RECOMMENDATION: Authorize the use of Community Investment Funds for the Head Start Scholarship Program - $500
and American Legion Girls State - $400 requested by Commissioner Mack McCray.
EXPLANATION: Commission approval for allocation of community investment funds to the Head Start Scholarship
Program and American Legion Girls State.
PROGRAM IMPACT: Allocation of funds will assist the above programs.
FISCAL IMPACT: Funds are budgeted for these types of activities. Each Commissioner has $12,000 in Community
Investment funds to allocate subject to Commission approval.

RECOMMENDATION: Request authorization to re-direct a portion of Commanity Investment Funds to the R M Lee
Community Development Center, Inc.
EXPLANATION: On August 5, 2003 the City Cosmnission approved allocation of $6,000 from Community Investment
Funds to the 2003 School Curriculum ResOurce Program and $5,000 for school supplies. The purpose of the School
Curriculum Resource Program is to provide educational resource materials for schools to be used in the classrooms of public
schools in Boynton Beach. Attached is a copy of the letter written to the principals of all public schools in Boynton Beach,
giving them a deadline of October 31 ~ to provide a proposaI to the city. As of October 31 st we have received requests from
four schools for the School Curriculum Resource Program for a total of $2,400 and requests from five schools for the school
supplies program for a total of $3,125. A total of $11,000 was allocated for these two programs. Since only $5,525 has been
requested, we are seeking authorization to re-direct $2,000 of the above funds to the R M Lee Community Development
Center, Inc., an organization that serves the communities in its target area Coy mission and grant funding designation), which
is known as the Heart of Boynton, but their programs are also open to all of Boynton Beach. A copy of their funding request
is attached.
PROGRAM IMPACT: None - The R M Lee Coi~unity Development Center, Inc. is a qualified non-profit organization
with a viable use of funds as originally proposed except the organi?ation is not a public school.

The ~ity of Boynton Beach has long taken an active role in helping
to ensure a quality education for our City's youth. Among our goals
is to make certain that our children have the proper tools to
enable them to excel in their academic studies and achieve their
full potential. To accomplish this task, the City Commission has
provided funding for two one-time programs to help enhance our
children's educational experience. ---
The first is an allocation for school supplies for students
attending the City's elementary and middle schools who may not have
access to them. The second is a grant to help establish a School
Curriculum Resource Program to provide resource materials that will
assist students in refining skills to improve FCAT scores in
elementary, middle and high schools. These materials may include
software, resource books or other'~ducational tools. Funds may not
be used for schOol supplies or furnishings.
Under the terms of the school supply program, each elementary and
middle school receiving this letter is eligible to obtain up to
$625 for school supplies. These supplies must come from the school
lists that were provided to your students at the beginning of this
school year. A special account has been set up at the Boynton Beach
Office Depot store located at 260 N. Congress Avenue for you to
shop. You cannot shop at any other Office Depot store. In order to
shop, you must have a letter from the City with a special control
number. To obtain the letter, please send or fax your request along
with copies of your school supply lists. We cannot issue you a
control number without the list.

In requesting the letter, you agree not to resell the supplies and
will ensure that they are distributed to students where the need is
the greatest. All purchases must be made by Friday, October 31,
2003. No sales tax will be added to your order.
To be eligible for funding from the CurriCulum Resource Program,
each elementary, middle and high school receiving this letter
should return a proposal to the City outllnln~ how this money will
be used along with a proposed budget. The fufds may be used for
materials only and not any-overhead expenses, such as salaries.
Each school may receive up to $600. Proposals should be received
either by mail or fax by Friday, October 31, 2003.

After ten (10) months of operation the R. M. Lee Community Development Center, Inc. finds
itself still in need of donations to offset expenses related to general operation, particularly
those costs associated with items not covered by the grants we have been able to secure and
other programmatic costs. We have been blessed again with grants from the City of Boynton-
Beach and the Local Initiatives Support Corporation (LISC) that la'imarily covers the
personnel costs of the R.M. Lee C.D.C., Inc. However, we still have a need for funding to
meet the other obligations and expenses associated with operating the C.D.C. Therefore, we
would greatly appreciate any funding assistance you ma provide towards our programming
initiatives.
Since beginning operations in November, 2.002, we have successfully helped 39 individuals
seeking employment from the local community, about half of whom were successful in
gaining employment through this initiative. Secondly, we.have implemented a Tennis
Program in Congress Middle, Delray/Boynton Academy and soon, Galaxy Elementary
Physical Education Programs. We are eagerly awaiting responses from the other elementary.
schools located in Boynton Beach. Very shortly we will be offering tennis lessons for youth
and adults, and league play for both groups. We are in the process of developing a library,
primarily consisting of novels. The Library will feature _reAdlh~, clubs for youth and seniors.
The C.D.C. has applied for grant funding to complete our Computer Center that will have
pwgramming for disadvantaged yomhs, remedial education, FCAT, SAT and ACT training
and a major component called the Youth Lendemhip Academy which focuses on life skills
training for youth, particularly those in the inner city. Additionally, we are actively involved
in the redevelopment initiatives in the "Heart of Boynton" desi~ area. Finally, you may
be aware that St. John Missionary Baptist Church partnered with the C.I).C. on a Charter
School initiative that was recently approved by the pnlm Beach County School District.

