Minutes 03-14-05MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, MARCH 14, 2005 AT 10:00 A.M. HeritageFest H. Medieval Faire II. Roll Call The Secretary called the roll and declared a quorum was present. III. Acceptance of Minutes of February 14, 2005 Regular Meeting Meeting Minutes Safety Committee Meeting Boynton Beach, Florida March 14, 2005 Motion Mr. Magazine moved to approve the minutes. Motion seconded by Ms. Hall and unanimously carried. IV. Safety Committee Education and Training Program A. FBI Concealed Weapons website link — HTTP:Hdatacenter.ap.org/wdc/fbiweapons.pdf Chairman Bebensee discussed the FBI website regarding concealed weapons and recommended members visit the site to learn what types of concealed weapons people are carrying. He distributed for the members to look over a pen that was actually a knife only costing $4.75. There are almost 100 of these types of items available for purchase. V. Unfinished Business A. Fire Drills Fire drills continue to be conducted. Division Chief Nugent reported on a school being built with a shell outside that posed a fire danger since it blocked the exits and it would be necessary to have escape routes constructed. This was noticed by one of the inspectors who notified him a safety hazard existed. B. Proud to be a Safe Worker Awards Division Chief Nugent had two that he provided to the Secretary for inclusion with the records of the meeting. Ms. LeJeune requested that copies be sent to her so she could include them in the recognition newsletter. The Secretary will follow through with Ms. LeJeune's request. The first Proud to be a Safe Worker Award went to Firefighter Rani Demarco who reported that personnel from R1 went to a call at 504 SE 20h Avenue, Apartment 3E. Upon arrival, they found an excessive amount of clutter throughout the apartment and there was only a 2' wide pathway to walk to the bathroom. The remainder of the apartment had objects stacked to the ceiling creating a dangerous situation if a fire were to occur. As a result, Firefighter Demarco requested that dispatch flag this address for future reference. The second Proud to be a Safe Worker Award goes to Acting Lt. Michael Besosa who reported on January 16, 2005 Engine 1 responded to a fire alarm at 6861 N. Ocean Boulevard in Ocean Ridge. Upon arrival, no smoke or fire was discovered, but all the smoke detectors were taped while construction in the building was taking place. There were still some residents residing at this location. The alarm company and the President of the building association were notified about the dangers involved with smoke detectors being taped. Acting Lt. Michael Besosa reported this information to Rodger Kemmer. oil Meeting Minutes Safety Committee Meeting Boynton Beach, Florida March 14, 2005 Mr. Magazine inquired if they could be fined and Division Chief Nugent was not sure. However, since the City is now servicing this area, he thought if this became a habitual occurrence it could be addressed by the City's Fire Department. C. Departmental Inspections & Safety Meetings (C. Magazine) Mr. Magazine reported as he receives the reports, they are placed on the share drive for viewing. D. Defensive Driver Course (C. Magazine) Classes are still being scheduled. However the classes are being cut back since there is less need to offer as many classes as originally offered. None E. Incident Review Board F. Holiday Parade Mr. Magazine distributed a draft Memorandum to be sent to City Manager Kurt Bressner. When the Memorandum is finalized for submission to Mr. Bressner, it would be sent from Mr. Magazine and Chairman Bebensee. The contents of the memorandum resulted from discussions at the last meeting when it was recommended moving the City's Annual Holiday Parade to Congress Avenue from Federal Highway for 2005 for safety reasons. Members reviewed the contents of the Memorandum and recommended the following corrections and/or changes. ■ In Paragraph 5, second paragraph, the word "Resents" should be changed to "Residents." ■ In Paragraph 6, the word "and" should be changed to "an." ■ In Paragraph 1, the word "fending" should be changed to "fencing." ■ In Paragraph 3, in the first sentence of the second paragraph, "of" should be changed to "and". ■ The word "impinging" in the second paragraph of paragraph 2 will be changed to "encroaching." Mr. Magazine will make the recommended changes and present it to the City Manager. Ms. LeJeune commended the committee on doing an excellent job. Motion Ms. LeJeune moved to approve the Memorandum to the City Manager regarding the 2005 Holiday Parade to be finalized and forwarded to the City Manager's Office with the Meeting Minutes Safety Committee Meeting Bovnton Beach. Florida March 14, 2005 necessary corrections as noted. Motion seconded by Division Chief Nugent and unanimously carried. G. HeritageFest At the last meeting, Mr. Magazine brought up the subject about the possible lack of police coverage for the concert during HeritageFest. He now reported that there was, in fact, more than sufficient police on duty for the concert. There will be a follow-up meeting on HeritageFest that Mr. Magazine will be attending. He noted there was a dearth of attendance at the concert and attributed it to the high cost of the tickets and/or the location itself. Ms. Hall stated there were a great many people that lined up along the fence to listen to the concert without having to pay. Mr. Magazine will report back to the Committee on the findings of the follow-up meeting. Mr. Magazine reported the carnival was a great success, but the Parade had a very poor turnout. The Mayor and two Commissioners did participate in the Parade. The CRA has now taken over this event from the City, which may have contributed to the failure of some of the events. H. Medieval Faire The City's Special Events Department will be in charge of this event that will take place at Jaycee Park this weekend. Mr. Magazine stated next year Risk Management would also c^^^G^r the attempt to obtain sponsors for the event that is gaining in popularity and is becoming a signature event for the City. Boynton Beach is the only City in the County putting on a Medieval Faire since John Prince Park no longer does one. Mr. Mitchell reported Broward County sponsors one that lasts for five weeks and draws people nationwide. Last year almost 2,000 people showed up at the City's Faire. He urged everyone to attend and to "dress" for the occasion. Ms. Moats is in charge of the Committee for the volunteers and Ms. LeJeune said that she would be working in the box office on Sunday. VI. New Business A. Departmental Safety Issues None B. Other Chairman Bebensee reported they had to close the water off at the Beach for several hours due to sharks this past week. This is not unprecedented and usually happens every year. He anticipated this would stop in a few weeks. Ig Meeting Minutes Safety Committee Meeting March 14, 2005 Boynton Beach, Florida Ms. Hall reported that she was at Juno Beach over the weekend. There was a medical emergency at the beach and a woman had to be taken off the beach on a "mule cart." She was proud the City of Boynton Beach has an emergency medical cart for this purpose. Chairman Bebensee reported they are looking to acquire, in conjunction with the Fire Department, an all terrain vehicle for this purpose at a cost of approximately $16,000. VII. Announcements Mr. Magazine noted the Safety Council Luncheon and awards took place last week. The City received two awards for employee and vehicle safety. He thanked employees for helping to keep these numbers down. Mr. Magazine reported on an incident involving the "Movies on the Avenue" that took place last Friday night. This is a joint effort between the CRA and the Library. When he was going home from work that night, he observed the CRA staff trying to get things set up. There were no police to help and no barricades were set up to block off the road, which was vital in keeping people from being run over. He thanked Justice Brown, who was present to assist with the electricity, for going to get cones for this purpose. Mr. Magazine felt this could have resulted in a major disaster if he had not stopped to see what was going on. He will be speaking with Ms. Farace about this and will report on his findings at the next meeting. VIII. Next Meeting Date: Monday, April 11, 2005 at 10:00 a.m. IX.
