Minutes 08-28-03 MINUTES OF THE ADVISORY BOARD ON CHILDREN AND YOUTH MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, AUGUST 28, 2003 AT 7:00 P.M. Present Steve Waldman, Chair Mary Morera, Vice Chair Hattie Miller Lori Wilkinson Willie Pearl Wilson .lulie Claude, Regular Voting Student Absent Sherri Claude, Board Liaison .lessica Cohen, Regular Voting Student Phyllis Stern, Alternate I. Call to Order Chair Waldman called the meeting to order at 7:02 p.m. ]:]:. Pledge of Allegiance Ms. Miller led the Pledge of Allegiance to the Flag, followed by a moment of Silent Prayer. III. Approval of Minutes of 3uly 24, 2003 Motion Ms. Wilkinson moved to approve the minutes as presented, seconded by Ms. Miller, and carried unanimously. ]:V, Approval of Agenda The agenda was approved as presented. V. Announcements/Presentations/Correspondence Chair Waldman stated that 40 years ago today, Dr. Martin Luther King, .~r. made an outstanding, and what is now famous, speech. He quoted Mr. Abe Phillip Randolph as saying on the occasion, "This is a great moral revolution in freedom and jobs." Chair Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida August 28, 2003 Waldman said that everyone should take note of this very important occasion in American history. Chair Waldman expressed condolences on behalf of the Board to Ms. Angela Girtman on the loss of her husband, and to Ms. Blanche Girtman, long-time member of the Community Relations Board. Both individuals are very active in the community. VI. Public Audience - No visitors VII. Old Business A. Bowling Tournament Report Ms. Sherri Claude noted that the Board had made $255.80 on the last bowling tournament. At Chair Waldman's request, Ms. Claude will prepare some certificates for the bowling alley and those who assisted with the tournament. B. Teen Center Chair Waldman noted that if the bond referendum goes through, the Board might be able to recommend that the Madsen Center be refurbished as a Teen Center. C. Guest Speakers Ms. Wilkinson thought that it would be nice to have a two-way exchange with the candidates so the Board could have an understanding of their positions regarding issues pertaining to children and youth. Ms. Wilkinson, with the Board's approval, will forward a letter of invitation to the Commissioners to Chair Waldman. D. Youth Volunteer Bank/Adopt a Road Program Chair Waldman asked Ms..lulie Claude to talk about the Adopt-a-Road Program at the Boynton Beach High School and see if there were any students who would want to volunteer for the program. Everyone agreed that this would be a good program for the youth volunteers because it would offer four volunteer opportunities and the schedule could be mailed out for the entire year. :It was understood that the County assigns the road that an individual group will work on. I~lotion Ms. Wilkinson moved to pursue the Adopt-a-Road Program as a volunteer activity for the Youth Volunteer Bank. Vice Chair Morera seconded the motion that passed unanimously. 2 Meeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida August 28, 2003 Ms. Wilkinson will email everyone once she receives notification of the road to which they have been assigned. E. Bob Borovy Award The Board discussed this award and the future monetary amounts of the awards. The current plan is to award a prize to a first-place winner ($1,000), and $250 each to second and third place winners. Some felt there should be more of a difference between the second and third place winners, so that they would realize that judging was involved and that there was a difference. The number of applicants was cited as a factor as well. Ms. Sherri Claude stated that this past year, there had been six applicants and that in prior years, there had never been more than ten. Motion Vice Chair Morera moved that for future Bob Borow awards, the judges would award a prize of $:L,O00 and a runner up prize of $300 in years in which there are less than ten candidates. If there are more than ten candidates, the judges will award a first prize of $1,000, followed by a second prize for $300 and a third prize for $200.00. Ms. Wilkinson seconded the motion that passed unanimously. F. Other Chair Waldman read a draft of a letter he wanted to send on the Board's behalf to the United States Senate pertaining to the HeadStart Program and the Board's desire for the program to continue. Ms. Wilkinson thanked Ms. Sherri Claude for bringing the issue up at last month's meeting on behalf of Ms. Wilkinson, who could not be present. Ms. Wilkinson suggested that the letter begin by introducing the Board and its role in the community. She then thought that there should be some statistics about how many children had been served by the program and their success rate at not falling behind when they get to kindergarten. Ms. Miller suggested that Chair Waldman talk to the Head Start Director in West Palm Beach, Ms. Carmen Nicholas, who had all the pertinent statistics. The Board gave their approval for Chair Waldman to send the letter, noting the comments made at this meeting. Chair Waldman reminded everyone to be on the lookout for new Board members. Ms. .lulie Claude had a student in mind. Chair Waldman also suggested that the Board begin to talk to the principals about volunteer work. VIII. New Business A. Elections 3 IVleeting Minutes Advisory Board on Children & Youth Boynton Beach, Florida August 28, 2003 Motion Vice Chair Morera moved to nominate Steve Waldman as Chair for another year. Mr. Waldman agreed to serve. Ms..lullie Claude then seconded the motion that carried 5-0, Mr. Waldman abstaining. Motion Ms. Wilkinson moved to nominate Mary Morera as Vice Chair for another year. Ms. Morera agreed to serve. Ms. Claude seconded the motion that carried 5-0, Ms. Morera abstaining. IX. Future Meeting Dates September 25, 2003 October 23, 2003 Chair Waldman will not be in attendance at the September meeting. X.
