Minutes 12-16-03 T.M._~?.U.T_E_S__O_F THE COLLECTIVE BARGAI~NING SESSION BETWEEN W'OeR~(~_O_N_.A_L CONFERENCE OF FIREMEN & OILERS BLUE COLLAR ~ AND THE CITY OF BOYNTON BEACH, HELD AT 10:00 A.M. ON TUESDAY, DECEMBER 16, 2003 IN THE POLICE & Fi~RE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA Present: For the City: For NCF&O: Wilfred Hawkins, Assistant City Manager Arthur Lee, Director of Human Resources Sharon Munley, President of Local 1227 Bob Kruper, Union Steward Mike Osborn, Union Steward Don Roberts, Union Steward Richard Smith, Union Steward Richard Stone, Union Steward Mike Taylor, Union Steward .~ohn Wolcott, Union Steward Opening The meeting began at 9:39 a.m. Mr. Lee distributed an updated matrix to the participants. A sign-in sheet was circulated. Approval of Minutes of December 2, 2003 There were no changes or corrections to the minutes. Both parties expressed satisfaction with the minutes. Status Review of Articles Ms. Munley provided three proposed articles to the City: (1) Unauthorized Absence from Work, (2) Uniforms, and (3) Safety & Health. The City read and considered them and some discussion followed. A caucus was entered at 9:52 a.m. and the meet/ng reconvened at 10:22 a.m. The City presented counteroffers to the Union's proposals. A discussion ensued. The Un/on caucused at 10:32 a.m. to d/scuss the C/ty's proposa/s and the rneet/ng reconvened at 11:01 a.m. Meeting Minutes Blue Collar Union Negotiations Boynton Beach, Florida December 16, 2003 Unauthorized Absence from Work Uniforms Safety & Health Both parties gave T.A. to these articles with agreed-to modifications. Dues Deduction Ms. Munley provided a blue-collar version of the Dues Deduction article to the City. Mr. Hawkins verified that the City would remit the monies to the Union Office quarterly, which was acceptable to Ms. Munley. Ms. Munley stated that the Union would have a COPE drive now, but would add the information to the membership application in the future. Review of T.A.'d Articles At Mr. Hawkins' request, the parties reviewed the status of the articles on which T.A. had been reached. Wages Mr. Hawkins confirmed that he would be presenting information to the City Commission after their regular meeting tonight about the Union contract negotiations, including wages. He will then send a copy of the City's proposal to Ms. Munley with a cover letter explaining it. Mr. Hawkins wants to discuss the proposal with Ms. Munley before presenting it to the Union stewards, but he did not think that there would be enough time to do so this week, since vacations were starting. After that discussion and before the .~anuary meeting, Ms. Munley will disseminate the information to the Union stewards. Call Back Pay Mr. Smith gave the City a report entitled, "Breakdown of On-Call Duties and Criteria for On-Call Personnel in Utilities." This was provided as an aid for both sides to arrive at an equitable resolution of this article. Mr. Hawkins thanked Mr. Smith for it and stated that this would be discussed at the January meeting. At this point the formal negotiations were concluded. The Union entered into a discussion with Mr. Hawkins and Mr. Lee of two items of interest, :[) Sanitation holiday schedule of Saturdays (for straight time), and 2) Random drug testing and requirements for commercial driver licenses (CDL). Meeting Minutes Blue Collar Union Negotiations Boynton Beach, Florida December 16, 2003 Next Meeting There will be a blue-collar negotiation session on Thursday, January 8, 2004 at 9:30 a.m. until :[2:30 p.m., and a white-collar negotiation session in the afternoon from 1:30 p.m. to 4:00 p.m. The place is yet to be determined.
