Minutes 06-24-03MINUTES OF THE CEMETERY BOARD MEETING HELD AT THE SENIOR CENTER, 1021 SOUTH FEDERAL HIGHWAY, BOYNTON BEACH, FLORIDA ON TUESDAY JUNE 24, 2003 AT 7:00 P.M. I Present John Tineri, Vice Chairman Teresa Frazier Marilyn Huckle Bonnie Glinski Christine Roberts, Assistant Public Works Director Glenda Hall, Parks Manager Absent Tereesa Padgett I. CALL TO ORDER Vice Chair Tineri presided and called the meeting to order at 7:10 p.m. II. ATTENDANCE Ms. Glinski called the roll and declared that a quorum was present. II1. AGENDA APPROVAL Motion Ms. Huckle moved to approve the agenda. Motion seconded by Ms. Frazier and unanimously carried. IV. APPROVAL OF MINUTES - January 28, 2003 and March 25, 2003 Motion Ms. Huckle moved to approve the minutes of January 28, 2003 and March 25, 2003 meetings. Motion seconded by Ms. Frazier and unanimously carried. V. RECEIPT OF REVENUE/EXPENSE SHEETS. March, April & May, 2003 Members reviewed the reports submitted by the Finance Department included in the agenda packets. Ms. Huckle inquired which area of the cemetery has been assigned to her and was informed that it was blocks W & Y on the south side. Ms. Hall explained where these sections were located. Ms. Huckle inquired why the Board did not actually vote to approve the revenue and expense sheets. After discussion, members agreed to refer this question to Ms. Prainito at the next meeting. VI. RECEIPT OF SALES REPORTS - March, April & May 2003 Vice Chair Tineri reported that there were 784 regular plots available and an additional 174 plots in the Replat Section. Ms. Hall offered to give Ms. Huckle a tour of the cemetery. It was agreed that Ms. Hall would meet Ms. Huckle at 9:00 a.m. on Monday, June 30th for a tour of Boynton Beach Memorial Park, Sara Simms Cemetery and Barton Memorial. All members were invited to participate. Motion Ms. Frazier moved to accept the Sales Reports for March, April and May 2003 and that they be placed on file. Motion seconded by Ms. Huckle and unanimously carried. VII. UNFINISHED BUSINESS A. Parks Department Report Vice Chair Tineri noted that the circle had been cut. Ms. Hall reported that the high curb was struck and then cracked as the result of two large trucks traversing the curb. Therefore, the high curb was removed, leaving only the Iow curb. Now all trucks can egress and ingress the cemetery without going over a hazard. The high curb will probably not be replaced, leaving only the Iow curb. Ms. Hall stated that the high curb was installed as a deterrent to vehicles cutting through the cemetery. However, this is no longer needed since the cemetery has been gated and vehicles can no longer cut through. Ms. Hall felt that the curb edge that is damaged should be repaired. Ms. Huckle inquired if there was any discussion about placing something in the middle. Ms. Hall noted that the Board has discussed this several times throughout the years, but there has never been a decision made. Ms. Huckle would like to see a tree planted in the middle. Ms. Hall noted that the City tree is the Tibouchina that has a soft gray/green leaf with a purple bloom. If any member would like to see what this tree looks like, they could visit City Hall. The Tibouchina is more of a bush, but it can be made into a tree. It usually flowers on and off throughout the year. Ms. Hall also thought the tree would look nice once it got to a certain size and annuals could be planted around it. Ms. Huckle noted that Ms. Padgett had requested that some landscaping be placed around the children's section, and Ms. Hall reported that alyssum and heather were planted over two months ago. Also Simpson's Stopper bushes were planted around the pump and the FPL box prior to Memorial Day, but they still need to mature. Ms. Huckle asked for an update on the entrance. Ms. Hall referred to the June 19th report and noted that six different sample plants have been planted. Ms. Hall noted that the Black Olive Trees in the median can be toxic to other plants and, therefore, it is difficult for other plants to grow under them. The six plants are: Bromeliad (pink blooms), Australian Violet, Dwarf Chenille (pink-red plumes), Wart Fern and Swordfern, and Torenia (purple-white flowers). Ms. Roberts asked if the Board would like to have the tree planted. Members agreed that they would like to first see what the tree looks like before it is planted. Ms. Hall suggested that after everyone gets an opportunity to look at the tree, they should call the City Clerk's Office if they want the tree purchased. Vice Chair Tineri requested that a price for the tree be obtained. Members will be contacted by Ms. Hall and informed of the price for the tree. Motion Ms. Frazier moved that the Public Works Department Report be placed on file. Motion seconded by Ms. Huckle and unanimously carried. B. Reports on Cemetery Areas