R98-082RESOLUTION NO R98-~'~' A RESOLUTION A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, SUPPORTING THE METROPOLITAN PLANNING ORGANIZATION ISTEA PROCESS AND ENDORSING AN APPLICATION FOR FUNDING THE PROPOSED LINKAGE OF THE CITY CENTER AND MARINA REDEVELOPMENT ACTIVITIES FOR PROMOTING BIKEWAYS/PEDESTRIAN TRAFFIC AND INTERACTION BETWEEN THE TWO AREAS; PROVIDING FOR DISTRIBUTION OF THIS RESOLUTION TO THE REGIONAL METROPOLITAN PLANNING ORGANIZATION (MPO); AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Boynton Beach supports the Metropolitan Planning Organization's ISTEA process and endorses an application for funding the proposed linkage of the City Center and marina redevelopment activities for promoting pedestrian traffic and interaction between the two areas, as well as proposed linkage of Downtown and marina redevelopment activities with the county's long- range bikeways facilities corridor Plan and further access to the regional bikeway network. The system includes bicycle and pedestrian facilities, landscaping, historic preservation and similar elements; WHEREAS, the City of Boynton Beach has begun a progressive redevelopment program to revitalize our downtown and marina areas. The pedestrian and bicycle traffic is an integral part of the project. The central core of this redevelopment is a pedeStrian corridor or "promenade" area at what would be the eastward extension of Boynton Beach Boulevard. It is a 1350 foot long and 60 foot wide paved pedestrian mall ending at the Intracoastal Waterway; WHEREAS, with the recent completion and the Federal Highway resurfacing and proposed Ocean Avenue bridge replacement project, the City's bikeway program will have an opportunity to take a leading role in providing safe transportation of both pedestrians and bicycles into the heart of our community. This enhancement will contribute greatly to the efforts to provide period streetlighting, park style benches, trash receptacles~ speCialized pedestrian crossings, landscaping, fountain and other amenities to enhance pedestrian and bicycle traffic into the downtown and marina project area; WHEREAS, with the companion resolution promoting the proposed bicycle/pedestrian pathways, 'the pedestrian promenade will provide the City with important new linkages to the bicycle routes shown on the Bicycle Facilities Plan and will serve to promote greater pedestrian and bicycle traffic; WHEREAS, as the proposed mad'na area will become a major focal and destination point for the entire region, this promenade area will provide greater access to greater numbers of people and enhance the surrounding commercial and existing neighborhoods of the downtown by promoting a concentration of people and interaction. It will also serve as the staging grounds for many special events; WHEREAS, with its proximity to Boynton Beach City Hall~ civic center, City library, Children's Museum and Palm Tram bus stop, Leather's Playground, marina and Mangrove Park, this promenade will encourage the use of public transportation and will act as the focal point of the City's overall downtown development. This project enhances and connects all these "destination points" and brings pedestrian movement to the waterfront; WHEREAS, this promenade will occur within a sixty foot right-of-way and will require acquisition of additional land and remediation of mangroves; WHEREAS, as with keeping with the intent of the regions Eastward Ho! ]:nitiative, this project will fall well within the boundary of the area that promotes infill development and redevelopment activities. NOW, THEREFORE, BE :IT RESOLVED BY THE CITY COMMISSION OF THE CITY' OF BOYNTON BEACH, FLORIDA, THAT: Section z. The Boynton Beach City Commission supports the City's efforts to obtain ]:STEA grants for the City Center Promenade Area Project application and the Bikeways/Pedestrian Pathways Project application. Section 2. The City Clerk is directed to forward a copy of this resolution of support to the regional IVletropolitan Planning Organization (MPO), Rm 201, Engineering and Public Works Building, Hilton Airport Center, 160 Australian Avenue, West Palm Beach, Florida. Section 3. This Resolution shall passage. PASSED AND ADOPTED this become effective immediately upon day of May; 1998.
