that Miner Road has been delayed and is not in the five year construction program. He explained that the drainage was not adequate and they had to negotiate with the engineer for a revised design. In the current program, it is being rescheduled into 1995/96, a six to eight month delay. ConStruction is projected in April, 1996. City Manager Parker further explained how one section of the road was not addressed in the original design. Mr. Jack added that the cost of the road has increased from $550,000 to $900,000. Ma~or Taylor asked about the left-hand turn lane off of S. W. 23rd Avenue into Golifview Harbour and Mr. Jack informed him that project was bid a few months ago, but no bids were received. It was rebid and they are signing an agreement andl construction should take place in a couple months. Mayor Taylor asked if there were plans to widen Woolbright Road and Mr. Jack staited that the design is about 90% complete for widening from 1-95 to Congress and is scheduled for construction in 1996/97. Mayor Taylor referred to buffers fort the residences and Commissioner McCarty replied that the County definitely does not do walls, but explained how it could be negotiated for the sidewalk loclation or buffer landscaping if the community matches the price. Commissioner Jasikiewicz commented that it would be better to expand on the one side where the apairtments are located and Mr. Jack replied that they are restricted by the rigiht-of-way which is there. Commissioner McCarty referred to the apartments doniating right-of-way and Mr. Jack replied that the design is about done. Disicussion ensued about the swale area, median size, landscape strip, bike lances, etc. needed. -5- MINUTES - CITY COMMISSION WORKSHOP #EETING BOYNTON BEACH, FLORIDA JUNE 13, 1995 County Philosophy on the City Requesting Impact Fee Credits City Manager Parker stated that this issue came up because we have new staff and new board members and they questioned the County's feeling about the requests for impact fee credits from developers and Mr. Jack replied that the County would like to be informed of what the City is doing. Commissioner McCarty adviised that it should be taken on a case-by-case basis and the Board is genierally inclined to work with the City. She continued that the County Commission is currently looking at ways to encourage development to areas targeted for redevelopment. Whenever a company wants to come into the County andi selects a redevelopment area, there is extra money involved if they choose downtown rather than Quantum Park. This will be discussed at their workshop on Junie 27. They are looking at the growth philosophy for the future to find out whait they can do to get developers on the coast and certainly waiving impact fees for the CRA areas is on the table. commissioner Jaskiewicz asked if the CRA boundary area could be expanded and Mr.! Tarlitz agreed that it could be, plus that areas right adjacent to it should be icon$idered. He has been meeting with CRA directors and talking about devel- opiing leverage programs with private investors with CRA monies to make monies go further. He told about Delray Beach having 16 banks interested in the proigram. He told about their participation in the development regions program. He ihas worked with Boynton Beach on several projects, Quantum Park, downtown and thel waterfront. Mayor Taylor agreed that the County has been very instrumental worlking with the City, but the developers dropped the project for the marina. Mr.i Tarlitz told about he County offering Bass Pro $600,000 to attract them to Boylnton Beach rather than Dania. Mr.i Tarlitz referred to the status of the marina and Mayor Taylor told about the devieloper having problems funding the parking garage and wanting to downscale. commissioner McCarty told about a California convention center using gas tax monley to help build a parking garage because it related to cars. Mr. Tarlitz ref!erred to Ann Ford having business commitments and Mayor Taylor agreed, but thel developer did not move forward and we are now open to new proposals. commissioner McCarty stated that Boynton Beach is on the right track with the mariina project and Bass Pro and is sending a good message. Other Mayior Taylor asked if there were any questions from other participants for Commissioner McCarty and her staff and Mr. Richter stressed the widening of Gatieway Boulevard with noting the new developments taking place in Hypoluxo and Lanltana which will increase the use of that interchange. Mr. Powell questioned thei involvement of the government in widening this road since it is related to the 1-95 interchange and Mr. Jack informed him that they are only committed to Seacrest Boulevard, the nearest intersection. Mr. Powell stated that Gateway Bouilevard is a definite safety and traffic hazard and added that Golf Road is also an over-utilized County road. -6- MINUTES - CITY COHHISSION WORKSHOP MEETING BOYNTON BEACH, FLORIDA JUNE 13, 1995 MayOr Taylor thanked Commissioner McCartyand her staff members for coming and ~the County representatives departed at 7:50 p.m. B. Community-Wide Visioning Session May)or Taylor advised that he had prepared packets which will be in the Commissioners' boxes tomorrow. He referred to the visioning done with the department heads and suggested that the community now get involved to make this wor)k. He explained how the costs for a visioning session would be sponsored by thel public community and the City with people being invited to attend. A ste)ering committee will do a matrix of the community to be sure to have a com)plete balance of the community with an equal amount of women, business peo!ple, minorities, etc., so one segment does not throw it out of kilter. The whoile community must be included. Everyone who attends must be chosen. Commissioner Rosen questioned the results of this session and Mayor Taylor stalted that the groundwork has been done with our sessions and there are five arelas to be addressed. We need to form a steering committee now and prepare an ageinda to address at the conference. He explained how a professional facilita- tor) would handle the focus on the programs and the end result would be a living actlion plan. A committee then would be established to follow through with it. May)or Pro Tem Matson told about Directions '94 being facilitated very well and disicussion ensued about the importance of having community representation, pro- cee!ding with the information formulated at the recent visioning sessions and app)ointing a steering committee. Mayor Taylor offered to have Mr. Sandy Simon add)ress the Commission and Mayor Pro Tem Matson stressed the importance of each i . Commissioner having an equal allocation of representatives. It was agreed to try) to schedule this session around the middle of August. III), RECESS AT 8~00 P,M. - EXECUTIVE SESSION TO DISCUSS THREE PENDING LAWSUITS The) Commission recessed at 8:00 p.m. to meet in Executive Session. Downtown Development commissioner Rosen suggested proceeding with working together and setting up a timetable after getting the report from Larry Gross. He asked how the Commission felt about the idea projected of an overlay and went on to explain howl the 45 ft. height limit elimination created a different view. A long dis)cussion followed on the possibilities available without the height limita- tioin. There was also mention of creating zoning overlays regarding parking and landscaping. There was also discussion about other areas for business develop- men~. Commissioner Rosen concluded that this hinges on the visioning conference before we can proceed. D, Economic Development and Rec.rultment Efforts This item was covered previously. ~ E, COP Program MayOr Taylor stated he prepared a package containing the plan of Long Beach, California and how they implemented it. The similarities to what we have are very striking. They had high drug sales, norma~ problems in the police depart- *Morale men~, disintegrating neighborhoods, etc. He told about looking at community (Corrected pOI!icing in six months. The community must be involved. 7/5/95) Vic~ Mayor Bradley stressed that Citizens on Patrol and the Wrice Program should noti be confused with this. Mayor Taylor stressed that we must have a plan and shOW how it is going to be accomplished and when. Vice Mayor Bradley agreed theire is a lot to be discussed and the whole police department must be tran- for~ed. Mayor Taylor explained how everyone would be a part of COP and how the oldl system for promotions should be changed.
