Minutes 09-26-02MZNUTES OF THE ADVZSORY BOARD ON CHZLDREN AND YOUTH MEETIING HELD TN COMMTSSTON CHAMBERS~ CTTY HALL, BOYNTON BEACH, FLORTDA~ ON THURSDAY, SEPTEMBER 26, 2002 AT 7:00 P.M. Moment of Silent Prayer/Pledge of Allegiance The Pledge of Allegiance to the Flag was recited, followed by a moment of silent reflection. III. Approval of Minutes of August 22, 2002 Motion Ms. O'Hara moved to approve the minutes. Motion seconded by Vice Chair Morera and unanimously carried. TV, Approval of Agenda Motion Ms. O'Hara moved to approve the agenda. Motion seconded by Ms. Wilson and unanimously carried. Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida September 26, 2002 V. Announcements/Presentations/Correspondence A. Oceanfront Concert on October 18, Island Heat Calypso Public Audience - Chair Waldman gave a warm welcome to a visitor, Alan Corscadden, an intern from Southwestern Texas University working in the Parks & Recreation Department. Chair Waldman also recognized the presence of Ms..lulie Claude, daughter of the Board Liaison Sherri Claude and student at the Boynton Beach High School..lulie has applied for membership on the Advisory Board on Children & Youth and the Board welcomed her to the meeting. Chair Waldman asked .lulie Claude if the Boynton Beach High School newsletter had been published yet and she was unsure but stated that she would check with the newsletter editor. Vice Chair Morera indicated that they had given a presentation to the newspaper committee and they expressed an interest in attending one of this Board's meetings. Chair Waldman asked .lulie Claude to invite the editor to the Board's October meeting. VIT. Old Business A. Bowling Tournament Sherri Claude reported that this event had raised $209.00 and that Board member Hattie Miller had contributed $20.00 as well. Vice Chair Morera stated that there seemed to be a lot of confusion this year about the handicap issue. She believed that it should not be on the application because it was too confusing and the scorekeepers did not follow it correctly in any event. They decided to put "League Average Only" on the pre-registration forms so that people would know that they could not guess about their average. The Board decided to put this event in the Funfare magazine next year. Ms. Claude remarked that they should present it for publication as early as March due to magazine deadlines. B. Rolling Green Project Dedication, September 14, 2002 Chair Waldman reported that this event was very successful. Mr. Waldman read from the media release as follows: 2 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida September 26, 2002 The City of Boynton Beach Advisory Board on Children & Youth held a ribbon-cutting and dedication ceremony for the Rolling Green landscape project on September 14, 2002. :In April of this year, approximately 35 Boy Scouts, Parks Department staff, members of the Advisory Board on Children & Youth, and volunteers worked together to create a lovely landscaped area in the neighborhood behind Rolling Green Elementary School. Chris Foster of Boy Scout Troop #395 completed this project to earn his Eagle Scout badge. The project, initiated by the Advisory Board on Children & Youth and coordinated by the Parks Department, was funded by the City of Boynton Beach Community ]:nvestment Funds of Commissioner Charlie Fisher as well as donations from the American Legion, Audubon Foundation, and in-kind donations of plants and supplies from local nurseries. The Advisory Board on Children & Youth organizes a volunteer project every two years to promote community involvement and beautification of local neighborhoods. Vice Chair Morera described the event in more detail. They met on the morning of September 14 and although the turnout was small for the ribbon cutting, it went very well. Dunkin Donuts gave a 50% discount on food purchased. She said that they took some pictures of the plants, which looked very nice. Chair Waldman stated that a representative of the principal's office was there and seemed pleased about the results. The Board thanked the City staff, Tom Balfe, Steve Huggins, and everyone that had worked on the project for their good work and cooperation. Ms. Claude stated that Tom Balfe came to the site very, very early on the day of the event to clean everything to make sure it was in tip-top shape. Chair Waldman mentioned a long history of working with the City and how he had noticed and appreciated their level of effort and cooperation many times. The Board discussed other projects. Ms. Wilkinson commented that the suggestion had been made to have the next project out west since the previous projects had been done in the eastern side of the City. C. Youth Expo Ms. Claude stated that to date there were 20 different groups that had confirmed their attendance at the event. Thirteen other groups were pending. The entertainment schedule was almost completely booked. They had been trying to get a band or choir from Boynton Beach High School. She asked the Board to let her know of any musical groups or choirs that could perform at the event. Ms. Claude thought that secular music would be preferred to religious music but was not entirely sure of this and stated that she would investigate this and report her findings to the Board. No contest entries had been received yet. An informational package was mailed