Minutes 04-14-03MINUTES OF THE SAFETY COMMITTEE MEETING HELD TN THE FIRE/POLI'CE TRAINING ROOM, CITY HALL, 100 EAST BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA, ON MONDAY, APRIL 14, 2003 AT 10:00 A.M. Tech. Services Development Call to Order Chairman Balfe called the meeting to order at 10:00 a.m. Roll Call The Secretary called the roll and declared that a quorum was present. Motion III. Acceptance of Minutes of March 10, 2003 Regular Meeting Mr. Magazine commented that on page 3, in the fourth line from the bottom of the page, "Officer" should be replaced with "Office." Meeting Minutes Safety Committee Meeting Boynton Beach, Florida April 14, 2003 Motion Mr. Coup moved to approve the minutes. Motion seconded unanimously carried. TV. Safety Committee Education and Training Program by Ms. Scott and Not addressed. V. Old Business A. Fire Drills Ms. Mack commented that there had been a fire drill in the last few days, but Mr. Valentine confirmed that it was not a controlled, scheduled fire drill. The Fire Department reset the system. Ms. Weise stated that the City Manager had wanted to know the origination point for the fire alarm that went off. Mr. Valentine was not sure about that but stated that there was now a key upstairs so it would not happen again. B. "Proud to be a Safe Worker Awards" Vice Chair Bebensee reported that one of Parking Attendants at Oceanfront ~ I Park, Mr. Ed Strain, had received this award for actions he took on March 6. Mr. Ed Strain stopped an elderly lady traveling in her vehicle down a pedestrian footpath. When the lady got out of her car, she left the transmission in reverse. The car began to move, knocking her down. Mr. Strain jumped into her car and stopped it before she was injured. Vice Chair Bebensee stated that this had been a very brave thing to do and he commended Mr. Strain on a job well done. Mr. Magazine believed that there were many people doing things that would merit this award and encouraged everyone to be on the lookout in their areas for similar stories. C. Departmental Inspections and Safety Meetings (C. Magazine) Mr. Magazine reported that he had been away for the last week but that he had received a few reports. D. Defensive Driver Course (C. Magazine) Mr. Magazine related that the courses were scheduled but there were some problems with the software for the course. He mentioned that he was considering a different program for the course. Meeting Minutes Safety Committee Meeting Boynton Beach, Florida April 14, 2003 E. Tncident Review Board Referrals (C. Magazine) Mr. Magazine stated that there had not been any referrals. F. Security Procedures at City Hall Ms. Weise mentioned Mr. Magazine's statement at the previous meeting that she was working on finalizing the arrangements for access into City Hall. She wanted to report that the project was finished and that the changes had been implemented. The new safety procedures were working and any problems had been ironed out in the first two weeks. There were one or two outside ~_visitors that did not want to follow the procedures but for the most part, people accepted the procedures. She was happy to report that the City Manager and the Police Chief had been very supportive of the procedures. Mr. Magazine stated that he had observed people in the lobby and felt that people were actually happy that the City was taking such measures. G. Safety Council Awards Luncheon Mr. Magazine reported that a luncheon had been held on March 13 and that the City had received two awards. The Mayor got a special recognition award for his efforts in the City and with the Safety Council. A good time was had by all. H. Maintenance Traffic Training - D.O.T. Mr. Magazine stated that some people had been sent to this school in Palm Beach Gardens the week before last. Several people heard good things about it. if any of the departments had any additional people that they want to send to the training, Mr. Magazine asked that he be called with a number of people so that he could schedule another class, possibly in Boynton Beach. [. Eye Safety Month Mr. Magazine reported that last month was Eye Safety Month. He had just received some "Chums," a cloth lanyard with ends that fit onto ends of sunglasses so they could be taken on and off more easily. He distributed them for personnel that worked outdoors. VI. New Business A. Departmental Safety Issues Meeting Minutes Safety Committee Meeting Boynton Beach, Florida April 14, 2003 Mr. Magazine inquired whether everyone had submitted their Safety Operating Procedures for their departments. Some had and some had not. Ms. Weise mentioned that she had received some from the Parks and Recreation Departments and some of the administrative departments. Mr. Bobich was asked to prepare a procedure for the Utilities Department. Mr. Magazine offered to e-mail the format to Mr. Bobich. Mr. Magazine stated that the Vice Chairmen usually took responsibility for handling the revisions of the Safety Manual. Ms. Weise recommended that the safety manual be completely retyped to straighten out some difficulties caused by the many revisions that had been made to it. VI. New Business A. Departmental Safety Issues - None B. Other- None VII. Announcements The Wellness Fair will be on May 22, 2003 and will include the mammogram van. Mr. Magazine announced the negotiations with the blue collar and white-collar unions would be done in the very near future. He asked the Safety Committee members to take a look at the safety section of the contract and refer any suggestions or comments to him for his review. Ms. Weise asked about the safety section of the contract and Mr. Magazine noted that there had always been a safety section in it. it was not a direct referral to the Safety Manual, but covered such things as the safety footwear and some OSHA guidelines (which were being followed already).
