Call to Order
Chairman Waldman called the meeting to order at 7:03 p.m.
ZZ. Moment of Silent Prayer/Pledge of Allegiance
Ms. Cohen led the Board in the Pledge of Allegiance to the Flag after which there was a
moment of silent reflection.
ZZT. Approval of Minutes of 3anuary 23`, 2003
Motion
Ms. Stern moved to approve the minutes. Ms. O'Hara seconded the motion that carried
unanimously.
ZV, Approval of Agenda
Ms. Cohen requested that the Black History Month project (HeritageFest) be added to the
agenda. Ms. St. John requested that discussion of a Teen Center be added. The agenda was
accepted as amended.

V. Announcements/Presentations/Correspondence
Chairman Waldman introduced Larry Treff, an active member of the Boynton Beach Chapter of
the Kiwanis Club. He recently received an award from the Kiwanis Club for his services to the
schoolchildren in the greater Boynton Beach area. He has degrees in Industrial Management
and Marketing. Mr. Treff served in the military during World War TI, where he received the
Bronze Star and the Purple Heart.
Mr. Treff spoke regarding the Boynton Beach Kiwanis Club. He discussed various activities such
as providing "Lost Tooth" awards for elementary age school children. Through an organization
called "Millions of Books," the Kiwanis Club was able to provide over 100 books to elementary
school children in remedial classes and for many of these children it was the first book that they
had ever owned. They received a commitment from each child that they would read the book
and they could exchange a book with a friend after they read theirs. The Kiwanis Club received
a beautiful thank you note from the kids. Kiwanis Club is an international club and their new
motto is "Serving the Children of the World."
Another program in elementary schools is called "Terrific Kids" and this teaches social skills and
responsibility. The child sets a goal with his/her teacher and when it is achieved, the child gets
a certificate and a pin. The parent also receives a bumper sticker denoting this.
Mr. Treff discussed the "BUG" program (Bringing Up Grades) in the elementary schools. This
program focuses on under-achievers. After the first marking period, if children bring up their
grades in two academic subjects, they are given a BUG certificate and a pin. This program has
been very successful according to the principals.
Kiwanis also has a theory that kids do well if they are involved with service clubs. The Kiwanis
Club organizes and sponsors the K Kids Clubs in elementary schools and their motto is "We
Build." The children at Galaxy Elementary School made small quilts as a community service.
There are the Builders Clubs in middle schools that assist with Kiwanis activities.
Ms. Cohen asked how the Kiwanis Club chooses which clubs it supports. Mr. Treff replied that
the Kiwanis Club organizes these clubs. Ms. Cohen is on the Boynton Beach High School
newspaper staff and said that they could use some assistance. Mr. Treff reported that the
Kiwanis Club would like to start a club at Boynton Beach High School but has not been
successful.
Ms. Stern stated that the Board has a volunteer awards program for the Boynton Beach youth
and suggested that perhaps the Kiwanis Club could become a sponsor.
Ms. St. John asked who she should contact at the Kiwanis Club to get the kids involved in the
March of Dimes Walk in April. Mr. Treff advised Ms. St. John to contact Bill Hagan who
operates a State Farm agency.
Chairman Waldman inquired whether there was a Builders Club at Congress Middle School and
was told that the club was now dormant.

Ms. Wilkinson commented that she was a seven-year Kiwanian and is involved with the Action
Club at Royal Palm School, which is specifically targeted for ESE students. Mr. Treff felt that
the Action Clubs were the most worthwhile activities of the Kiwanis Club. Ms. Wilkinson offered
her assistance if the Kiwanis Club was interested in starting another Action Club.
Ms..lulie Claude said that she tutors children after school and she sees how hard they try to
excel in their studies so they can be a part of the BUG and Terrific Kids programs. She thanked
Mr. Treff and the other Kiwanis members.
The Board thanked Mr. Treff for his presentation to the Board.
Chairman Waldman read the letter sent by Ms. Sherri Claude to Cad Zylstra inviting her to be a
judge for the Bob Borovy Student Citizen of the Year Award. It was requested that letters be
sent to all previous winners and Ms. Claude said that she would.
The other correspondence concerned the March of Dimes Walk on April 26th at F.A.U. on Glades
Road in Boca Raton. Ms. St..lohn explained that registration begins at 7 a.m. and the walk is at
8:30 a.m. There will be a full breakfast and lunch. There is a 3-mile walk and an 8.6-mile
walk.
Ms. Wilkinson commended everyone who was involved in the HeritageFest. The committee did
a fantastic job.

