Minutes 07-24-03MINUTES OF THE COLLECTIVE BARGAINING SESSION BETWEEN THE NATIONAL CONFERENCE OF FIREMEN AND OILERS BLUE-COLLAR WORKERS AND THE CITY OF BOYNTON BEACH HELD ON THURSDAY, JULY 24, 2003, AT 10:00 A.M. IN CONFERENCE ROOM C, WEST WING, CITY HALL, BOYNTON BEACH, FLORIDA Present: For NCF&O: Sharon Munley Bob Kruper Don Roberts Richard Stone Michael Taylor President, Local 1227 Union Steward, Public Works Union Steward, Parks Department Union Steward, Utilities Union Steward, Utilities For the City: Arthur Lee John Jordan Director of Human Resources Assistant Director, Human Resources Mr. Lee began the meeting at 10:15 a.m. He announced that Assistant City Manager Wilfred Hawkins, who is part of the negotiating team, was not able to be present at this meeting. He also introduced John Jordan, Assistant Director of Human Resources, who would be a part of the team. Mr. Jordan, as well as department heads, will be in attendance at some of the meetings based on need. For the record, everyone in attendance introduced themselves. Mr. Lee announced that the minutes from the last meeting were distributed at this morning's meeting and that everyone could take time to review them. He said that at the last meeting, they set ground rules, announced lead negotiators and who the participants would be. We also agreed that although all proposals would be TA'd, all parties reserved the right to go back and look at the draft proposals and come back with modified versions, and that final proposals would be due by August 28. We also talked about caucusing at the last meeting. It was noted that the minutes of the July 16, 2003 meeting should state that John Wolcott and not John Lockhart, was in attendance. Ms. Munley requested that we approve the minutes of the July 16th meeting at our next meeting so that everyone has a chance to review them. She also requested that the minutes be three-hole punched in the future. Meeting Minutes Blue Collar Collective Bargaining Session Boynton Beach, Florida July 24, 2003 Ms. Munley reported that she had sent a letter to Mr. Lee regarding all of the stewards on their team and that they would all be at some sessions and some sessions they would not. The letter said that if they were bringing their attorney, they would inform Mr. Lee in advance. Mr. Lee explained that at the last meeting, they set some tentative dates for negotiations. He spoke to Mr. Hawkins regarding these dates. The white-collar meeting is still scheduled for 1:00 p.m. today. Today's meeting of the blue-collar is taking the place of the July 25th meeting they had previously agreed to. Mr. Lee said that Mr. Hawkins' schedule was open for the meetings on August 7~ and August 21st. However, July 31st and August 14th were not good. He still had to check regarding the August 28th date. All meetings will be at 1:00 p.m. Ms. Munley asked whether there was a date that they could meet next week since July 31st was not good. She said that she was available on Tuesday or Wednesday mornings or anytime on Thursday. She is available the weeks of August 11 and August 25 any day except Friday mornings. Mr. Lee said that he would check on this. Mr. Lee explained that he met with the City Attorney, City Manager Bressner, Assistant City Manager Hawkins and Assistant H.R. Director Jordan yesterday regarding the City's proposal. There are still some changes to be made; therefore, the City is not ready to exchange proposals. It was the consensus of the teams that neither proposal would be exchanged until they were both ready and it could be a mutual exchange. When asked by Ms. Munley whether the City's proposal for white-collar workers was ready for this afternoon's meeting, Mr. Lee replied that it was not. Ms. Munley asked that the union stewards review the Union's proposal between now and the next meeting.
