MINUTES OF THE WHITE COLLAR COLLECTIVE BARGAINING SESSION
BETWEEN THE NATIONAL CONFERENCE OF FIREMEN 8< OILERS
AND THE CITY OF BOYNTON BEACH, FLORIDA,
HELD ON THURSDAY, JANUARY 23, 2006 AT 12:30 P.M.

Ms. Goebelt opened the bargaining session at 1:13 p.m.
Ms. Goebelt advised City Manager Bressner had asked for a list of names of the people whose
jobs had been reclassified. It would be added as an Exhibit to the First Addendum to Collective
Bargaining Agreement, White Collar Wage Re-opener, dated January 23, 2006.
Ms. Munley was not in favor of having names for several reasons, partly because if someone
got left off accidentally, she feared they would miss out on the 5%. She also said the list would
change as people died, moved on, or had successful appeals. She preferred not to have a list of
names as an exhibit to the Addendum.
Ms. Goebelt read through the City's changes to the Addendum.
Ms. Munley asked for 16.4 to be changed to say the 5% increase would be added to the
employee's "base wage."
Ms. Munley also noted there was no mention in the document of the City's raising the minimum
and maximums of the pay ranges and she felt it was important to have this included in the
contract. Ms. Goebelt noted they had not found any reference to this in any earlier contracts
with the Union.
The City caucused at 1:22 p.m. to meet with City Attorney Cherof.
The meeting reconvened at 2:15 p.m.
Ms. Goebelt stated the City concurred with Ms. Munley's requests and she read the restated
Addendum to the contract. The Appendix I would only contain job titles and not names, as
requested. The agreed-to language about the increase being added to an employee's base
wage was included. Language was inserted as follows: 16.4, "Effective February 8, 2006, the
Pay Schedules will be increased by 8.47% at the minimum of the range and 8.47% at the
maximum of the range."

Both parties gave Tentative Agreement (TA) to the First Addendum to Collective Bargaining
Agreement dated January 23, 2006, White Collar Wage Re-opener, affixing their signatures and
the dates.
Ms. Munley indicated she would begin work on the notice to the workers. A place would be
needed to vote on Monday or Tuesday, January 30 or 31. Mr. Hawkins asked Ms. Munley to
ascertain whether the Chambers would be available through the City Clerk's office.
Ms. West asked when the increase(s) would appear in the paychecks. Mr. Jenkins indicated it
would probably be in the checks for February 24. It would have the 2% retro, the 5% reclass,
and the 4% market adjustment, everything but the performance evaluation in April. Appeals
would be retro, if approved.
Ms. Munley asked when the appeal letters would go out. Ms. Goebelt responded she was
working with MGT and ITS today on the database. She commented the letter would go out to
every employee and advise each employee of the results of the survey and a copy of the appeal
form. She thought it would go out in the next week.
The negotiation session was ended at 2:24 p.m.