As you can see, with the limited funding that we have thus far been able to secure, we have
tried to maximize its use. We have a couple of program specific grants requests currently
being considered and are continually seeking grants and other funding oppommities to allow
the C.D.C. to realize its vision and fulfill its mission. Our ultimate-goal i~ to serve the
communities in our target area (by mission and grant funding designation), which is known
as the "Heart of Boynton', but our programs are open to all of Boynton Beach.

After ten (I O) months of operation the R. M. Lee Community Development Center, Inc. finds
itself still in need of donations to offset expense~ related to general operation, particularly
those costs associated with items not covered by the grants we have been able to secure and
other programmatic costs. We have been blessed again with grants fi'om the City of Boynto~a.
Beach and the Local Initiatives Support Corporation (LISC) that primarily covers thc
personnel costs of the tLM. Lee C.D.C., Inc. However, we still have a need for funding to
meet the other obligations and expenses associated with operating the C.D.C. Therefore, we
would greatly appreciate any funding assistance you can provide towards our pwgramming
initiatives.
Since beginning operations in November, 2002, we have successfully helped 39 individuals
seeking employment from the local community, about haft of whom were successful in
gaining employment through this initiative. Secondly, we.have implemented a Tennis
Pwgram in Congress Middle, Delray/Boynton Academy and soon, Galaxy Elementary
Physical Education Programs. We are eagerly awaiting responses from the other elementary.
schools located in Boynton Beach. Very shortly we will be offering tennis lessons for youth
and adults, and league play for both groups. We are in the process of developing a library,
primarily consisting of novels. The Library will feature readih~ clubs for youth and seniors.

pwgramming for disadvantaged youths, remedial education, FCAT, SAT and ACT training
and a major component called the Youth Leadership Academy which focuses on life skills
training for youth, particularly those in the inner city. Additionally, we are actively involved
in the redevelopment initiatives in the "Heart of Boynton" designated area. Finally, you may
be aware that SL John Missionary Baptist Church pmlnered with the C.D.C. on a Charter
School initiative that was recently appwved by the Palm Beach County School District.

RECOMMENDATION: Request authorization to re-direct a portion of Community Investment Funds to the R M Lee
Community Development Center, Inc.
EXPLANATION: On August 5, 2003 the City Commission approved allocation of $6,000 from Community Investment
Funds to the 2003 School Curriculum Resource Program and $5,000 for school supplies. The purpose of the School
Curriculum Resource Program is to provide educational resource materials for schools to be used in the classrooms of public
schools in Boynton Beach. Attached is a copy of the letter written to the principals of all public schools in Boynton Beach,
giving them a deadline of October 3 1st to provide a proposal to the city. To date we have not heard from any of the schools
regarding the School Curriculum Resource Program and only three schools have contacted the City Manager's Office
regarding the school supply program. We are, therefore, requesting authorization to re-direct $2,000 of the above funds to the
R M Lee Commumty Development Center, Inc. A copy of their funding request is attached.
PROGRAM IMPACT: None - The R M Lee Community Development Center, Inc. is a qualified non-profit organization
with a viable use of funds as originally proposed except the organization is not a public school
FISCAL IMPACT: Funds are being held in a miscellaneous trust account for the School Supply Drive and School
Curriculum Resource Program.
ALTERNATIVES: Not approve request.

The City of Boynton Beach has long taken an active role in helping
to ensure a quality education for our City's youth. Among our goals
is to make certain that our children have the proper tools to
enable them to excel in their academic studies and achieve their
full potential. To accomplish this task, the City Commission has
provided funding for two one-time programs to help enhance our
children's educational experience.
The first is an allocation for school supplies for students
attending the City's elementary and middle schools who may not have
access to them. The second is a grant to help establish a School
Curriculum Resource Program to provide resource materials that will
assist students in refining skills to improve FCAT scores in
elementary, middle and high schools. These materials may include
software, resource books or other-educational tools. Funds may not
be used for school supplies or furnishings.
Under the terms of the school supply program, each elementary and
middle school receiving this letter is eligible to obtain up to
$625 for school supplies. These supplies must come from the school
lists that were provided to your students at the beginning of this
school year. A special account has been set up at the Boynton Beach
Office Depot store located at 260 N. Congress Avenue for you to
shop. You cannot shop at any other Office Depot store. In order to
shop, you must have a letter from the City with a special control
number. To obtain the letter, please send or fax your request along
with copies of your school supply lists. We cannot issue you a
control number without the list.

