Mayor Weiner called the meeting to order at 6:03 p.m. She announced that due to
illness, Vice Mayor Matson would not be present. Further, Mayor Weiner read a
memorandum from Commissioner Aguila wherein he explains his past relationship.
with one of the firms presenting this evening. (A copy of Commissioner Aguila.'s
memorandum is attached to the original copy of these minutes on file in the City
Clerk's Office.)
Mayor Weiner explained that each of the three (3) firms will be permitted thirty
(30) minutes for their presentations. The Commission will then select the con-
sultant who will prepare Phase I of the Historic Schools.
Smt~h Architectural Group~ Inc,
Jeff Smith, President of Smith Architectural Group, introduced Ken Brower of
Smith Architectural Group and Tim Houllhan of Gee & Jenson Engineering.
Mr. Smith stated that Smith Architectural Group has a great deal of-experience
in historic preservation. Ken Brower is in charge of research and development
and contract administration. Gee & Jenson Engineering compliments the Smith
Architectural Group because of their expertise. They are multidisciplined and
have worked with the City of Boynton Beach in the past. Janice Drewing is also
part of the team. She is a grants specialist for historic preservation. She
has raised over $27 million in grant funds. The Lord Gnoup is another part of
the team which handles cultural and resource planning. ThmLord Group does the
necessary market research which helps decide the best use for the buildings.
Nr, Brower spoke about Janice Drewing. He explained~that she worked with the
Smith Architectural Group on the Town Hall project in Ralm Beach. A portion of
her resume was depicted on a display. Much of her work has been concentrated in
Sou~h Florida. She has experience in grant researchand acquisition. She is
awaqe of what to apply for and when to make those appt, icatioms. She has
experience in scheduling with architects to make certai~ the prqject comes in in
a timely manner.
The Lord Group will be the market researchers~. They are currently wQrking with
Gee & Jenson on the Maritime Museum for the City of West Palm Beach. They have
developed a database of research which ca~ be a~plied to the HistQric Schools
project. '
Tim Houllhan, an architect with Gee & Jens.on, ~Qid the firm has been in Palm
Beach County for forty-two {42} years. The,~ hav~ six {6} branch offices aroun~

the State of Florida. Gee & Jenson was asked to join the team because of the
firm's specialties which will assist the project. The firm has expertise in
adaptive reuse both architecturally and from an engineering standpoint. They
arelcurrently involved in the Palm Beach County feasibility study to adaptively
reuse the 1916 courthouse in downtown West Palm Beach. Gee & Jenson's mechani-
callengineering department is another specialty department. Lee Kendrick, a
mechanical engineer with the firm, specializes in air quality. This is a very
important factor in adaptive reuse given the ages of the buildings involved in
such projects. Gee & Jenson has done the structural inspections of the
buildings.
MayOr Weiner noted that Ms. Drewing's and the Lord Group's qualifications were
not)listed in the back-up material supplied for review by the Commission. Mayor
WeiSer explained that she was particularly interested in the grants specialty.
MayOr Weiner asked that the record reflect that Ms. Drewing was responsible for
the)grant acquisition for the restoration of Palm Beach Town Hall-$750,O00, City
of ~ey West-S328,000. Mr. Smith explained that he worked with Ms. Drewing on
the restoration of Palm Beach Town Hall and the restoration of Via Mizner. It
was further explained that Ms. Drewing's resume lists dozens of projects and a
copy of her entire resume was presented to Mayor Weiner. A booklet was also
provided listing information regarding the Lord Group. {A copy of Ms. Drewing's
resume is attached to the original copy of these minutes on file in the City
Clerk's Office.}
Mr. iSmith concluded his presentation by adding that the majority of his firm's
work is in restoration. They are currently working on the Casa Casaurina in
Miami Beach. He showed photos of a number of other projects which have been
completed by the Smith Architectural Group. He explained that the Ever lades
Club is similar in size and scope to the Historic Schools in Boynton Be~ch. If
the)Smith Architectural Group is selected, the Lord Group will work on inter-
viewing the community, the historic board and the City Commission to determine
the!best use for these schools.

