Minutes 08-11-03 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, AUGUST 11, 2003 AT 10:00 A.M. Call to Order In the absence of Chairman Balfe, Vice Chair Bebensee called the meeting to order at 10:05 a.m. II. Roll Call The Secretary called the roll and declared that a quorum was present. III. Acceptance of Minutes of July 14, 2003 Regular Meeting Mr. Bobich pointed out that on the distribution list for the agenda the word "Golf" was incorrectly spelled. Also, Mr. Magazine noted that Carisse Weise's name should be corrected to Carisse LeJeune on the distribution list. Motion Mr. Magazine moved for approval. Old Business A. Fire Drills Division Chief Valentine read into the record Deputy Fire Chief Gale's comments regarding the remarks made at the Safety Committee of July 14, 2003 concerning fire drills, training and fire inspections. A copy of Deputy Fire Chief Gale's Memorandum dated July 29, 2003 was given to the Secretary and has been placed on file in the records of the City Clerk's Office. Deputy Chief Gale pointed out that it would not be practical to try to accommodate the Committee's request that there be "escorted inspections" due to the large amount of inspections that the Fire Department performs each year. Mr. Magazine inquired if Fire Rescue could conduct a class at one of the Safety Committee's Education and Training Programs so that the Safety Coordinators would know what is involved in conducting a fire drill. Division Chief Valentine will follow through with Deputy Fire Chief Gale on this request. Mr. Magazine requested that it be scheduled for the September meeting and to coordinate the training with Chairman Balfe. B. "Proud to be a Safe Worker" Awards None C. Departmental Inspections & Safety Meetings (C. Magazine) Mr. Magazine is updating the matrix and will be distributing it soon. D. Defensive Driver Course (C. Magazine) Mr. Magazine reported that he is still working with ITS to get the program on line. The program that was previously offered will no longer be offered. Mr. Magazine thinks that it might be ready by next month. E. Incident Review Board Referrals None F. PPE Revisions MeeUng Minutes Safety Committee Meeting Boynton Beach, Florida August 11, 2003 Mr. Magazine inquired if members had an opportunity to look over the PPE specification table that was reviewed at the last meeting. Since most members did not, it was decided to go through each job area to determine which ones need updating. Mr. Bobich distributed a handout that summarized a job hazard analysis. The handout could be used as background information when the various PPE requirements are being considered. Mr. Magazine pointed out that eye protection is defined in the PPE as follows: 2- 3. 4. 5. Division Chief Valentine inquired if the various departments would be notified. Mr. Magazine stated that he would make the changes and send them to the City Manager's Office to be put on the sharedrive. Also, he will notify all Department heads and send them copies of the changes. The changes will be effective as of today, August 11, 2003. G. Fire Department Extension Pole Previously presented by Division Chief Valentine. H. Safety Eye Wear for Lifeguards Vice Chair Bebensee reported that it has been determined that the lifeguards would wear wrap-around, polarized 100% UV lenses and will have the opportunity to purchase their own. Staff will keep three sets on site in the event someone loses or forgets to bring their glasses. Vice Chair Bebensee stated that staff found the glasses presented at the previous meeting lacking and he did not think that it would be feasible for the Warehouse to stock glasses for the lifeguards. Meeting Minutes Safety Committee Meeting Boynton Beach, Florida August 11, 2003 Vice Chair Bebensee also recommended that the Marine Unit and the lifeguards at the pool should wear the approved glasses. VI. New Business A. Departmental Safety Issues Mr. Coup reported that the air conditioning is now working at the Library. B. Other Mr. Magazine reported that there are problems with pigeons nesting and residing at the second floor exit of the East Wing between the Fire Department and the Attorney's Office. Mr. Magazine has recommended having the pigeons removed, but he received requests from people not to remove them. He pointed out that pigeon waste is toxic and is creating a dangerous situation. Mr. Magazine also noted that he has received requests from people who want the pigeons removed and have the area cleaned up. He was bringing the issue to the Safety Committee for their opinion and recommendation on which direction to take (i.e., let the pigeons remain, or have them removed and have the area screened off). It was pointed out that this particular exit could not be closed off. Division Chief Valentine recommended that the area on the outside of the railing be screened to keep the pigeons out. Ms. Scott pointed out that unless the area was screened off, the pigeons will keep returning. Division Chief Valentine pointed out that pigeon waste is an inhalation problem and needs to be removed. After discussion, the Committee decided upon the following motion. Motion Mr. Coup moved to have Mr. Magazine take action to remove the pigeons as soon as possible. Motion seconded by Ms. Scott and unanimously carried. VII. Announcements - None VIII.