In requesting the letter, you agree not to resell the supplies and
will ensure that they are distributed to students where the need is
the greatest. All purchases must be made by Friday, October 31,
2003. No sales tax will be added to your order.
To be eligible for funding from the Curriculum Resource Program,
each elementary, middle and high school receiving this letter
should return a proposal to the City outlinin~ how this money will
be used along with a proposed budget. The funds may be used for
materials only and not any overhead expenses, such as salaries.

The Commission established the currenC policy and they can amend it at any
time. Currently, it is very straightforward as to what donations are allowed
and they are limited in scope. It could easily be amended to permit a
broader scope of donations such as Che one currently proposed. The only
limitations on a donation policy are:
1. That public funds should not be used to improve private property unless
there is a clear public need, purpose and benefit;
2. City Commission should determine that a City purpose is served by such
donation; and
3. Proper safeguards are implemented to assure the accomplishment of that
purpose.
Please make a copy of the current rules and forward them with a copy of this
email exchange to the City Manager and the Commission.
There is no need for me to review the sponsor or the event since it is not
in the current catagory of what can be approved. I'm sure it is worthy and
totally above board or the Commissioners would not even be considering it.

· WltEREAS, there was created by Resolution R01:08 a policy and guidelines for
Community Activity Grants, which Resolution was amended in January, 2001, by
Resolution No. R01-232, providing for distribution of certain funds by the City
Commission in support, of community projects and activities; and
Wlt[EREAS, the City Commission of the City of Boynton Beach now desires to
amend the Guidelines for Distribution of Community Investments Funds to include
contributions to the Community Caring Kitchen, the YMCA program and the Woman's
Club, as eligible projects.
NOW, TItEREFORE, BE IT RESOLVED BY TI-IE CITY COM3iISSION
OF TIlE CITY OF BOYNTON BEACIt, FLORIDA, THAT:
Section 1. The foregoing "WHEREAS" clauses are tree and correct and
hereby ratified and confirmed by the City Commission
Section 2. That the City commission of the City of Boynton Beach does-
hereby approve the Amended Guidelines for Distribution of Community Investment
Funds, to include contributions to the Community Caring Kitchen, the YMCA program

GUIDELINES FOR DISTRIBUTION OF COMMUNITY INVESTMENT FUNDS
Introduction: Included in he City of Boynton Beach Budget for Fiscal 2000-01 program
year is $125,000 in Community Investment Funds. The funds are available to each of the
five members of the City Commission in the amount of $25,000 to support community
projects and activities. This report will suggest basic guidelines for the distribution and
nsc of these public funds for .community projects or activities. In Fiscal 2001-02 the
program was re-authorized but at a lesser funding level of $62,500.
Program Eligibility Period: October 1, 2001 to September 30, 2002
Amount available to each member of the City Commission:
$12,500 broken into two eligibility periods:
October 1, 2001 to February 28, 2002 -maximum of $6,500
March 1, 2002 to September 30, 2002 -maximum of $6,500
The purpose of the two eligibility periods is to assure funding opportunities to
outgoing and incoming members of the City Commission based on the March
2002 election,
Eligible projects may consist of assistance to local community organizations for
physical improvements to public property or public rights of way such as parks,
medians or other City-owned property. The assistance may be in outright grants
to support improvements to public property or on a cost-sharing basis with local
organizations. Before funding, the proposed improvements mnst receive
necessary permits, staff review for compatibility with design plans or capital
construction plans and must be approved by the City Commission by motion on
the Consent Agenda. Eligible projects shall also include contributions to
scholarship programs, which are City administered and operated, and open only to
students who reside within the City limits of the City of Boynton Beach. Eligible
proiects shall also include donations to the Community Caring Kitchen, the
YMCA Program and the Woman's Club.
Ineligible projects include direct financial support or gifts to individuals,
businesses, or associations including funding of any operational activities, with
the exception of contributions to scholarship programs, and donations to the
Community Caring .Kitchen, the YMCA Program and the Woman's Club, as
outlined above.

EXPLANATION: Commission approval for allocation of S4,000 of community Investment Funds for Poinciana School to
help defray the cost of the students competing in the "Odyssey of the Mind" challenge in Iowa. Poinciana is the only school
in Palm Beach County that advanced to the world competition level.

We were at one time being sponsor by a program who did not the hard work that our
