Minutes 10-20-96 MINUTES OF THE SPECIAL CITY COMMISSION MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON SUNDAY, OCTOBER 20, 1996, AT 2:00 P.M.

CALL TO ORDER
Mayor Taylor called the meeting to order at 2:05 p.m., to discuss the selection of the top
candidates for the City Manager's position. The procedure was discussed, and it was
agreed that no further comments regarding the candidates were necessary and the
candidates would not have to be called in today for further interviews. It was decided to
proceed with the selection of the top candidates after the scheduled Executive Session
regarding the Palm Beach LeisureviIle lawsuit.
The meeting recessed at 2:10 p.m., and reconvened at 2:55 p.m.
Ballots printed with the candidates' names were distribu~ted to the Commissioners with
instructions by the City Attorney to rank them from 1 to 5 with No. 1 being their top
preference.
The total votes were as follows:
Richard White 11
Isaac Turner 14
Warren Wagner 15
Peter Witschen 17
John Stunson 18
It was agreed to eliminate the bottom two: John Stunson and Peter Witschen. Mr.
Donaldson suggested discussing the top candidate chosen.
Richard White
Mayor Taylor expressed his personal views regarding Richard White, and concerns
regarding the implementation of his modernistic management style. Commissioner Bradley
told about being very impressed with Richard White's theoretical approach and how he
sees Mr. White's vision really working for the city. Commissioner Tillman expressed his
concern about accountability in relation to management teams and Mr. White's lack of
large city training. Vice Mayor Jaskiewicz referred to Mr. White being very superior
intellectually, but referred to differences with people he has dealt with even though he has

had experience with labor unions, civil service, and staff motivation. Commissioner
Titcomb stated that Mr. White has practical experience and will take on any challenge
internally as well as externally, and has dealt with high levels on this in different
environments.
Issac Turner
Mayor Taylor stated that Isaac Turner was extremely well versed in management by the
book, is highly ethical, has excellent qualifications, but he has doubts of him putting things
into practice. Commissioner Bradley agreed that Isaac Turner was very well prepared and
educated, but referred to his city manager lack of experience. Commissioner Tillman
explained how Isaac Turner's ability to communicate brought all his skills through and
pointed out that he has had experience in a larger city than Boynton Beach. Vice Mayor
Jaskiewicz complimented Isaac Turner on his integrity and ethics, but explained about
being concerned with his experience. Commissioner Titcomb expressed thoughts of Isaac
Turner possibly needing more experience, and related to the present City Commission
needing a powerful City Manager to give guidance.
Warren Wagner
Mayor Taylor referred to liking Warren Wagner's idea of passion to make things happen,
and how in his opinion, a very human touch would be evident. He referred to Mr. Wagner
being very open for discussion, having experience, and stressing the importance of
individuals, neighborhoods, etc. Vice Mayor Jaskiewicz complimented Warren Wagner for
his thoughtfulness in his replies, and told how she was impressed with his experience in
many phases of government. Commissioner Tillman agreed that Warren Wagner was
good with interviewing in terms of knowledge and background, but explained how he
questioned his experience with working with a specific commission. Commissioner Bradley
agreed that Warren Wagner had good ideas and enthusiasm, but referred to his lack of
experience at a city level. Commissioner Titcomb agreed that Warren Wagner showed
enthusiasm and willingness to get the job done, but agrees that he has a lack of city
experience and may have trouble commanding respect in leadership as a city manager.

Mayor Taylor suggested that negotiations be held with the first candidate, and if agreement
cannot be reached, the Commission will meet again to discuss the other two. The other

members expressed agreement. Discussion ensued regarding the salary range to offer
and other benefits. It was agreed that Mr. Donaldson would offer the salary of $84,700;
car allowance of $350 per month; insurance of $175 per month; four months' severance
pay; moving expenses of $4,500; and a starting date as soon after 30 days as possible
with December 1, 1996 being the target date.
ADJOURNMENT
The meeting was then adjourned at 4:00 p.m.
