R98-H/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING STAFF TO APPLY FOR PHASE V, PALM BEACH COUNTY ROADWAY BEAUTIFICATION GRANT, FOR SOUTH CONGRESS AVENUE MEDIANS (8),AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton beach, upon recommendation of staff, deems it to be in the best interests of the citizens of the City of Boynton Beach to authorize and direct staff to apply for Phase V, Palm Beach County Roadway Beautification Grant; and WHEREAS, this grant request is to landscape/irrigate the eight medians north of GOlf Road on Congress Avenue, and requires a 50/50 match between the City of Boynton Beach and Palm Beach County in a yearly phasing program. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, T~IAT: Section 1. Grants Advisory Committee 1. ROLE OF BEAUTIFUL PALM BEACHES: Since 1994, Beautiful Palm BeacheS, Inc. (BPB), a 501(c)(3) non-profit, volunteer-based organization, has been'designated by the Palm Beach County Board of County Commissioners (BCC) and the Metropolitan Planning Organization (MPO) as program coordinator to facilitate the administration of this annual grant application process, thereby assisting with the allocation of designated landscaping funds to beautify state and county designated thoroughfares. The MPO is the agency which is responsible for allocation of Flodda Dept. of Transportation (FDOT) funds for state transportation projects in Palm Beach County. BPB will conduct a meeting to answer questiOns about the grant application and process as stated on the enclosed notice. Attendance is not mandatory and is for assistance to applicants only. Please review the application carefully prior to the meeting. The BPB Grants Advisory Committee is comprised of BPB Board Member volunteers who are professionals in the fields of !landscape architecture, horticulture, forestry, and engineering. ~2. BACKGROUND OF BEAUTIFUL PALM BEACHES: Beautiful Palm Beaches, Inc., a grass-roots volunteer-based organization formed in 1988, received certification in 1994 as 3aim Beach County's affiliate of Keep Amedca Beautiful, Inc. and Keep Flodda Beautiful, Inc. The non-profit organization is ~dedicated to facilitating public/private pa~erships to improve the quality of life in Palm Beach County through environmental education programs and projects that: CLEAN IT UP, FIX IT UP, and KEEP IT UP. One CLEAN IT UP project sponsored by Beautiful Palm Beaches, Inc., is the "Great Beautiful Palm Beaches Cleanup", a :project of the GLAD Bag-A-Thon which is conducted by Keep Amedca Beautiful affiliates in over 100 American cities. This cleanup event, coordinated by BPB and the Solid Waste Authority ($WA), has resulted in almost eight million pounds of litter, ~trash and fires being collected by volunteers over the past five years.from Palm Beach County's roadways, .parks, ~neighborh~s and waterways. BPB also coordinates Palm Beach County's participation in the Center for Marine !ConserVations Florida Coastal CleanUp each September. In 1995 and 1996, BPB jointly coordinated Project E.A.G.L.E. (Enhancing A Great Living Environment) along with the Flodda Game & Fresh Water Fish Commission to clean four ~recreafional lakes. FIX IT UP-projects include the Palm Beach County Thoroughfare Beautification Grant program. The KEEP ilT UP portion of BPB's mission is ensured through requirements for the continued maintenance of beautification projects. !BPB also helps to KEEP IT UP through ongoing litter abatement programs: BPB initiated and facilitated the implementation of iPalm Beach County's "Adopt-A-Highway" (state roads)and "Adopt-A-Road" (county roads) programs. In 1995, BPB iintroduced the "Adopt-A-Street" prograr~ to the county's municipalities for local streets. In 1997, BPB took over administration !of the Adopt-A-Shore program in Palr~ Beach County. BPB programs attempt to instill community pdde and a sense of iownership to ensure effective iong-termlresults. / Additional volunteer projects and programs include the Build America Beautiful program to encourage responsible waste 'handling and reCYcling practices on constructi°n sites and!the Boaters & Anglers Pledge program to reduce marine debris to improve the environmental and aesthetic quality of our waterways and shorelines. Minor distinctions in qualification criteria for the two types of funding are noted throughout. SOURCES OF FUNDING Beautiful Palm Beaches, Inc. (BPB) was successful in facilitating the budgeting of a new Beach County BCC (Board of County Commissioners) and the MPO (Metropolitan Plan beautification of state and county thOrOughfares throughout Palm Beach County. COUNTY' BCC GRANTS County BCC grants: available for landscape imPrOvement projects on or contiguous to and visible from designatred_ county thoroughfares (contiguous and within 25' of right-of-way) and for projects (or portions of projects) on s~ thoroughfares extending up to 25' beyond the state right-of-way, including such roads traversing municipalitieS. NOTE: A se#es of questions within the ap~cation and verification with PBC Engineering Dept. w~l determine project, eligibility for BCC funds. NOTE: Landscaping that is hidden behind walls and fences or otherwise not entirely visible from the thoroughfare is not eligible for a grant or as Applicant's match. WHO MAY APPLY Potential applicants include, but are not limited to, the following: municipalities, homeowners associations., community associations, business associations, special districts, and other government entities. Applicants must be able to enter into grant contractual agreements and must meet requirements regarding insurance, maintenance, etc. GRANT AMOUNTS There is no pre-established maximum ameunt which may be requested; however, conservative requests may receive more favorable consideration. The total amount of grant funds available for this grant cycle was unavailable at the time of 'the pdnfing of this application. MULTIPLE APPLICATIONS Applicants may submit multiple applications requeSting grant funds for various projects, whether requesting BCC'or-MPO grant funding. However, Applicant must include a statement from Applicant's authorized executive officer that Applicant is prepared to immediately fund, implement and maintain all projects submitted if grant funding is approved. ELIGIBLE / INELIGIBLE COSTS All materials, labor, and establishment period maintenance costs (up to 6 months) itemized as a BPB grant request or as applicant's match (whether provided as in-kind services/materials or provided using other allowable grant sources or paid~ cash by applicant) must be costs related to 'softscape' landscape items such as vegetation, supportive irrigation, mul planting soil backfill, top soil, fertilizer, tree staking, etc. · BEAUTIFUL PALM BEACHES, INC. 1920 Palm Beach Lakes Blvd., Suite 210, West Palm Beach, FL 33409 * 561-686-6646 Page 3 of 6 Instructions .... -ELIGIBLE / INELIGIBLE COSTS (continued) The applicant's matching funds may be used for sidewalk removal, tree grates and expenses directly related to the installation ~f trees in existing sidewalks, if permitted by the regulatory authority that has jurisdiction. Projects including such installations --~'must include written authorization from such regulatory authority in application package. Grant funds (or matching funds) cannot be used for other types of demolition or construction of "hardscape" items such as sidewalks, pavers, curbs, fences, walls, fountains, signage, etc. "Hardscape" items may be shown on applicant's construction documents only if cleady distinguished on plans and in budgets (not to be included as a part of grant request or applicant's match). Costs for site preparation, removal of exotic plants, clearing and grubbing, earth moving or fill (to raise grade level) are not eligible for grant requests or applicants' match. or and continuing annual maintenance are not eligible for grant requests This 50% match by applicant. Favorable consideration is given in the evaluation process to match in excess of 50%. The following items qualify as allowable grant matches: The use of in-kind services, induding donated materials and labor, may be applied toward applicant's match. Documentation of imkind services will be required prior to reimbursement. Tree grates (and necessary related sidewalk cutting and removal) are permitted as a matching project cost. County BCC grants match: depending on their specific requirements, municipal, state and federal funds can match county BCC grants with ~the~ exception of the state MPO grants which cannot be used to match county BCC grants. State MPO grants match: depending on their specific requirements, municipal and federal (SBA and ISTEA) funds can match state MPO grants, No other state funding sources may be utilized to match state MPO grants. The first six (6) months of maintenance costs (establishment pedod) may count toward matching of County BCC grants on county or state thoroughfares, but not toward matching of state MPO grants on state roads. Traffic control (maintenance of traffic) expenses during the installation of the landscape beautification may be applied toward Applicant's match. MAINTENANCE Applicant must provide (or arrange for another entity to .provide) a commitment for the perpetual care of installed projects during and after the contractor's warranty period. In January 1996, the BCC approved the installation and maintenance by Palm Beach County of trees in medians of designated roadways in unincorporated PBC. Such trees will be installed under a separate