I. OPENINGS:
Call to Order - Mayor Gerald Taylor
Pledge of Allegiance to the Flag led by Commissioner Matt Bradley
Mayor Taylor called the special meeting to order at 6:07 p.m. Commissioner Bradley led the
Pledge of Allegiance to the Flag.
C. Agenda Approval - AdditiOns, Deletions, Corrections, Adoption
There being no additions, deletions, or corrections to the agenda, Commissioner .laskiewicz
moved to approve the agenda as presented. Commissioner 'lqllman seconded the motion that
carried 5-0.
Election Issues
Motion
Canvassing and declaration of certified election returns from General
Election held on March 10, 1998 ~,
Commissioner Bradley moved to accept the returns. Vice Mayor Titcomb seconded the motion
with congratulations. The motion carried 5-0.

PRESENTATION/ACKNOWLEDGEMENT AND APPRECZATZON OF SERVICE TO
MAYOR AND CITY COMMISSIONERS
City Clerk Sue Kruse presented plaques in appreciation of the many hours of dedicated service
to Lhe City of Boynton Beach from 1997 to :[998 to Mayor Taylor, Vice Mayor Titcomb,
Commissioner .]askiewicz and Commissioner Ti,man. She announced that Commissioner
Bradley was recognized and presented with his plaque at the regular City Commission meeting
held on Tuesday, March 3, :L998.

a. Remarks by: Mayor 3erry Taylor
Mayor Taylor thanked Vice Mayor Titcomb for filling in for him many times during the past year
and performing in an outstanding manner. Mayor Taylor welcomed back Commissioner Tillman
who ran a picture-perfect campaign and set the tone for campaigns in the City of Boynton
Beach. Commissioner lillman was very effective .in selling himself on the issues and the
community responded. Mayor Taylor said he has worked with Commissioner Bradley over the
past three years and feels he has always had the best interests of the community in mind when
voting on the issues. He commended Commissioner Bradley for standing on his values. He has
served the community well and will be missed. Mayor Taylor wished him well.
Remarks by: Vice Mayor Titcomb
Vice Mayor Titcomb said he has immensely enjoyed the experience of working on this
Commission. This Commission has been a harmonious and cooperative team that is getting the
job done. He looks forward to continuing his job for the City. He wished his fellow
Commissioners and Commissioner Bradley all the best in future endeavors, and wished
Commissioner Nellie Denahan the best in working together with the Commissioners to make
this City the best it can be.
Remarks by: Commissioner Shirley 3askiewicz
Commissioner Jaskiewicz expressed sadness about Commissioner Bradley's departure. She
reminded everyone that prior to being elected in 1995, she made a statement that if she, Jerry
Taylor and Sid Rosen were elected and joined Matt Bradley and Lynne Matson, the City would
have the closest thing to a "dream team" anyone could ever imagine. The dream turned out to
be a vision and the vision is becoming a reality. She thanked Commissioner Bradley for the
honor and privilege of serving with him. The City of Boynton Beach has had many good
Commissioners and Mayors, but it is rare to find an entire Commission that can work together.
Commissioner .laskiewicz feels the job Commissioner Bradley will be assuming in Evergreen,
Colorado reflects the integrity of Commissioner and Mrs. Bradley. She congratulated them both
and asks the Lord's blessings on Commissioner Bradley in his endeavor.
Remarks by: Commissioner Henderson Tillman
Commissioner Tillman said he won a good fight because he has always believed in the consent
of the governed. He is proud of the fact that the people of Boynton Beach spoke and reelected
him to serve. Commissioner Tillman has been elated to work with a strong group of people
who are getting the job done. There is a job to be done and he wants to continue to see the
work come to fruition. Commissioner Tillman explained that Commissioner Bradley spoke at his
church a number of years ago. At that time, he knew Commissioner Bradley had the integrity
to do great things. He is proud to know him and to have had the opportunity to work with him.
He wished Commissioner Bradley the best and prays that God continues to bestow his blessings
on him.

Remarks by: Commissioner Matt Bradley
Commissioner Bradley thanked the Commissioners for their kind words and explained that this
is a time he has both dreaded and looked forward to. Working in this City has been an
incredible experience. The City is now taken seriously across the County and across the State.
That is the result of the cooperative efforts of this Commission. The City is in a springboard
position. However, there are organizational and individual agendas. When efforts are parallel
community-wide, we will achieve sustainable change..Reaching goals will require that the City
leaders are united and the organizations find a way to build consensus. We are headed in the
right direction but must be sure we can put our sights on the goals that came out of the
planning group.
Commissioner Bradley thanked the residents of the City for placing their trust in him. He also
thanked the City employees for going above and beyond the call of duty. Tn addition, he
thanked the City Commissioners for partnering with him. He asked that he and his wife be
remembered in everyone's prayers.
V. ADMI'NISTRATi'ON OF OATHS OF OFFICE/REMARKS
Standing near the American Flag, City Clerk Sue Kruse administered the Oaths of Office to
Commissioner Nellie Denahan. Commissioner Denahan took her place at the dais.

A. Commissioner Nellie Denahan
Commissioner Denahan is proud, honored, and overwhelmed by the support of the community.
She thanked the voting citizens and everyone behind the scenes. She particularly appreciated
the endorsement of the City's firefighters. She feels privileged to work with this Commission
and hopes she can carry the torch pasSed along to her by Commissioner Bradley. She
especially thanked her husband .led, three children Joshua, Jordan and Tyler, and her extended
family that includes Pearl, Lee and Bruce Black. Commissioner Denahan said she is committed
to achieving many things in the City while honoring God and the citizens of Boynton Beach.
B. Commissioner Henderson Tillman
Commissioner Tillman thanked all of the candidates who ran in the recent election because they
helped him strengthen his resolve to be a Commissioner in Boynton Beach. He worked with
very good people who included IVlr. & Mrs. Larry Thomas and IVlargaret .lohnson. He thanked
his wife and family. Commissioner Tillman explained that he received grassroots support during
this election and he worked very hard to run a good campaign. This was an important step in
making Boynton Beach a better place. He would like to see this type of campaigning in every
election. Commissioner Tiliman is very happy to be able to work with his fellow Commissioners
as the City moves forward in making visions a reality.

Commissioner Denahan moved to nominate Commissioner .laskiewicz as Vice Mayor. Vice
Mayor '~tcomb seconded the motion.
Vice Mayor Titcomb reported that the position of Vice Mayor is demanding. Being in his own
business permitted him to meet that demand. He is hopeful that whoever becomes the next
Vice Mayor understands the commitment, time and energy that is needed to do a good job.
With no additional nominations, Mayor Taylor closed the nominations and polled the vote. The
motion carried 5-0.
VT?. ADMZNTSTRATZON OF OATH OF OFFTCE TO VTCE MAYOR/REMARKS
City Clerk Sue Kruse administered the Oath of Office to Vice Mayor Shirley .laskiewicz.
Vice Mayor ~laskiewicz extended her thanks and acknowledged that the duties associated with
this position are difficult.

Visions 20/20 Planning Study Workshop being held at 6:30 p.m. in the
Library Program Room (Community Redevelopment Agency)
Mayor Taylor made this announcement.
