Minutes 11-07-03 MINUTES OF THE SPECIAL CTrY COMMISSION MEE1/NG HELD IN COMMISSION CHAMBERS, CTFY HALL, BOYNTON BEACH, FLOI~DA, ON FRIDAY. NOVEMBER 7, 2003 AT 4:00 P.M. Present Gerald Broening, Mayor Kurt Bressner, City Manager Hike Ferguson, Vice Mayor James Cherof, City Attorney Mack HcCray, Commissioner Janet Prainito, City Clerk Carl McKoy, Commissioner Ron Weiland, Commissioner Mayor Broening called the meeting to order at 4:02 p.m. He announced that this special meeting was to approve and certify the elections results from November 4, 2003. 1. Canvass Election Results and Declare Results of the November 4, 2003 Election Motion Commissioner Weiland moved to approve the certified results. Vice Mayor Ferguson seconded the motion that carried unanimously. 2. Presentation of Service Plaques to Mayor and City Commissioners City Manager Bressner recognized Commissioner McCray for his dedication and service during the past year. The Heart of Boynton is located within his district and he has embraced the project by being involved with neighborhood associations. City Manager Bressner thanked him and presented him with a service plaque. City Manager Bressner said that Commissioner McKoy has demonstrated that he cares for Boynton Beach and he has participated in homeowners association meetings. The redevelopment of the Motorola property and the Winchester parcel will begin on his watch. City Manager Bressner presented Commissioner McKoy with a service plaque and congratulated him on a great year as Commissioner. City Manager Bressner next presented a service plaque to Vice Mayor Ferguson. He said that many of the Vice Mayor's "out of the box" ideas would continue to move Boynton Beach in the direction of greatness. City Manager Bressner presented a service plaque to Commissioner Weiland. Boynton Beach is a much more attractive place because of his guidance. As a Commissioner, his involvement in conversations about the future of the City was important and provided balance perspective. Commissioner Weiland felt that Bob Ensler would do a wonderful job as the Commissioner in his district. Meeting Minutes Special City Commission Meeting Boynton Bei~¢h, FlOrid~ November 7, 200~1 City Manager Bressner said that Mayor Broening made many sacrifices for public service and led with civility and dignity. City Manager Bressner presented a service plaque to Mayor Broening. Mayor Broening thanked the Commission. He said that no one individual on a Commission does anything. The entire Commission makes decisions. He thanked this Commission for being so collegial. 3. Administration of Oaths of Office & Loyalty to Mayor/Remarks City Clerk Prainito administered the Oath of Loyalty and the Oath of Office to newly elected Mayor Jerry Taylor. 4, Administration of Oaths of Office & Loyalty to Commissioner - District 1/Remarks City Clerk Prainito administered the Oath of Loyalty and the Oath of Office to newly elected Commissioner Bob Ensler. 5. Administration of Oaths of Office & Loyalty to Commissioner - District 3/Remarks City Clerk Prainito administered the Oath of Loyalty and the Oath of Office to newly elected Commissioner Mike Ferguson. Mayor Broening invited Mayor Taylor and Commissioner Ensler to the dais to conduct the remainder of the meeting. 6. Selection of Vice Mayor & Administration of Oath of Office Mayor Taylor opened the floor for nominations for the position of Vice Mayor. Motion Commissioner Ensler nominated Commissioner Ferguson. Commissioner Ferguson seconded the nomination and said that this is largely a ceremonial and honorary position and he felt that it should be rotated every year. Mayor Taylor asked if there were any further nominations. Hearing none, he asked for a motion to close the nominations. Motion Commissioner Ferguson moved to close the nominations. Commissioner McKoy seconded the motion. Mayor Taylor said that there was a motion and second to close the nominations. He asked for a vote for Commissioner Ferguson to serve as Vice Mayor. The vote was unanimous. City Manager Bressner distributed briefing packages to the Commission. 2 Meeting Minutes Special City Commission Meeting BQyntQn Be~ch, FIQrid~ NQvember 7, 2QQ~; Commissioner Ensler thanked all of his friends and supporters who worked so long and so hard to help get him elected. He also said that as he entered public office for the first time, he understood there is no greater duty of the government than to provide for the people and they had his assurance that he would do his best to meet the challenges that lie ahead. Vice Mayor Ferguson thanked his supporters. Commissioner McCray said that he looked forward to a productive year with the new Commission and that they would work together for the betterment of the City. He also said that he planned to run again in 2004 for a three-year term. Commissioner McKoy wished the out-going Mayor and Commissioner much success. He was sure that they would be involved in City politics in some capacity and he looked forward to their guidance. He was looking forward to working with the newly elected Commission and another productive year. Mayor Taylor thanked God for all the blessings bestowed upon him and he asked God for an understanding mind. He thanked his loving wife and his daughter, .leannie. He also thanked all his supporters who he said were the reason he was sitting up here. He will not disappoint them. Mayor Taylor thanked Mayor Broening and Commissioner Weiland for the outstanding service they gave to the City. He felt that everyone who is elected serves to the very best of their ability and puts their hearts into it. He wished them the very best in the days ahead. He thought that his challengers, Mr. 'l~llman and Mr. Washam, ran professional campaigns and they are outstanding men who have been committed to this community for many years. He said it was his duty as Mayor to bring this City together as one, working towards common goals. There were a couple of negatives that he wanted to put in the past. When he previously served as Mayor, during the Police negotiations, he made some comments from this dais, which the Police misunderstood. He said that he supports the Police Department 100%. He not only wants to increase the Police Department but he wants to look at retention and keep these Policemen here. Mayor Taylor said that there are some rumors that he cannot wait to get in so he can disband the CRA. He wanted to put that to rest. He felt that the CRA has done a tremendous job and he looked forward to strengthening it. They are moving this City forward and he intends to work with them 100%. He also said that he would support the Fire Department and asked the Union to invite him to their next meeting. There were two quotes in the newspapers that really upset him. One said that he criticized the former Commission for not balancing growth and preservation. He did not recall ever criticizing the former Commission. He thought that they all did the best job they could do and he congratulated them for that. Meeting Minutes Special City Commission Meeting Bovnton Beach, Florida November 7, 2003 The other quote was that he criticized the City Manager for proposing to move City Hall out to the Motorola plant. He said that he did not criticize him. He does oppose that move and will strongly oppose it. However, he thinks that the City Manager is doing his job when he brings options to the Commission. It is the Manager's job to give the Commission choices and if he feels more strongly about one or the other, it is his job to say so. It is then up to the Commission to make the decision. Mayor Taylor felt that we are very fortunate to have a strong, intelligent City Manager and he will support him and they will work hard to take this City forward together. He explained that he has already asked the City Manager to schedule a goal-setting meeting for this new Commission. He felt that they should merge all their ideas and work together to put Boynton Beach where it is supposed to be. City Clerk Prainito presented nameplates to Mayor Taylor and Commissioner Ensler.