Assigned to Members Mr. Tineri reported that the Cemetery looks very good. Ms. Hall added that it is anticipated that a mass weeding will take place beginning Thursday. Ms. Frazier also reported that her area looked good. Cw Review Draft of Changes to Cemetery Rules and Regulations Amended September 3, 1998 Ms. Roberts reported that there was only one change to permit fresh flowers, artificial flowers and potted plants and the new language is contained on page three. Mr. Tined inquired if Mr. Osborne has seen this change and Ms. Roberts was not certain. Ms. Roberts will check with Ms. Prainito to determine if Mr. 3 Meeting Minutes Cemetery Board Boynton Beach, FL June 24,2003 Osborne was furnished with a copy. Vice Chair Tineri inquired if this would apply to the mausoleum and Ms. Roberts stated that it would. Ms. Roberts will also determine what the next step would be to get this change to the rules adopted and if it needs to go to the City Commission for approval. VIII. NEW BUSINESS Formal approval of Cemetery Board decision to allow the cremains of Clifford F. Martin to be buried in Lot 392 of the Replat Vice Chair Tineri reported that Mr. Martin originally purchased a two-grave, replat cremains lot. His wife, who was deceased, is buried in one of the lots and the other one was to be used when he passed away. However, his son died and his cremains were placed in the lot. Now that Mr. Martin passed away, in order for him to be buried in the lot, the two spots were already taken. As a result, the Board members were polled to allow the cremains of Mr. Martin to be buried with his wife and son and now a formal approval is necessary. Ms. Huckle noted that all members approved this by telephone and questioned why a vote was necessary. Ms. Roberts did not think that a formal vote was necessary since the record reflects that the Board members had previously approved it. Discuss allowing more than two cremains burials in cremains plots located in the Replat of Boynton Beach Memorial Park Mr. Tineri pointed out that there is sufficient reom in these plots to allow for three cremains in one plot. Ms. Hall noted that it would be difficult to determine the location of the cremains in the older plots and this could present a problem. She pointed out that there is a question of cost, since the plot was sold for two and a third cremains would be buried in the same plot. Also, the placement of the headstone needed to be addressed. Currently the cemetery rules and regulations state that only two people can be buried in a regular lot; one would be in a regular casket and the other would be cremains; or there could be two cremains. After discussion, members determined to deal with this situation on a case-by-case basis. Mr. Tineri noted that the Martins were charged an additional $200 for the third cremains, plus the $82.50 for the opening and closing costs. 4 Meeting Minutes Cemetery Board Boynton Beach, FL June 24, 2003 Formal approval of Request for Refund from Nancy Brooks Schmitz for Boynton Beach Mausoleum, Benediction Building, Section M, Niche A-1 (Lillian Matthews) in the amount of $300 (Original Purchase Price $600 less 50%) Motion Ms. Glinski moved for approval. unanimously carried. Motion seconded by Ms. Frazier and Ms. Huckle nominations. Election of Chairperson and Vice Chairperson nominated John Tined as Chairman. There were no other Ms. Huckle nominated Teresa Frazier as Vice Chairperson. other nominations. There were no The nominations were unanimously approved. IX. OTHER A. FYI - Copy of Brady Osborne's Response regarding Shikany Bonita incident at Mausoleum Chairman Tineri reported that his funeral home was contacted by a funeral home in Bonita Springs asking that a service be set up at the chapel in the mausoleum. He pointed out that the rules and regulations state that anyone who owns a mausoleum crypt, regardless of where it is located, is entitled to have a service inside the mausoleum chapel. However, when the funeral home in Bonita Springs called the mausoleum to arrange this, they were informed that Mr. Osborne would not allow it. In the alternative, Chairman Tineri's funeral home held the services at their establishment. Mr. Osborne's letter asserted that he never spoke to anyone regarding this and further, anyone owning a crypt or niche in the mausoleum, is permitted to have a service in the chapel. Copy of letter dated April 28, 2003 from Brady Osborne transmitting 15% of the Mausoleum Cash Receipts for the first quarter of 2003 Ms. Huckle inquired when the City takes ownership of the various mausoleum buildings. Ms. Hall thought that this would occur after a certain percentage of crypts are sold. Ms. Hall pointed out that it was the City's responsibility to maintain the building and the grounds once it is built. Ms. Roberts will check with Ms. Prainito on this.
