Minutes 03-26-92MINUTES OF THE SPECIAL CITY COMMISSION MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON TUESDAY, MARCH 26, 1992, AT 7:00 P. PRESENT Mayor Arline Weiner Edward Harmening, Vice Mayor Jose Aguila, Commissioner Lillian Artis, Commissioner Lynne Matson, Commissioner J. Scott Miller, City Manager James Cherof, City Attorney Sue Kruse, City Clerk I. OPENINGS A. Call to Order Mayor Arline Weiner called the meeting to order at 7:00 P. M. B. Invocation There was a moment of silent prayer. C. Pledge of Allegiance to the Flag led by Mayor Arline Weiner The Pledge of Allegiance to the Flag was led by Mayor Arline Weiner. D. Agenda Approval 1. Additions, Deletions, Corrections None. 2. Adoption Vice Mayor Harmening moved to adopt the agenda. Commissioner Aguila seconded the motion which carried 5-0. E. Announcements 1. Next Regular City Commission Meeting Mayor Weiner announced that the next regular City Commission meeting will be held Tuesday, April 7, 1992. - 1 - MINUTES - SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA MARCH 26, 1992 F. Presentations 1. Chamber of Commerce This item was deferred until the arrival of Robert Olenik, Jr. II. PUBLIC AUDIENCE None. III. NEW BUSINESS Canvass and accept general run-off election returns from Tuesday, March 24, 1992 ~City Clerk Sue Kruse read the following General Run-Off Election ilkesults for District II Commissioner which have been certified by i~he Supervisor of Elections: Lillian B. Artis Robert J. Walshak - 2,176 votes - 2,807 votes IV. PRESENTATION/ACKNOWLEDGEMENT AND APPRECIATION OF SERVICE TO COMMISSIONER ARTIS A. Remarks Mayor Weiner recognized Commissioner Artis for her services as a public official in the City and presented her with a plaque in appreciation of many hours of dedicated service in the City during 1991 and 1992. Commissioner Artis said working with the members of the present Commission and Staff has been a wonderfully fulfilling experience. She thanked the citizens of Boynton Beach for giving her the opportunity to put in force the many much needed programs that have had and will improve the City. For twenty-two years she has been a community activist, serving the residents of this City, and especially the most uniquely diverse racial ethnic and religious northwest area, District II. She has given her time on various boards, committees, community, educational, social, and religious groups. Her reward has been seeing the improvements that have come to the area and to the City. She stated that the citizens residing outside the boundaries of District II appear to be more interested in politics than people and have removed a community activist and put in place a politician. She asked God to bless and guide the wonderful bunch that she has worked with and said she will continue to work with them in more love. - 2 - MINUTES - SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA MARCH 26, 1992 Mayor Weiner stated this whole Commission is dedicated to the service of the district that Commissioner Artis represented, as well as to every other district in the City. V. ADMINISTRATION OF OATHS OF OFFICm The oath of office was administered to Commissioner Matson by City Clerk Sue Kruse. Judge Robert Parker administered the oath of office to Commissioner Robert Walshak. At this point in the meeting, Commissioner Artis stepped down and' Commissioner Walshak took his place on the dais. Presentations 1. Chamber of Commerce Robert Olenik, Jr., Executive Vice President of the Greater Boynton Beach Chamber of Commerce recognized the past City Commission and the current City Commission for their achievements throughout this past year and charged them all with the con- tinuing of their efforts to the betterment of not only the busi- ness community, but the entire City for the residents of Boynton Beach. On behalf of the Greater Boynton Beach Chamber of Commerce, Mr. Olenik presented a plaque of recognition to each member of the City Commission. He told Commissioner Artis that it had been an honor and a privilege to work with her and he appreciated all she had done. He hoped she would remain active in the fight to better Boynton Beach' and the community in which she resides. Commissioner Artis said she will continue to work with the Chamber of Commerce of which she is now a member. Mr. Olenik read a letter addressed to Commissioner Walshak on behalf of the Greater Boynton Beach Chamber of Commerce, congrat- ulating him on his election to the Boynton Beach City Commission. He said he is looking forward to working with him in the next two years towards the betterment of Boynton Beach. He invited Commissioner Walshak to the Chamber's Monthly Member Breakfast, the first of which will be held Friday, March 27, 1992 at Elkie's Restaurant beginning at 7:30 