Bob Cuttle introduced Frances Bork, Chairman of the Old School Square Cultural
'Cent:er, and Leslie Dlebolt, Historical Architect. Mr. Currie stated that the
Cit, of Boynton Beach has a unique situation in that these buildings need new
lifi. This project will bean adaptive reuse. Mr. Currie intends to poll the
co~unity in order to form a consensus of what the community would like to see
in :he buildings. Drawings will be developed and historical documentation will
be lade. That will bring the project to the grant process. Leslie Diebolt
wi ). work on the documentation process and assist in submittal of grant applica-
tio~)s.
Frances Bork said it is important to determine what the community expects from
thelbUil~s. She can be helpful in developing town meetings for this purpose.
While doing this, she will be investigating the types of programs which might be
offered in the buildings to determine how much revenue will be produced or how
much money the programs will cost to support. A questionnaire will be developed
at an organizational meeting. Ms. Bork stated she understands this RFQ because

she sat on the advisory council which awarded the funds for it. Further, she
has been involved in this process for a long time.
Leslie Dlebolt has been involved in many projects and is aware of the reporting
requirements and the performance requirements in terms of architectural stan-
dards for buildings and the timeliness of conclusion of the project. Ms.
Diebolt will supply background information of a historical nature and develop
base documents.
Mr. Currie stated that when all information is gathered, the design of the
building will take place and final design drawings will be prepared. The
drawings will be reviewed during various stages prior to completion.
Ms. Diebolt explained that her practice is exclusively historic preservation
architecture and has been so for the last fifteen (15) years. She has sixty
(60) projects to her credit and Mr. Currie has somewhat more including some very
local projects. Ms. Bork is very involved in preservation. She has been
involved at the State level and currently serves on the Historic Preservation
Advisory Council. Ms. Diebolt also served on that Council. This involvement
allowed them to read the grant applications of over 1,000 applicants. By
reading those applications, they were provided with an understanding of ideas
which are appearing throughout the State.
Mr. Currie said this group would bring team history to the project. They have
worked together in the past and have an extensive portfolio of historic restora-
tion projects. They have learned that these historical restoration projects are
the best tools for redevelopment of a con~nunity.
Commissioner Walshak questioned whether this group had done any schools in the
pas~. Mr. Currie answered affirmatively and pointed out that Kings Academy and
themjewish Community Center in Boca Raton are two of the private schools he has
beein involved with. Old School Square was one of his projects and he is doing
a plroject at Florida Atlantic University. Also, Mr. Currie is currently working
on a project at Palm Beach Junior College.
Mr.ii Currie thanked the Commission for the opportunity to make this presentation.
MaYor Weiner explained the timetable involved in the purchase of these two
SChlOOlS. The City of Boynton Beach is on a two-year schedule for purchase of
them smaller school and a four-year schedule for purchase of the larger school.
Msii Parker explained that this planning grant must be completed by June. Prior
tOilCOmpletion of this grant, the City will be submitting an application for the
capital improvement funds to get a special line item for the major restoration
work on the 1913 building. The City has between six and eight months to apply
fo~ the first grant for capital improvement funds.

Rlqhard Helsenbottle, President of R, J, Helsenbottle Architects, made the pre-
sentation and will be the principal in charge of the project. He presented an
organizational chart showing John Baccari as the Project Manager. Mr. Baccari
is!la resident of Delray Beach. Some of the specialty people involved outside of

the Heisenbottle staff include Goodkin Research. Goodkin Research has a staff
which specializes in historic preservation projects and will assist in deter-
mining what should go into the project. ATEC Environmental is one of the
largest environmental engineering firms in the area. Also, two preservation
consultants are used on every project. They are Matthew Moscow and Charles
Cha'e.~ Gordon Anson is a museum specialist who will be consulted if a decision
is made to incorporate a museum. Structural engineering issues will be dealt
with by Maurice Gray Associates.

