Minutes 02-26-04 MINUTES OF THE COMMUNITY REDEVELOPMENT WORKSHOP MEETING HELD IN THE LIBRARY PROGRAM ROOM, BOYNTON BEACH FLORIDA, ON THURSDAY, FEBRUARY 26, 2004 AT 6:00 P.M. Present Larry Finkelstein, Chair Douglas Hutchinson, CRA Director Jeanne Heavilin, Vice Chair Susan Vielhauer, Controller Alexander DeMarco James Barretta Don Fenton Absent Charles Fisher Henderson Tillman Call to Order Chairman Finkelstein called the workshop meeting to order at 6:00 p.m. Presentation - Dick Hudson on Mixed Use Zoninq District-,, Chairman Finkelstein explained that the purpose of mixed use zoning districts was to place it on the books and not on the land. A person would have to request the mixed- use change; it is not given automatically. This also applied where there was mixed-use land use in place. Present on behalf of the City of Boynton Beach was Dick Hudson. Mr. Hudson added that the mixed use zoning district was east of 95. He also mentioned that the format would change when the document was archived. Larry Finkelstein inquired if there was a copy of the zoning at the CRA office. Mr. Hutchinson said there was not a copy available at the CRA office but they would get a copy to keep at the CRA office for reference. Mr. Finkelstein also requested the CRA Board get a copy of this when there is a final document. Mr. Hudson reviewed the proposed changes starting on page 7 with the definition of Local Collector of which there are none in the CRA area. The closest collector was Miner Road. He also defined that the local streets would be the neighborhood streets in which mixed use was not allowed. Mr. Hudson also stated that the county designates the arterial and collector roads, while the City designates the local collector roads. Mr. Hudson reviewed the changes on maximum height for all other uses, which depend on the type of roadway frontage of the project. On a local street frontage, the height maximum is 35 ft. Meeting Minutes Community Redevelopment Workshop Boynton Beach, Florida February 26, 2004 Mr. Hutchinson also questioned the heights in mixed-use Iow abutting the mixed-use high and the step down for 75-100 feet. He suggested that a maximum of 75 feet be considered on arterial and 45-60 feet on the collector. Mr. Hutchinson referred to page 2, which contains a vertical mixture of retail, office, and/ or residential uses, and suggested it should be vertical/horizontal instead of vertical. Mr. Barretta asked if an office building with a day care and health club constituted a mixed use. Mr. Finkelstein suggested that the description on the sidewalks by Holland-Stone pavers be a little more flexible. Mr. Finkelstein suggested at the self-storage design requirements #b that it should be retail and office uses instead of just retail uses. Mr. Hutchinson asked about the wording for Hotel containing twenty (20) rooms and requested a wording for ten (10) rooms. Mr. Green stated that staff would look into wording for Boutique Hotel to contain ten (10) rooms. Mr. Hudson reviewed the Live/Work Unit requirements. There were several questions on parking, permitted floor area for living, and the separation required between the living and work areas. Ms. Heavilin asked about renting out the workspace and Mr. Hudson stated this could not be done. Mr. Green stated staff would work on the parking issue of 21~ parking spaces in the Live/Work areas.
