Minutes 11-01-04MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION BOARD HELD AT THE SCHOOLHOUSE CHILDREN'S MUSEUM, 129 EAST OCEAN AVENUE, BOYNTON BEACH, FLORIDA, ON WEDNESDAY, NOVEMBER 1, 2004 AT 6:30 P.M. Present Debby Coles-Dobay, Chairperson Richard W. Beaulieu, Vice Chair Richard Brightfield Kimbeflee M. McGow Anita Remer Suzette Urs Michael J. McGoey, Alternate Linda Sage, Alternate Arleen Dennison, Board Liaison Absent Raymond A. Marcinkowski I. Call to Order Chairperson Coles-Dobay called the meeting to order at 6:37 p.m. I1. Attendance After member introductions Chair Coles-Dobay declared a quorum was present. Chair Coles-Dobay informed the members that Mr. Marcinkowski sent her an email tendering his resignation effective this meeting. III. Presentation - Public Arts in Broward County Beth Ravitz, a public artist in Broward County, presented a brief history of Public Arts. This presentation was made to provide the Board with information to potentially incorporate into the "Call to Artists" section of the Master Plan document. Presentation highlights: 1. Public Art's history began in 1967 when the U.S. Congress funded the National Endowment of the Arts a. Funding is generated by %% - 2% of new public building sales b. Broward County assesses new development an impact fee based on the total square footage of the building. a. 2500 sq.ft, or more = $.15/sq.ft. b. Private developers may request a nameplate be placed on the artwork for $.40/sq.ft. c. May request a particular location for art to be displayed - unsure if an additional fee is assessed. d. Privately donated land - committee selects the artist. 3. Call to Artists are usually divided into two segments: a. Design b. Fabrication (Site setup not necessarily included) 4. Palm Beach County has funding available for public art a. Must research extensively to locate 5. Success of project depends upon the selection of artist a. Some projects may be governed by several committees; therefore, the nature of public art is more bureaucratic and doesn't usually fit the "typical" artists nature. i. Artist must be able to facilitate as well as design. Organizational skills are critical. ii. Jury selection should include personal/professional references and thorough interviewing of those references regarding the skills of the artist. Artistic and organizational skills should be assessed. b. Private funding has less bureaucracy, making the process faster. IV. Text Review - Comprehensive Master Plan A discussion ensued regarding changes to be made to the text within the Call to Artists section of the Master Plan document. Minor grammatical changes were made and the section was determined to be completed. No motion was made. Vice Chair Beaulieu said until the determination is made regarding how the funding is handled on the Impact Fee, the Master Plan document cannot be completely finalized. Mr. McGoey clarified that no matter how the fee is presented and requested from the City, it will still need to be a separate line item in the City's budget. Ms. Dennison suggested a change to the minutes from last month's meeting. On page 7, paragraph 3, change 1/2¢ to 1¢. No motion was made. Chair Coles-Dobay suggested moving the Definitions page from the Index section to the Table of Contents. No motion was made. A review of the Funding & Guidelines, and Judging Artists sections will be on the agenda for the next meeting scheduled for December 6, 2004. Ms. Sage will rework the text for the Judging Artists section to be more generic in scope and distribute to the Board prior to the meeting. Meeting Minutes Arts Commission Board Boynton Beach, Florida November 1, 2004 Chair Coles-Dobay instructed the Board to submit the final changes for each sub-group to Ms. Dennison no later than December 10, 2004. Ms. Dennison requested the changes be submitted to her via email by attaching a document containing only the specific section and its changes, not the entire document. After all changes are made, Ms. Dennison will distribute the document to several proofreaders for review. Chair Coles-Dobay requested the Board compile a list of websites, publications, and organizations to be used as contacts for a "Call to Artists" email/mail distribution. This information should be sent to Ms. Dennison before December 10, 2004.