Heisenbottle spoke of the firm's experience which included the Freedom Tower
:oration, Gusman Center for the Performing Arts, The Coliseum, The Cast Iron
Iding, the Coral Gables Women's Club and the Redlands Corrmunity Methodist
~ch. Maurice Gray was part of the team which worked on the Ellis Island
Building, Power House, Restaurant and Hospital. Mr. Gray has won three
'ds for the quality of his work in preservation. Matthew Moscow worked on
Hermitage, the Octagon in Mt. Vernon, and the Treasury Building. Charles
Cha~e was involved in the Coral Gables City Hall. John Baccari was the original
architect on the Morikami park Museum. Nell Dixon has worked on the Los Angeles
County Museum. He has currently designed the Minorca Playhouse project. Gordon
Anspn has numerous projects in his portfolio.
Mr.~Heisenbottle stated his firm specializes in preservation-type projects. He
displayed photos of the Freedom Tower, the Coliseum and the Gusman Center for
the/Performing Arts. These three projects were mainly preservation projects.
Mr.)Heisenbottle displayed photos of the Miami Edison Middle School and compared
it to the Boynton Historic Schools.
Mr.iHeisenbottle stated that if R. J. Heisenbottle Architects is selected for
thi~ project, he will participate in the project from beginning to end. He
poipted out that their experience is second to none and, if selected, his firm
can)begin work next Monday. He promised to complete the work within the sixty-
daY time frame.
Maypr Weiner questioned whether Heisenbottle would be of assistance in the
acquisition of grant money and asked if a commitment would be made to help the
City obtain grant funds. Mr. Heisenbottle provided an affirmative response to
both questions. He pointed out that the Coral Gables Women's Club would not
have been completed had it not been for grant money.

Shemasked for assurances that the firm would be on the job everyday if selected.
Mr-!Baccari responded that he lives in Delray Beach and expects to be part of
every meeting or discussion regarding this project. He stated his time would be
specifically devoted to this project. It was further pointed out that Neil
Dixpn resides in Pompano and Mr. Heisenbottle would not have a problem with the
one)hour drive to get here to Boynton Beach. In conclusion, Mr. Heisenbottle
vowed there would be no problem servicing this project.

Mayor Weiner explained that the procedure which has been followed in the past is
thej use of a closed ballot. The vote is done numerically with three (3) being
thei highest rating and one (1) being the lowest rating.
AttOrney Goren advised that the secret review becomes public as soon as it is
dispensed with publicly and discussed publicly. It will become part of the
pubilic record. Attorney Goren asked the Commissioners to sign the ballots
so ithat those voting can make their identities known. (The ballots are attached
to Ithe original copy of the minutes on file in the City Clerk's Office.)
Conimissioner Harmening stated that in the event there is difficulty in nego-
tiating a contract with the first choice firm, the second choice will then be
selected. Attorney Goren agreed this procedure would be legally correct.

Esteemed Mayor and City Commissioners, today December 28, 1992 a special
meeting of the City Commission for the City of Boynton Beach has been convened to
select an architectural firm for the restoration of the historic Boynton schools.
One of the short listed firms is a company with whom I was once employed. In fact,
as of mid-july of this year, I have not been an employee of this particular firm. I am
currently self-employed and work out of an office in Delray Beach for which I have a
current one year lease on which I pay a monthly rent. This lease has been in effect
since July 15, 1992.
As a point of reference, the Request for Qualification's sent out by The City, was
dated October 27, 1992, three and one-half months after I was no longer an
employee of the firm.
A local architectural firm with experience in historical preservation which can be of
benefit to the city should not be excluded from the process just because I was once

an employee of that firm.
I have been in contact with both counsel as well as the Commission on Ethics in
Tallahassee and have been assured that no conflict exists with either the written law
or the intent of the law and my position as a City Commissioner as it relates to
the matter at hand.
I will derive no financial gain, special privilege or compensation should this firm be
selected for this project and the commission should be confident that any past
employment I have had with this firm does not constitute a concern during these
deliberations. I have not participated in any discussions with any Historical Board
members on this project and have stayed away from any meetings or conversations
as they relate to this project. I have done so to make sure that even the appearance
of impropriety does not exist.