A. M. He wished Commissioner Walshak luck in his newly elected office and offered the Chamber's services to him. -3- MINUTES - SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA MARCH 26, 1992 VI. SELECTION OF VICE MAYOR A. Selection Commissioner Aguila nominated Lynne Matson for Vice Mayor. Mayor Weiner passed the gavel and seconded the nomination. The motion carried 5-0. B. Administration of Oath of Office to Vice Mayor The oath of office was administered to Vice Mayor Matson by City Clerk Sue Kruse. City Manager Miller read a letter received by his office this afternoon from Senator Robert Wexler addressed to Robert Walshak and dated March 26, 1992, congratulating Mr. Walshak on his elec- iiltion to the Boynton Beach City Commission and offering his serv- ice. This letter is attached to the original minutes. VII. NEW BUSINESS A. Remarks Mayor Arline Weiner deferred her remarks to the new commissioners and the new vice mayor. Commissioner Aguila welcomed Commissioner Walshak and said he was looking forward to working with him. He also welcomed Vice Mayor Matson and said he was looking forward to another year himself. Commissioner Harmening welcomed Commissioner Walshak aboard and the new Vice Mayor, Lynne Hatson. He apologized for some of his remarks at the last meeting pertaining to the firefighters which might have been considered a little intemperate. Vice Mayor Matson said she loved the City, the residents, and the employees and was proud they have entrusted her with their well being for another two years. She said Hayor Weiner taught her how to handle herself with dignity and to treat everybody in a fair and equitable manner. She learned how to be patient from Vice Hayor Harmening, who has explained so many technical things to her and has made so many things so much easier for her. Commissioner Aguila was a very good example of teaching her how to do her homework. When she thought she knew how to handle things in the north end, Commissioner Artis taught her to dig down a little deeper and search a little harder and to really have a feel for the people living in that area. She looked for- ward to working with Commissioner Walshak. She thanked everyone and her husband. -4- MINUTES - SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA MARCH 26, 1992 Mayor Weiner congratulated Commissioner Walshak on his victory and welcomed him to the Commission. Commissioner walshak thanked Mayor Weiner, the Commission, and Judge Parker, and congratulated Vice Mayor Matson. He thanked his wife, Barbara, and introduced her to everyone. He thanked the Fire Department, the Police Department, and the municipal employees. He stated he made a campaign pledge early on during the campaign to see what he could do to solve the financial crisis that the City is in as quickly as possible and said he thinks the finan- cial shortfall is solved this year and that the City will prob- ably go into the next fiscal year with a million dollars in surplus. He asked City Manager Miller if he was correct. City Manager Miller stated that is only if the Commission goes forth with utilization of the unrestricted funds that were pledged for the water and sewer. Commissioner Walshak explained that at the sewage treatment plant several years ago, the City Commission and others decided that the City should be putting into a sinking fund for construc- tion at the sewage treatment plant. Over the years that accumu- lated and there is about ten million dollars in that account. It was earmarked for R&R. The sewage treatment plant used those funds to cap the aeration tanks to prevent the smell from'coming up into Hunter's Run and into Pines of Delray North. The job finished was roughly around seven million dollars, which left a surplus in the sinking fund of around three million dollars. Commissioner Harmening said that money has already been committed o~ce. Commissioner Walshak said about a year and a half ago, Delray Beach took their million and a half dollars out of the fund, placed it back into the general fund, and lowered their bond requirement. The City of Boynton Beach issued a bond at that time for thirty-three million dollars and that bond is in place. The money laying in that fund is Boynton Beach money. He thought that money can be used to cure the shortfall and take the City into the next fiscal year with a million dollars in surplus. He hoped this money is used wisely, layoffs are stopped, and some of the employees that have been laid off in the City over the last few months could be reinstated. COmmissioner Walshak said he will represent District II with a fervor and a passion for all of its inhabitants and he will also represent the entire City. - 5 - MINUTES - SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA MARCH 26, 1992 VIII.
