CALL TO ORDER
Mayor Taylor called the meeting to order at 4:05 p.m. with regard to the negotiation of
contract with James Duncan & Associates. Commissioner Tillman was not yet present.
Tambri Heyden, Director of Planning and Zoning, introduced Mr. Iler who distributed
and reviewed a handout of the major work tasks and products that were advertised in
the scope of services put out for public bid, and the level of effort (total hours)
necessary to complete each. The team's goal is to give the City a coherent
implementation program that can be implemented, and come up with a viable
redevelopment pla~ and program for Boynton Beach. Mr. ller advised that the tasks
are listed in the order that they were in the RFP and will have to be reorganized
Task 1 - Housing and Neighborhood Analysis - The team will develop a City-wide
housing strategy partially focused on a~ effort to encourage higher end single-family
residential in Boynton Beach. The team will also do a needs analysis for all the
neighborhoods in the redevelopment area and develop strategies that could be used to
provide incentives and programs for homeowners to upgrade their residences to clean
up neighborhoods. The team will a so develop a renewal plan for the older single-family
neighborhoods.
At this time. Commissioner Tillman arrived
Task 2 - Redevelopment Area Plan - This is the largest of the tasks and probably the
most critical. This would include an augmentation to the CRA base maps, a design
plan for the target areas, design components for the cultural center and amphitheater
area, designatio~ of downtown areas that would be suitable for infill as well as mixed
use development, a "gateways" prototypical master plan for the gateways to the City,
design requirements for neighborhood entry signs, a CRA parking strategy, a Marina

the City is going through the Evaluation and Appraisal Report process and is going to
want to incorporate those changes into that process.
Mr. Iler advised that we will probably end up with about 20 or 30 tasks once these five
tasks are detailed.
Mayor Taylor referred to Task 2.2 (the target areas design plan) and asked for
clarificetion of the target areas. Mr. Iler stated that the target areas are the areas
around the business corridors. They are the areas that would I~e set back several lots
from the business corridors and not lay on the corridors. They would have
relationships, land use wise and zoning wise, to them and may be appropriate for some
changes based on the recommendations in the corridors themse ves The target areas
have ;oeen specifically laid out in the RFP.
Commissioner Tillman inquired about how Task 2 will affect infrastructure. Mr. lief
stated that one of the major requirements is that when the downtown redevelopment
plan is completed for the Marina, the downtown, and the civic area, the team will
identify fundin~ and priorities for any infrastructure needed to implement the plan, and
provide a complete report and program to implement any infrastructure needed
Vice Mayor Titcomb referred to Task 5.1 (implementation strategies, priorities, and
frequency/ and asked how involved the team will get in the actual implementation and
how they are going to make sure the strategies are implemented. Mr. Iler stated that
the team will recommend strategies that have worked in other areas and that [hey know
can work. They will give the City with a very specific schedule of projects,
responsibilities for ~mplementation, funding sources that either are committed or have a
very high potential for commitment, priorities and implementation and recommend an
overall implementation coordinating structure. They will provide an implementation
structure that would allowa check and balance to make sure the schedule is being kept
and if not. why not. You have to assign responsibilities for implementation and there
has to be an overall implementing entity in charge.
Commissioner Jaskiewicz asked if the team will write grants. Mr. Iler advised that at the
very m~nimum, the team will provide the City with the details of the program, the
requirements, the analysis that shows the City meets the criteria, and will recommend
programs. They will only recommend funding sources that they feel the City very
easily meets the criteria for. If the City would like the team to write the grant
application, the team can. However, there was not any grant writing specifically in the
scope of work that the City asked for.

Mr. Iler mentioned that the team can maintain a web site for the project to notify people
of important items and meetings. They can also put documents that are going to be
heard at public hearings on the web site. This is a valuables, tool for keeping people
involved.
Mayor Taylor asked when the document detailing the five tasks will be available. He
also inquired about cost. Mr. Iler advised that it will be ready within a week or two. He
has a cost figure for each of the five major tasks, as well as a final figure.
Mayor Taylor would like to see the breakout of costs for each of the tasks within the five
major tasks before making any decisions. The rest of the Commission agreed.

There being no further business to come before the City Commission, the meeting was
adjourned at 4:30 p.m.