VTT. Old Business
A. Youth Volunteer Bank
It was noted that the date for the banquet is May 31~ at the Civic Center. Ms. Sherri Claude
requested that if anyone knows a D..]., especially one who would work for free, to let her know.
Unless someone knows of one, they will probably have the D.,1. who does all of Recreation's
events.
Ms. Sherri Claude distributed packets for the Board to solicit sponsors. These are for
people/businesses who have not sponsored in the past. The cover sheet shows the previous
years' sponsors to whom she had sent letters. It was noted that a lot of these sponsors have
donated every year and, therefore, it is expected that they will do so again. She will let the
Board know by the next meeting who have and have not responded. It was the consensus of
the Board that they would contact these previous sponsors to follow-up.
For information purposes, it was noted by Ms. Stern that the contact person for the Youth Expo
for Hunters Run is Edward Seh.

B. Bob Borovy Award
Ms. Sherri Claude informed the Board that she sent application packages in January to Atlantic
High School, Boynton Beach High School, Lake Worth Christian, and Santaluces High School.
She also followed this up with a fax this week. It was noted that there was also a press release
that has been out for months.
In answer to a question regarding whether only teachers could nominate students, it was
explained that anyone could apply for this award; however, the student must meet the
· qualifications and be a graduating senior. A copy of the application will be sent out with the
minutes from tonight's meeting.
C. Bowling Tournament
The bowling tournament will be held on Sunday, July 27th, at AMF Lanes in Boynton Beach.
D. Guest Speakers
There were no guest speakers announced for future meetings. ~[t was the consensus of the
Board that, in the future, they would limit the amount of time for guest speakers.
E. Tennis Tournament
rvls. IVlorera said that she had not received a response from David (the tennis professional at
Hunters Run). Ms. Stern stated that she had spoken to him yesterday and he confirmed the
date of April 26th. Ginny Shea will help with the flyers.
F. Other
VIII. New Business
A. HeritageFest
Chairman Waldman said that he would talk to Ms. Cohen later regarding the HeritageFest.
B. Teen Center
Ms. St. John explained that she is in the Delray Beach Leadership program. They toured Delray
Beach's Teen Center that is located in their old Women's Club. She thought it was fabulous and
felt that the Board should visit the facility and revisit this issue with our City Commissioners.
She thought that Boynton Beach was in desperate need of a Teen Center. Delray Beach's Teen
Center is run by the City of Delray Beach.
Ms. Julie Claude wondered why there was a need for another center when Boynton Beach has a
teen club at the Civic Club. Ms. St. John thought that was a good beginning but that teens
need a building devoted to them with more activities (e.g., computers, tutors, dances, and
plays). Ms. O'Hara felt that teens are so overlooked now and they need a safe environment.

Motion
Ms. St. 3ohn moved that pending obtaining a bus and scheduling the tour with Delray Beach,
the Board would tour the Delray Beach's Teen Center during their next regularly scheduled
Board meeting on March 27th. Ms. O'Hara seconded the motion that carried unanimously.

The City of Boynton Beach Advisory Board on Children and Youth announces the fourth annual
Bob Borovy Student Citizen of the Year Award. This $1,000 cash award will be given to the
graduating high school senior who best epitomizes the spirit of volunteering and giving to the
community as exemplified by the late Bob Borovy. A United States Veteran and former Advisory
Board on Children and Youth member, Mr. Borovy was an active citizen of the Boynton Beach
community for many years. The requirements are as follows:
The nominee must be a resident of the City of Boynton Beach (live within the corporate
city limits).
The nominee must have done significant volunteer work and have made meaningful
contributions to his/her school community, religious community, social service
organizations and/or to the community of Boynton Beach.
The nominee must be a person of good moral character.
· :. The nominee must be nominated by three adults (not related to the nominee).
The nominee must write a 100-300 word essay on what he/she has learned from
performing volunteer community service. (Essays should be typed and double-spaced).
· :. The nominee must complete the appropriate application.
· :- Supporting documentation such as news articles, letters and pictures should be placed in
the packet sent for the nominee.
All materials sent in the packet will be considered the property of the City of Boynton Beach and
the Advisory Board on Children and Youth and will not be returned. Please do not send valuable
original pictures or materials. Photocopies will be sufficient.
The winner will be selected by a panel of judges. Their decision shall be final. The winner will be
announced at the annual Youth Volunteer Bank Awards Banquet in May. Finalists will be notified
by mail. The award winner will have his/her name placed on a permanent plaque at City Hall. All
finalists will be recognized with a certificate.
