CALL TO ORDER
Mayor Weiner called the meeting to order at 6:48 P. M.
PROPOSED RESOLUTION NO. R92-113 RE: DRUG ELIMINATION GRANT
Wilfred Hawkins, Assistant to the City Manager, stated that this Resolution
allOws the Commission to sign the back page and involves a grant which the City
of Boynton Beach is participating in with the Palm Beach County Housing
Authority. This involves a Federal grant for the Drug Elimination Grant Program
for Community Housing Projects. Boynton Beach's participation involves a
program that entails four police officers who will be assigned specifically to
thelCherry Hills Housing Project. They will be housed in an office in that area
and ~will be working on a four phase program over a period of one to two years.
This would deal directly with drug related crimes and working with the residents
of the public housing project. The signature page is just a portion of the
gran!t paperwork stating that Boynton Beach is participating in the grant, has no
current agreements with the Housing Authority, and that moneys used for the
granlt will go solely for this program.

AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE A
CERTIFICATION REGARDING THE PUBLIC HOUSING DRUG ELIMINATION GRANT
APPLICATION (HUD); A COPY OF SAID APPLICATION IS ATTACHED HERETO AS EXHIBIT
"A"; AND PROVIDING AN EFFECTIVE DATE.
Comm!issioner Aguila expressed concern about stgning page 64, not having seen the
other 63 pages, and felt a better effort needed to be made in getting informa-
tion to the City Commission more timely for review.

Commissioner Aguila moved to approve Proposed Resolution No. 92-113. Vice Mayor
Matson seconded the motion which carried 5-0.

A RESOLUTION'OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA,
AMENDING RESOLUTION NO. R92-102.
Mark Raymond of Moyle, Flanigan, the City's Bond Council, explained that in a
refunding transaction such as this, the underwriters prepare mathematical calcu-
lations which govern the application of proceeds of the bonds. It is absolutely
imperative that those calculations contain no mathematical errors and in order
to make sure that there are not any mistakes, the City engages an independent
certified public accountant (a verification agent) who goes through all those
calculations and verifies their accuracy. Yesterday, the verification agents
determined it was necessary to make an adjustment to those calculations. The
adjustment being made neither increases nor decreases the savings to the City,
but nevertheless is necessary. The Proposed Resolution implements the change.
In response to Commissioner Harmening, Mr. Raymond advised that the amount of
the change is $28,020.60.

Commissioner Harmening moved to approve Proposed Resolution No. 92-114. Vice
MayOr Matson seconded the motion which carried 5-0.

There being no further business, Vice Mayor Matson moved to adjourn at 6:53
P.M. Commissioner Aguila seconded the motion which carried 5-0.
