BOYNTON BEACH, FLORIDA, ON THURSDAY, JULY 24, 2003 AT 7:00 P.M.

1. Call to Order
Chairman Waldman called the meeting to order at 7:05 p.m.
II. Moment of Silent Prayer/Pledge of Allegiance
Vice Chair Morera led the Pledge of Allegiance to the Flag, followed by a
moment of silent prayer.
II1. Approval of Minutes of June 26, 2003
Motion
Ms. Stern moved to approve the minutes. Motion seconded by Vice Chair
Morera and unanimously carried.
IV. Approval of Agenda
The agenda was filed as presented.

V. Announcements/Presentations/Correspondence
Chairman Waldman reported that he had requested that Ms. Wilkinson look into
the "adopt-a-highway" concept, and Ms. Wilkinson forwarded some information to
him. The program is offered by the County and the County Engineering
Department provides litterbags and safety materials. It is a requirement that the
highway adopted is cleaned four times per year for two years and you must
attend a safety orientation. Ms. Wilkinson provided the phone number, which is
561-684-4018. This could be a program that the Board might choose to do in
conjunction with some of the High School students.
Members thought that this would be a good program for the Board to consider
and Chairman Waldman requested that it be included on the August 28, 2003
agenda.

VII. Old Business
A. Bowling Tournament (July 27, 2003 @ AMF Boynton Beach Lanes)
Ms. Claude noted that the tournament starts at 2:00 p.m. Chairman Waldman
has enlisted the help of some volunteers to assist with the averages and
handicapping, and he already has the trophies. Donuts will be provided and Vice
Chair Morera offered to bring cookies.
Ms. Claude prepared flyers and entry forms that could be used next year for a
mailing list. Also, Ms. Claude prepared 30 certificates to be handed out and
Chairman Waldman requested that she prepare an additional 15 to 20
certificates.
Ms. Stern inquired how many participants there were last year and was informed
that last year there were between 25 to 30 entries. The entry cost is $20 per
team and the bowling alley receives $1.50 per game and supplies the shoes, free
of charge. The event usually raises around $200. It was determined that if
anyone wanted a cold drink, they could purchase a drink from the concession
stand.
Vice Chair Morera will contact former Commissioner Charlie Fisher and invite
him and his family to the tournament.
B. Teen Center
Chairman Waldman said that he would check into the costs of running the Delray
Beach Teen Center.

Ms. Claude reported that Ms. Wilkinson contacted her regarding an item for
discussion. Ms. Wilkinson informed her that recently there was a newspaper
article that the Federal Government would be cutting funding for the HeadStart
Program and, as a result, the Community Relations Board sent a letter to the
City's Representatives in the Federal Government expressing their opposition to
this. Ms. Wilkinson would also like this Board to consider sending a letter.
Chairman Waldman noted that the Federal Government would like the States to
take over the program and people feel that the program would be destroyed
because the States cannot afford it.
Chairman Waldman suggested that letters be sent to the President, U.S.
Senators and Congressman expressing this Board's support that the Federal
Government continue to fund the HeadStart Program. Chairman Waldman will
draft a letter to be reviewed by the members before it is sent. He will also speak
with the Chairperson of the Community Relations Board to determine the
contents of their letter.
Motion
Ms. Miller moved that this Board send a letter to the Federal Government
expressing this Board's support that the Federal Government continue to be
responsible for administering the HeadStart Program. Motion seconded by Ms.
Stern and unanimously carried.
