I. Call to Order
Chairman Balfe called the meeting to order at 10:05 a.m.
II. Roll Call
The Secretary called the roll and declared that a quorum was present.
II1. Acceptance of Minutes December 9, 2002 Regular Meeting
Mr. Magazine requested that the categories of positions outlined on Page 3 be
changed to read as follows:

Mr. Magazine requested that the motion on page 4 be changed to read "seven
changes", not "eight changes"
Vice Chair Bebensee inquired if there was a category for lifeguards. Mr.
Magazine stated that there was no separate category for lifeguards and when
performing EMS functions, lifeguards should follow the EMS functions as PPE
requirements.
Motion
Mr. Magazine moved to accept the minutes, as amended. Motion seconded by
Mr. DeMauro and unanimously carried.
IV. Safety Committee Education and Training Program
Mr. DeMaruo introduced Mr. Healy of UVEX, who was present to speak about
the various safety glasses and goggles offered by his company. He explained
that there are different lenses available for different conditions, which must be
considered when purchasing these items. Mr. Healy presented the various
colors and styles that the lenses and frames come in and pointed out their safety
features, which more than meets ANSI Standards. The lenses are
interchangeable and a person could order two or three lenses, but would only
need one pair of glasses or goggles. All lenses are anti-fog and the glasses can
be adjusted to the face and are very comfortable
Samples were circulated so that members could have an opportunity to try them
on in order to make a decision what would be best for the employees. There are
also safety glasses that can be worn over regular glasses or could be fitted with
prescription lenses. Mr. Healy explained that the lenses do not fog, but would
sheet if they became very wet. This would still allow a person to see while
wearing them.
Mr. DeMauro pointed out that the goggles would not be suitable for the
Firefighters.
Ms. Hall also requested that chubs be provided for the glasses, which Mr. Healy
said they could provide.

Mr. Magazine noted that if any employees desired to have their own prescription
lenses in the clear goggles, the City would not pay for this.
It was agreed that the following safety glasses and goggles would be provided for
employees through the Warehouse:
1. Goggles that could be worn over glasses with clear and smoke lenses.
2. Goggles with clear and amber lenses.
3. The Geneses safety glasses with black frames and anti-fog,
interchangeable lenses in clear, amber and dark.
4. With regard to the chubs, Chairman Balfe requested the style that goes on
the back of the ear with the breakaway feature.
These will be the only eyewear items available through the Warehouse.
Departments will not be able to go out on their own and purchase other types of
goggles or safety glasses.
Mr. Bobich inquired about special green lenses for welders. Mr. DeMauro said
that these could be special ordered for him.
Once the glasses are received at the Warehouse, Mr. DeMauro will send an
email to the Departments advising them of the commodity numbers. Departments
will also be advised that employees can be furnished with multiple pairs of
glasses so that they have the proper glasses for various situations.
Motion
Mr. Bobich moved to approve the safety glasses selected as outlined above.
Motion seconded by Vice Chair Bebensee and unanimously carried.
V. Old Business
A. Fire Drills
Chairman Balfe reported that a fire drill was conducted at the Art Center recently
that went very well. Six staff members and approximately 30 children evacuated
the building in about 30 seconds.
B. "Proud to be a Safe Worker" Awards
None
C. Departmental Inspections & Safety Meetings (Magazine)
Mr. Magazine distributed a matrix of Safety Meetings and Inspections for the
entire year of 2002. Anyone who has not turned in their reports should furnish

them to Mr. Magazine by tomorrow because the matrixes will be furnished to the
CMLT.
D. Defensive Driver Course (Magazine)
There are no classes scheduled. As soon as the system is up and running, all
departments will be notified of the dates.
E. Incident Review Board Referrals (Magazine)
None
F. Wellness Program (Magazine)
Mr. Magazine reported that the City is working with a consortium of 11
municipalities for health insurance that would include a wellness program. A
proposal by Marsh is being prepared and should be available within two weeks.
The possibility exists that Boynton Beach would be able to join with these other
municipalities to establish its own health insurance program. If the City chooses
to go this route, there is no point at this time to go out and get our own wellness
program.
Therefore, Mr. Magazine requested that "Wellness Program" be removed from
the agenda until the full proposal is received from the health insurance
consortium. Mr. Magazine will keep the Committee apprised as this develops.

B. Other
Ms. Hall reported that the Public Works employees had concerns regarding the
timing and scheduling of the future safety meetings with the new Safety
Consultant, as well as the times for the random drug testing required for the CDL
license. She noted that previously employees were given a choice of dates for
testing and could plan accordingly. Mr. Magazine pointed out that "random" drug
testing is just that and that dates cannot be selected. Chairman Balfe requested
that management at least be informed when employees would be tested.
Mr. Magazine reported that the City would probably be changing to have the drug
testing done by Pinecrest that has better hours available for testing than the
current provider. Ms. Hall requested that the testing of employees be done at
various times and dates. Mr. Magazine responded that the testing has to be

done randomly and the supervisors cannot announce times and dates to
employees, even if they are staggered.
Further, with regard to the meetings with the new Safety Consultant, these
meetings will be scheduled around the department's normal safety meetings.
Ms. Hall inquired if the shoe truck could be scheduled more than once a month.
Mr. Magazine stated that this was the only date the truck could come to the City.
If an employee cannot make that date, they can go to the store in Pompano and
get their shoes. With regard to employees going down to Pompano during work
hours, this is a departmental decision.
Chairman Balfe noted that the shoe that is available on the truck is not suitable
for every employee. Mr. Magazine pointed out that if an employee is not
comfortable wearing the shoe that is offered by the City, they could go to another
vendor and purchase a suitable shoe. The employee would be reimbursed up to
$75.00.
Discussion arose that if an employee purchased a shoe on their own, they are
not reimbursed for the tax paid. Mr. DeMauro pointed out that any employee
purchasing anything for the City should not have to pay the sales tax. Chairman
Balfe requested that this issue be cleared up to determine whether or not an
employee should be furnished with a tax certificate or be reimbursed for the tax
VII. Announcements
Mr. Magazine reported that Paul Viollis' program of Violence in the Work Place
was very well received and was attended by over 100 people.
