Wally Majors, Recreation & Parks Director, opened the meeting at 9:00 a.m. and thanked the
various stakeholders for attending to give their much-needed input to the Strategic Plan and the
Recreation & Open Space Element of the Comprehensive Plan. The Recreation & Parks Division
wanted to be certain that any plans made would be of benefit to the entire community. He also
recognized and welcomed several members of the public.
Mr. Majors introduced and welcomed the representatives of the consulting firm administering
this project, Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. (Glatting Jackson).

David Barth, Glatting Jackson, gave an overview of the project including objectives, scope,
and schedules. He expressed appreciation for the wide range of attendees and felt that such
broad-based participation would definitely help the project get underway and produce a
favorable result for all concerned.

Playground Facilities:
Commissioner Ensler asked how playground facilities for youth of all abilities would fit into the
Plan. Mr. Barth responded that the City could put a statement in its Comprehensive Plan that
the City had a desire and a policy that all of its facilities would be designed to accommodate
handicapped individuals. Another term for this was "barrier-flee design." During the
Comprehensive Plan process, Glatting ~lackson's Francis Chandler will discuss this kind of issue.
Elizabeth Pierce, Chair of the Recreation 8~ Parks Board, said that the Board had been studying
the Boundless Parks program and wanted to include it in a park. They thought that the City
might want to look into incorporating this into the new pool at the Wilson Center.
Zdeal Parks Model:
Mr. Barth pointed out a sample of an Ideal Parks System Model, and said that the City needed
to decide what its ideal model would be. The ideal model calls out the distance an individual
must walk to get to a park, whether it is 1/2 a mile, :~ mile, or farther.

Visioning Workshop:
Kurt Bressner, Boynton Beach City Manager, referred to the Staff Visioning Workshop and asked
whether parties other than staff would also be included. Mr. Barth responded that it was up to
the City, but two separate workshops were planned, one for Staff and one for the Advisory
Boards. Mr. Bressner wanted to make certain that there was linkage between the various
groups so any gaps in perception between them could be brought to light and resolved.
2002 Needs Assessment:
Mr. Barth noted that the City had already undertaken a lot of what needed to be done when it
did the Needs Assessment. He hoped that the planned interviews and workshops would validate
the information contained in this report.
When Glatting Jackson had finished outlining what the project entailed and what they would be
doing for the City and what the City would be doing for them, Mr. Majors asked for comments
from the stakeholders.
Stakeholder Comments:
Elizabeth Pierce, Chair of the Recreation & Parks Board, stated that the Board had been
discussing the City's impact fee for recreation and parks and thought that it needed to be re-
examined. With rezoning actions, the value of the land had risen so sharply that they were not
able to purchase very much land with the cash allowed in the current formula.
Mr. Barth thought that once the vision was made clear, it would be easier because the City
could then say, "Here is our vision. What will your role be in helping us achieve that vision?"
the development were large enough that it caused a need for more neighborhood parks, the
City could say to the developer "Here's what we want you to develop." The impact fee could be
examined to help determine what the developer's fair share would be. The City could ask, for
example, "Does every citizen have a neighborhood park within 1/2 a mile of his home (or
whatever the City deemed the ideal situation to be)?" And if not, the City could develop criteria
for changing its Codes and impact fees.
Hanna Matras, Economic Planner, said that there was very little land left in the City for large
projects. While the legal ramifications of the impact fees were very strict, they could be used to
develop parks because there was some land left that was not developed. Ms. Matras said that
at this time, the City had 3 or 4 larger pieces of land on which perhaps 200 units could be
developed, but that did not give the City much in terms of land dedication.
Ms. Pierce stated that builders were asking the City to rezone so they could make more money
but the City was not getting much in return. Ms. Pierce felt that if the City had looked at this
differently three years ago, and had not made the decision to go for money instead of land,
things might have turned out differently.
Wilfred Hawkins, Assistant City Manager, stated that another component to this issue was that
of redevelopment. After Winchester, the City was going into a redevelopment mode east of I-
95. Any talk of land dedication or impact fees had to be done in the context of redevelopment.

