Minutes 03-10-03MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, 100 EAST BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA, ON MONDAY, MARCH 10, 2003 AT 10:00 A.M. Tech. Services Police Fire/EMS City Manager Absent Mike Rumpf Dorothy Mack Development Human Resources I. Call to Order Chairman Balfe called the meeting to order at 10:00 a.m. II. Roll Call The Secretary called the roll and declared that a quorum was present. Motion II1. Acceptance of Minutes of February 10, 2003 Regular Meeting Motion Mr. Coup moved to approve the minutes. Motion seconded by Mr. Bobich and unanimously carried. Meeting Minutes Safety Committee Meeting Boynton Beach, FL March 10, 2003 IV. Safety Committee Education and Training Program Mr. Magazine announced that March is "Worker Eye Safety Month," and presented a video on eye safety. The video is available for departmental viewing through Risk Management. Mr. Magazine inquired how many people have purchased the new safety eyewear through the Warehouse, and Mr. DeMauro said that many departments have placed orders for the new safety eyewear. Mr. DeMauro reported that the Sanitation Department has not replaced their old eyewear and that they were directed to wear what they had until they needed replacements. Chairman Balfe pointed out that the old glasses are not anti-fog and the new ones are supposed to be used. Ms. Hall will follow through on this. V. Old Business A. Fire Drills Chairman Balfe announced that there was a fire drill at the Senior Center. Vice Chair Bebensee stated that the drill did not go well and it took a long time to get everyone out of the building. In addition, an elderly gentleman could not be located. It was noted that the wheelchair was kept in the back and staff is recommending that the wheelchair be available to assist people out of the building. Also, it is being recommended that staff, and not the volunteers, be in charge of getting people out of the building. Mr. Magazine agreed that it was the responsibility of the paid staff, and not the volunteers, to ensure that people get out of the building. Another recommendation is that staff take the AED (defibrillator) to the marshaling area because some of the people might be a little excited. Mr. Bebensee noted that it took 3 minutes and 18 seconds from start to finish to get the people out and the standard is 2 minutes. Also Vice Chair Bebensee said that there was a problem with closing the large French doors in the ballroom and it might be better just to leave them as is when evacuating the building. Mr. Magazine inquired if the Fire Department was present during the drill and was informed that Deputy Fire Marshal Borden was present. B. "Proud to be a Safe Worker" Awards None 2 Meeting Minutes Safety Committee Meeting Boynton Beach, FL March 10, 2003 C. Departmental Inspections & Safety Meetings (C. Magazine) Mr. Magazine distributed the reports for January and February 2003. D. Defensive Driver Course (C. Magazine) Mr. Magazine announced that the courses are scheduled to begin in April and May. The form and schedule for the course are available on "Outlook" under Risk Management/Public Folders. The forms must be filled in, signed by the Department Head and sent to Risk Management. E. Incident Review Board Referrals (C. Magazine) None VI. New Business A. Departmental Safety Issues Mr. Magazine reported that Ms. Weise is working on finalizing the policy for access to the City Hall and this should be completed within the next week or two. B. Other Chairman Balfe reported that he spoke to Chief Gage regarding the parking garage situation. He announced that City employee, Cindy Lawson, tried to exit the parking garage by going around a police vehicle that was parked with both doors open, and hit the guard rail, causing damage to her own vehicle. Unfortunately, Ms. Lawson did not report this and did not get the number of the police car. Chief Gage informed Chairman Balfe that a memo was sent to all personnel telling them that they are not to park on the upper levels of the garage. If it were possible to get the vehicle number of the police car that caused damage to Ms. Lawson's vehicle, he would take disciplinary action against the officer causing the accident. Chairman Balfe requested that if anyone encounters any patrol cars parked in the drive through areas of the garage, to get the number of the vehicle and report it. Mr. Magazine stated that the City Manager's Officer would be monitoring this. Mr. Magazine said it was okay if a police vehicle parked in a regular parking spot to make the transfer of their equipment; the problem arises when a patrol car blocks the drive through areas. 3 Meeting Minutes Safety Committee Meeting Boynton Beach, FL March 10, 2003 VII. Announcements Mr. Magazine stated that there are still some openings for the Maintenance of Traffic Training course being offered in Palm Beach Gardens. The course will take place over two days on April 4th and 5th and is a certified class. The cost for the course is $150. Chairman Balfe noted that he took the course last year and it was very worthwhile. Mr. Bobich inquired when the new consultant would be coming onboard. Mr. Magazine anticipates that he should be starting sometime after April 1st. Mr. Magazine announced that the Safety Council Awards Luncheon would be held at the Airport Hilton on Thursday, March 13th. He also announced that the City would be receiving two awards. VIII.
