Minutes 07-12-04 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, JULY 12, 2004 AT 10:00 A.M. Call to Order Chairman Balfe called the meeting to order at 10:10 a.m. II. Roll Call The Secretary called the roll and declared a quorum was present. II1. Acceptance of Minutes of June 14, 2004 Regular Meeting Motion Ms. LeJeune moved to accept the minutes. Motion seconded by unanimously carried. Mr. Magazine and Meeting Minutes Safety Committee Meeting Boynton Beach, Florida July 12, 2004 IV. Safety Committee Education and Training Program Chairman Balfe introduced Mr. Bruce Gaum, Account Executive from MSC Industrial Supply Company. Mr. Gaum explained the safety items, as well as maintenance and repair items, that they carry. MSC Industrial Supply is now the City's supplier for these items and the City receives a 15% discount on all purchases. Supply catalogs were distributed to members that requested them. Mr. Gaum also offered to bring in representatives for other products if members were interested in viewing a particular product. He also pointed out that they sell a great variety of ergonomic tools, which is an important component of safety on the job. Mr. Gaum also discussed the various cooling gear that is now available for people working outside. Mr. Mitchell inquired if MSC had a website and Mr. Gaum referred to the website address included on his business card and the catalogs. Mr. DeMauro informed members that all orders must go through the Warehouse to insure that the City receives the discount. V. Old Business A. Fire Drills No report. B. "Proud to be a Safe Worker" Awards Vice Chair Bebensee reported that Scott Celce, an employee of the Recreation and Parks Department at the Art Center, observed a child choking on a piece of candy. Mr. Celce immediately applied the Heimlich maneuver and the child coughed up the candy and recovered. Vice Chair Bebensee thanked Mr. Celce for his quick reaction to the situation. Ms. LeJeune requested that she be furnished with copies of Safe Worker Awards so that she could present them to the Recognition Team. Chairman Balfe requested that whenever a department gives out a Safe Worker Award that a copy be sent to Ms. LeJeune. Mr. Bobich reported that Utilities employee, Diane Niesolowski, was preparing for a construction project with fellow employee, Arthur Harmon, at NW 4th Street and NW 7th Court. While waiting for the backhoe to arrive at the job site, Ms. Niesolowski observed that Mr. Harmon was having a medical incident. She immediately called for emergency medical assistance and monitored Mr. Harmon until the medical technicians arrived. Ms. Niesolowski consistently demonstrated the City's Core Values of Integrity and Stewardship with her actions. 2 Meeting Minutes Safety Committee Meeting Boynton Beach, Florida July 12, 2004 Mr. Bobich also reported that Utilities employee, Cliff Rockey was at the stoplight at the intersection of S. Seacrest Boulevard and Golf Road. He observed a motorcyclist heading south on Seacrest, who attempted to turn west onto Golf Road. In making the turn, the cyclist hit a patch of sand and slid into a car in the left turning lane. Mr. Rockey observed the accident and immediately called for assistance. While waiting for assistance to arrive, he directed the bike and car out of the roadway so that traffic would not be blocked. When help arrived, Mr. Rockey gave his report before leaving the scene. Mr. Rockey also demonstrated the City's Core Values of Integrity and Stewardship with his action in this incident. Copies of the Proud to be a Safe Worker Awards were presented to the Secretary for inclusion with the minutes of the meeting. C. Departmental Inspections & Safety Meetings Mr. Magazine noted that copies of the inspections and safety meetings were distributed after last month's meeting and will be distributed on a regular basis. He also anticipated that he would be contacting the safety coordinators to arrange to attend departmental safety meetings. Mr. Bobich inquired if Mr. Magazine intended to participate in departmental inspections as well and Mr. Magazine stated that he would be glad to if anyone requested him to do so. D. Defensive Driver Course Mr. Magazine has been in touch with the vendor and he is looking at two courses. He anticipates ordering them by the end of the week and he would like to have the programs operational by August. E. Incident Review Board Referrals None VI. New Business A. "Departmental Safety Issues" None B. Other Mr. Magazine reported that Facilities Management is still addressing the pigeon problem at City Hall. Ms. LeJeune stated that the pigeons are still present on the windowsills. Meeting Minutes Safety Committee Meeting Boynton Beach, Florida July 12, 2004 Chairman Balfe reported that the Values Picnic was a great success and was very well attended. Ms. LeJeune stated that they received very good feedback on the event. If the picnic is held again next year, it was recommended that it be held during a cooler month, such as March. Ms. LeJeune reported that over 300 employees attended. Mr. DeMauro inquired if Mr. Magazine heard anything further regarding reimbursement of safety shoes for employees and Mr. Magazine stated that he was no longer involved with this issue. Vice Chair Bebensee also noted that they have the same issue with sunglasses for the lifeguards and he is waiting to hear how this would be handled. Mr. Magazine stated that he volunteered to serve on the Labor-Management Committee and the bargaining team. If any member has a safety issue they would like addressed that might impact the bargaining agreements, they should let him know. VII. Announcements None VIII.