program, unrelated to this grant program. If enhanced landscaping in addition to trees is desired, this constitutes a project which must apply through this grant process and which must be maintaineo by applicant, if applicant's project is on a County thoroughfare in unincorporated PBC, contact PBC Engineering at (561) 684-4030 for complete details regarding maintenance obligations and for additional information on the separate tree planting program. UTILITIES To be eligible, it is required that all grant applications include letters of approval from all utility companies whose underground or overhead lines are located in planting areas. Letters shall be insufficient unless they demonsbate that the uElity has reviewed Applicant's final planb'ng plan, species selecgon, maintenance schedule, etc. and has no'-objecb'ons to the project_ Utility letters must refer to the issue or revision date of the plans which they have reviewed. For FPL approval, contact Mark Heffiey of the FPL rVegetafion Management Dept. at (561) 640-2246. If letters from utility companies are not received in time ~or inclusion in the completed grant application package, the application must provide documentation of phone calls or meetings with utility company staff (include dates and names with titles of utility representatives). This documentation shall indicate that the utility has granted conceptual approval of the project, and the utility contact shall be copied on the documentation letter. REQUIREMENTS Plans shall be required by FDOT to be designed using metric measurements if the project is associated with a FDOT state road construction project as oppOsed to a stand-alone landscape project. Please consult FDOT regarding specifK= project requirements. MULCH AND COMPOST SPECIFICATIONS Although the use of mulch is encouraged, Cypress mulch is prohibited on ali state-funded projects. Alternatives to Cypress mulch such as recycled mulch, eucalyptus mulch, and melaleuca mulch are also encouraged for County-funded projects. BPB strongly encourages and will favorably consider the specification of a compost product for project installation and maintenance programs for grant projects. The Solid Waste Authority of Palm Beach County (SWA), promotes 'AiiGro", a compost product from wastewater residuals and yard waste. SWA may be contacted at (561)640-4000. Grade A "AllGro" is recommended for use as planting soil backfill when mixed well with native soils (25% - 50% "AIIGm"), and also provides g~ mulch cover. Applicant's drawings ,~nd application package shall sense as a basis for approval for grant funding. Therefore, after the award of the grant, any revisions, other than for the following reasons, may be regarded as a SUBSTANTIAL CHANGE: Revisions to incorporate suggestions from BPB as a result of the grant application review process. Project re-phasing as a direct result of receipt of fewer grant dollars than requested under this grant program. Minor changes in design required by Palm Beach County or the Florida Dept.' of Transportation dudng the permitting process. (Conceptual permitting before submitting grant application package is encouraged.) Documented unavailability of specified plant materials at time of installation. Modifications necessary due :to unexpected underground field conditions. (Plans must document known underground utilities.) The granting agency (BCC or MPO/FDOT) must be notified in writing by the proiect's Landscape Architect of Applicant's desire to modify the; package. The request must deady summarize requested revisions and indicate all appropriate cost estimates for installation and maintenance. BCC or MPO / FDOT reserve the right to review any revisions ; .landscape planting plans submitted subsequent to this application and make a determination whether such revisions consfit_ut,,e- a SUBSTANTIAL CHANGE to the plans upon which the recommendation for grant funding allocation Was based. Submission of irrigation plans are not a requirement with grant applications. However, landscape plans must note a guarantee that 100% irrigation will be provided by the applicant via an underground irrigation system, unless planting concept uses a totally xedc (drought tolerant) plant palette; is tolerant to harsh road conditions; and uses mulch and planting backfill of native soils. Submission of irrigation plans with application package is encouraged (although not required) to show the project's readiness to move fonvard and therefore improve its chances for recommendation. Irrigation plans will be required by permitting agencies if nomxedc planting is proposed. Since "xedscape" design groups .... plants by the level of water needed, many plants utilized in a "xedscape' theme are not totally drought tolerant, so require some irrigation.