to the schools and Ms. Claude was faxing more information 3 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida September 26, 2002 to them. Chair Waldman asked if it would be an appropriate time to go to the schools and speak to them personally. Ms. Claude thought that was a great idea. Ms. Claude offered to send the Board members a list of the schools that she had contacted. The Board decided that once they received that list, they could divide up the schools between them via telephone and e-mail. Chair Waldman asked about the permission from the Palm Beach County School Board and Ms. Claude indicated that she had spoken with them and they had indicated that they just wanted to know what was going on - they would not be sending out a formal letter of approval. Ms. Claude planned to do some 11 x 17 posters for the Board's table at the Youth Expo. One poster would be about the Bob Borovy Award and the other about the Youth Volunteer Bank. The Board thought that a picture collage would be a good idea also. The Board decided that they would e-mail or call Vice Chair Morera with their times of availability and Ms. Morera would develop a schedule from this. Ms. Claude reported that the event would be in front of the Women's Dillards near Macys. It will be advertised on the water bills that will be going out next month. Entries for the contests are due on October 11. Ms. Claude stated that she had sent the notification to the Youth Volunteer Bank list. D. Youth Volunteer Bank Update Ms. Claude reported on her progress in scheduling a volunteer opportunity on a regular basis. She distributed a calendar for October 2002 that she had printed up and it listed a Volunteer Activity on October 19, 2002 at the Oceanfront Park Beach at 8:00 a.m. :In conjunction with [nvasive Species Month, they were removing exotic, non-native plants and replacing them with native plants. A person will be there from Habitat Specialists to give a presentation of why the activity is important and assist with the project. A letter was going to be sent out the next day to everyone on the Youth Volunteer Bank list. Ms. Claude planned to publish this calendar on a bi-monthly basis in the future and asked the Board for ideas of other activities that could be volunteer opportunities. Vicki Rogerson in the Parks Department was very involved with this effort also. E. Bob Borovy Award Chair Waldman asked if the applications were ready yet. Ms. Claude was not sure how the Board wanted to handle the awards - whether they were to be in 4 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida September 26, 2002 cash or in savings bonds as in some other years. The Board discussed this at length. The Board discussed fundraising and the various sources of potential income but decided that it did not need to fundraise at this time. Motion Ms. Wilkinson moved to keep the Bob Borovy Award as a cash award, with $1K going to the first place winner and $250 to the second and third place winners. Mr. Sanders seconded the motion that carried unanimously. F. Guest Speakers Chair Waldman stated that Marlene Passell from the Children's Services Council was supposed to be at this meeting but thought the meeting was the following week. She was going to get in touch with Shanna St. 3ohn to reschedule to October, if that would be acceptable to the Board. The Board agreed. The November meeting will be devoted to the Awards Ceremony so it would not be an appropriate date for a speaker. G. Youth Members Addressed earlier in the meeting H. Other None VTIT. New Business Chair Waldman stated that when they went to speak to the newsletter people at the Boynton Beach High School, they expressed a need for some start up monies. Chair Waldman had an ad contract and he thought that the Board could put an ad in their newspaper and that this would help the Board and the School at the same time. He thought they could put something in about the Youth Volunteer Bank or one of the Board's other projects. The Board agreed. One- quarter page published for three months would have a price tag of $80.00. Motion Ms. O'Hara moved to spend $80 to publicize the activities of the Advisory Board on Children & Youth in the Boynton Beach High School newspaper, The Bengal Beat. Mr. Sanders seconded the motion that carried unanimously. 5 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida September 26, 2002 The Board discussed what to place in the ads. Ms. Claude thought that advertising the Bob Borovy Award, the Youth Volunteer Bank, and a request for membership would all be good topics to include in the newsletter. Chair Waldman and Ms. O'Hara offered to meet with Vice Chair Morera to work on the ads. Ms. Claude stated that she would supply whatever they needed. Vice Chair Morera stated that she would take the minutes and provide them to the City Clerk's office. IX. Future Meeting Dates: October 24, 2002 November - TBD The Board discussed a date for a meeting in November. The Board highlighted November 21 as a possible date for the meeting but decided to make a final decision at their October meeting. Chair Waldman asked the Recording Secretary to find out whether the Board could hold a meeting in December that would count towards their November and December meeting. The second week in December would be a good time for that meeting if the Board decides to do this. X.