During Glatting-.lackson's presentation, a perfect example of this was shown with pictures of
the old shopping centers turned into community parks. Redevelopment was the reality of the
City's future until serious discussions about annexation took place. Other opportunities for
redevelopment could be found in brownfield sites and vacant shopping centers.
Mr. Barth agreed that redevelopment would provide many opportunities to achieve the vision
the City wanted.
Ms. Matras spoke to Mr. Wildner about the previous Ordinance pertaining to land dedication and
recreation requirements, asking if he had the data on the standards developments had to meet
in order to get credit. Mr. Wildner said that the previous Ordinance said there was a standard of
6 acres per thousand residents and they figured how many acres the developer would be
required to give; however, if the developer dedicated 5 separate recreation amenities that met
certain criteria, the City would grant up to 1/2 credit towards the land requirement. This was in
effect during the 1989 Comprehensive Plan but since then, there had been less and less large
tracts of land on which it came into play. Many developers gave the full impact fee rather than
going after the 1/2 credit because they did not find it worthwhile in terms of land. ~m ~lackson
of Glatting .lackson will address the impact fee issue. Ms. Matras felt that the current impact fee
was based on the wrong figures. There was a feeling that the City might want to revise this
Ordinance, within legal guidelines, for the remaining amount of land in the City.
Xnventory of Recreational Facilities in Boynton Beach:
This point engendered a lot of discussion. The City was to provide this inventory and much
discussion was devoted to who would do it, how they would do it, and exactly what they had to
do.
Ms. Matras commented that the current Comprehensive Plan had an inventory of recreational
facilities, but not necessarily private ones, but it was ten years old. Mr. Barth felt that if the
private facilities were not included, it would be misleading and show a "void" between
individuals and their access to parks. Ms. Matras stated that they had a database of residential
projects done in the last ten years and they could go to the plans to find out the acreage and
what recreational facilities were available. Mr. Wildner suggested that an on-site visit be made
to each site to verify that the promised amenities did, in fact, exist.
Glatting Jackson stated that the City had to decide what it considered an amenity (as in the
Ideal Parks System Model). In the sample model, it said that a pocket park would be a half an
acre; a neighborhood park would be up to five acres, and so forth. This had not been done yet.
Tf a private facility had a playground that was open to the residents, that should be brought
out. If an area had a recreational facility that was NOT open to the public, it would not "count."
Mr. Hawkins agreed that the City'S vision of amenities had to be developed. For example, if a
development only had a pool, did that meet the City's requirements for an amenity? Mr. Barth
responded that this could be worked on during the Visioning Workshop.
Mr. Majors stated that interlocal agreements with schools to share their recreational facilities did
exist, but the public did not have unlimited access to them. Mr. Barth said that if a school
opened its recreational facilities at 3:00 p.m. to the public for example, it would be counted.

Mr. Glendon Morgan of the G.I.S. Department said that the private recreational facilities were
not a current layer in the G.I.S. system. If addresses for the recreational facilities and parks
were available, he could do geo coding and from that could produce an actual point on the
map. Based on that, a person could drive by that point to see if it was still in existence and
correctly identified.
Ms. Pierce offered the services of the Recreation & Parks Board in this effort, saying that they
had done a survey of public parks two years ago and that this might be useful.
Mr. Livergood offered to contribute a technician for the project of driving around to identify
various parks and recreational facilities.
Base Map:
Glatting Jackson was very complimentary about the quality of the City'S current map and
thought it made a very good starting point.
Mr. Livergood said that the County's 25-year plan for roadways was available and asked if the
consultants wanted to look that far out. He thought that major improvements could affect the
map. Mr. Barth acknowledged that was so and agreed it should be considered.
Glatting Jackson needed the updated map before it could do the Level of Service analysis. It
was critical to determine the existing parks and recreational amenities. A goal was set to have
the private facility inventory, including the G.I.S. input, finished by the end of October.
Mr. Wildner noted that the Base Map showed existing park sites but not land that the City
owned and was holding for future use. That information was, however, available in G.I.S. Mr.
Barth stated that all of that information would be necessary.
It was agreed that Barbara Meacham, Parks and Landscape Planner, would be the point person
for updating the Base Hap. She had already gathered a lot of this kind of information during the
Recreation & Parks Department's current work for accreditation.
It was thought that churches allowing access to their recreational facilities by the public should
be included in the inventory. Mr. Majors indicated that this would be the exception rather than
the rule, Also, places like Lake Ida Park in Delray Beach, the YMCA on Military Trail, John Prince
Park and many others served the needs of Boynton Beach, in spite of the fact that they were
not within the City's boundaries.
Meetings and Tnterviews:
Considerable time was devoted to setting meeting dates and times. A schedule of meetings
provided by Glatting Jackson is available in the City Clerk's office and is attached to the minutes
for purposes of information. These documents will also be scanned into LaserFiche as part of
the meeting backup.
