R05-148 11 1 RESOLUTION 05-,~~ 2 3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, 4 FLORIDA, ADOPTING A FINAL BUDGET FOR THE 5 FISCAL YEAR BEGINNING OCTOBER 1, 2005, AND 6 ENDING SEPTEMBER 30, 2006; DETERMINING AND 7 FIXING THE AMOUNTS NECESSARY TO CARRY ON 8 THE GOVERNMENT OF THE CITY FOR THE 9 ENSUING YEAR; PROVIDING FOR SEVERABILITY, 10 CONFLICTS, AND AN EFFECTIVE DATE. 11 12 WHEREAS, a final budget has been prepared by the City Manager estimating 13 expenditures and revenues of the City for the ensuing year, with detailed information, 14 including revenues to be derived from sources other than ad valorem levy, and she has made 15 recommendations as to the amount necessary to be appropriated for the ensuing year; and 16 WHEREAS, the City Commission has met and considered the recommendations, the 17 suggested budget, and the proposed millage necessary to be levied to carry on the 18 government of the city for the ensuing year; 19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 20 THE CITY OF BOYNTON BEACH, FLORIDA: 21 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 22 being true and correct and are hereby made a specific part of this Resolution upon adoption 23 hereof. 24 Section 2. That the final budget of the City of Boynton Beach, Florida, for the 25 fiscal year beginning October 1, 2005, and ending September 30, 2006, is hereby adopted 26 and the appropriations set out therein are hereby made to maintain and carry on the 27 government of the City of Boynton Beach, Florida. There is hereby appropriated the sum of 28 $62,422,843.00 ($61,033,804.00 in new revenue plus $1,389,039.00 allocated from reserve 29 fund balance) the General Fund for the payment of operating expenses and necessary capital 30 outlays for the City Government pursuant to the terms of the above budget. 31 Section 3. That there is hereby appropriated the sum of $552,891.00 to the 32 interest and sinking fund for the general debt service for the purpose of paying the interest, 33 principal and reserve due on the general obligation bonds of the City not subject to statutory rJ exemptions and for redeeming such bonds as they mature. 2 Section 4. That there is hereby appropriated the sum of $49,968,265.00 to the 3 Capital Improvement Fund for the payment of capital outlays pursuant to the terms of the 4 above budget. 5 Section 5. That there is hereby appropriated the sum of $7,422,499.00 to the 6 Solid Waste Fund for the payment of operating expenses and necessary capital outlays. 7 Section 6. That there is hereby appropriated the sum of $2,703,842.00 to the 8 Golf Course Revenue Fund for operating expenses and necessary capital outlays. 9 Section 7. That there is hereby appropriated the sum of $5,582,431.00 to the 10 Fleet Maintenance Fund for the payment of operating expenses and necessary capital 11 outlays. 12 Section 8. That there is hereby appropriated the sum of $1,556,693.00 to the 13 local Option Gas Tax Fund for the payment of operating expenses and necessary capital 14 outlays. 15 Section 9. That there is hereby appropriated the sum of $24,532,100.00 to the 16 Water and Sewer Utility Fund for operating expenses and necessary capital outlay. 17 Section 10. That there is hereby appropriated the sum of $4,048,703.00 to 18 the Water and Sewer Utility Fund for the purpose of paying debt service due on the Water 19 and Sewer Revenue Bonds, the sum of $1,800,000.00 for renewal and replacement and 20 amortization of its Revenue Bond discounts, for a total of $30,3 80,803 .00. 21 Section 11. That there is hereby appropriated the sum of $283,1 79.00 to the 22 Warehouse Fund for the payment of operating expenses and necessary capital outlays. 23 Section 12. That there is hereby appropriated the sum of $316,000.00 to Cemetery 24 Fund for the payment of operating expenses and necessary capital outlays. 25 Section 13. That there is hereby appropriated the sum of $4,025,665.00 to the 26 interest and sinking fund for general debt service for the purpose of paying the interest, 27 principal and reserve due on the public service tax bonds of the City not subject to statutory 28 exemptions and for redeeming such bonds as they mature. 29 Section 14. That there is hereby appropriated the sum of $2,214,993.00 to the 30 Self-Insurance Fund for the payment of operating expenses. 31 Section 15. That there is hereby appropriated the sum of $263,097.00 to the Mass 2 " Transit Fund for the payment of operating expenses and necessary capital outlays. 2 Section 16. That there is hereby appropriated the sum of $691,725.00 to the 3 Recreation Program Revenue Fund for the payment of operating expenses and necessary 4 capital outlays. 5 Section 17. That there is hereby appropriated the sum of $633,627.00 to the 6 Community Improvements Fund for the payment of operating expenses and necessary 7 capital outlays. 8 Section 18. That there is hereby appropriated the sum of $4,359,872.00 to the Fire 9 Assessment Fund for the payment of operating expenses and necessary capital outlays. 10 Section 19. All delinquent taxes collected during the ensuing fiscal year as 11 proceeds from levies of operation millages of prior years are hereby specifically 12 appropriated for the use of the General Fund. 13 Section 20. If any clause, section or other part of this Resolution shall be held by 14 any court of competent jurisdiction to be unconstitutional or invalid, such unconstitutional 15 or invalid part shall be considered as eliminated and shall in no way affect the validity of 16 the remaining portions of this Resolution. 17 Section 21. If any clause, section or other part of this Resolution shall be held by 18 any court of competent jurisdiction to be unconstitutional or invalid, such unconstitutional 19 or invalid part shall be considered as eliminated and shall in no way affect the validity of 20 the remaining portions of this Resolution. 21 Section 22.
